Purpose
BLUF: This is an information brief
Intent: Provide potential bidders additional information on the MDIOC mission engineering effort
Background
Current IRES contract has Systems Engineering and Program Integration combined in a single task order There are pros/cons to this approach SE could potentially be a stand alone effort under MIOES
Desire is to have a process/structure whereby all contracts in place at the MDIOC follow standardized practices that allow for any contract to flow their activities into the larger MDIOC Technical Baseline Management and Engineering Processes

MDIOC Concurrent Activities Goal: Provide Mission Assurance for MDIOC operations and test events Configuration Management is a key element Current process is labor intensive Ensure concurrent activities successfully execute Enable the conduct of facility maintenance activities

Task Order Organization Current thought is to organize the Mission Engineering activity around planning and operations Integrated Planning: using government provided governance, develop supporting processes Engineering Review Board Configuration Control Board Technical baseline management Quality assurance auditing (targeted, not random) Mission/Event protection Situational awareness/Scheduling/Corrective Action Program Integrated Operations MDIOC Facility Mission Assurance Engineering Review Board, Configuration Control Board, Range Risk/Outage Board MIOES process control and monitoring Technical Baseline Management Mission/Event Protection Event Deconfliction, Work Screening Team, Event Protection Team Situational Awareness Issue/Incident Management Integration crosses multiple government organizations and support contracts, all of which must align under singular governance.

Mission Engineering Discussion Engineering Review Board Serves as the single pathway to conduct sustainment, renovation, and modernization activities within the MDIOC In the past, anyone wanting to do work within the MDIOC had to progress through a number of disparate review boards Facilities, IT, MDIOC If done correctly, the board process should enhance cost/schedule/performance for the customer while also providing for standards enforcement and technical baseline management Consolidation of multiple, disparate boards Artifact standardization Software enabled asynchronous review process
Relied upon to ensure sound configuration management of the MDIOC Technical Baseline The ERB is arguably the most important mission engineering activity
Integration Discussion Contract Integration Individual task orders must follow contract level guidance Since different 2-letters oversee different task orders, this can be a challenge to enforce Participation in contract level guidance is not optional The level of integration required between IT services (IC), Facilities services (MS) and MDIOC mission engineering (SS) is not trivial MDIOC Integration All contracts doing work in the MDIOC must align with facility boards, standards and practices
