About this file

This is a Response to Solicitation Questions document issued by the Texas Health and Human Services Commission (HHSC) through the Department of State Health Services (DSHS) for RFO HHS0014612v2, Take Charge Texas Support Services. The solicitation seeks a contractor to provide comprehensive maintenance and support services for the Take Charge Texas (TCT) application, including management of client, agency, and pharmacy portals, application workflows, eligibility determinations, and system reporting functions. The contractor must implement Agile/Scrum methodology with sprint teams composed of five developers/analysts, a product owner liaison, a scrum master, and two testers. The pre-proposal conference was held on November 12, 2025, with questions due by November 14, 2025, and proposals due December 8, 2025, at 10:30 a.m. Central Time. The anticipated contract award is scheduled for March-April 2026, with an effective date of June 2026. The initial contract term is three years with HHSC retaining options to extend for up to two additional one-year periods. All work can be performed remotely from within the contiguous United States with no onsite presence required.

HHSC estimates operations effort allocation at approximately 50 percent for defect resolution, 25 percent for regular maintenance including patches and upgrades, and 25 percent for enhancements and modernization. Historical compensation has been approximately $800,000 per state fiscal year, though HHSC will not disclose internal budget details. The contractor must maintain standard business hours support (Monday-Friday, 7:30 a.m.-5:30 p.m. Central Time) with response times ranging from less than one hour for critical incidents to two business days for low-priority issues. Respondents must demonstrate five years of experience in maintenance and development services for similar systems and financial solvency. The solicitation is open to all qualified vendors, including those who previously responded to RFO HHS0014612, and federal and commercial clients are acceptable as references in addition to state and local government clients. All confidential information and work must remain within the contiguous United States, and respondents must comply with security, privacy, and data use requirements specified in the solicitation.
