About this file
This is Addendum 3 to a Request for Offers (RFO) issued by the Texas Health and Human Services Commission (HHSC) through the Department of State Health Services (DSHS) for Take Charge Texas (TCT) Support Services under solicitation number HHS0014612v2. The addendum modifies key personnel requirements and procurement library provisions. Key Personnel must be full-time, qualified, and solely dedicated to contract performance, with approval required from DSHS before assignment or transfer. All Key Personnel and Sprint Teams must be located in the contiguous United States, with remote work similarly restricted to the contiguous United States. Key Personnel cannot hold more than one key role unless otherwise approved by DSHS and must complete annual DSHS security and confidentiality training and sign confidentiality agreements as required by HHSC. The original solicitation requires responses by December 8, 2025, at 10:30 a.m. Central Time, with an anticipated award in March-April 2026 and contract effectiveness in June 2026. The initial contract term is three years with options for two additional one-year extensions.
The addendum establishes that the HHSC will maintain a procurement library on the ESBD containing reference artifacts including TCT System Details, Design and Architecture, Information Security Acceptable Use Policy, and Historical Incidents and Service Requests. These materials are provided for background information only and are not considered illustrative of actual deliverable requirements, with the RFO document serving as the sole authoritative source for deliverable specifications. Respondents are responsible for monitoring the ESBD for updates posted via addendum. Historical compensation has been approximately $800,000 per state fiscal year, and contractors must demonstrate cost savings relative to this baseline while maintaining comprehensive financial documentation and insurance requirements.
