This document is an overview and instructions for the MIOES (MDA IT Operations & Engineering Solutions) Industry Day. The purpose of the Industry Days is to provide potential Offerors an opportunity to increase their understanding of the technical requirements and the Draft Request for Proposal (DRFP).
The event will consist of virtual briefings on October 15, 2024 to dive into the MIOES contract requirements, in-person facility tours of the MDIOC on October 29, 2024 for Offerors intending to propose as prime contractors, and one-on-one discussions with the MDA acquisition team on October 30-31, 2024. The one-on-one discussions will allow Offerors to ask questions about the DRFP and provide feedback to the MDA. Offerors interested in participating in the facility tours and one-on-one discussions must submit participant information by October 14, 2024. This event is for information exchange and planning purposes only and is not a request for proposal.

MIOES DRFP Industry Days (Presentations, MDIOC Facility Tour, One-on-One Discussions)
1.0 Introduction
1.1 The purpose of the DRFP Industry Days is to provide an opportunity for potential Offerors to increase their understanding of the technical requirements and the Draft Request for Proposal. The intent is to enable potential Offerors to determine how they can best satisfy the Government’s requirements and enhance the Government’s ability to obtain quality supplies, services, solutions at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award.
1.2 The MDA expects to develop a collaboration synergy between the MIOES acquisition team and potential Offerors to ensure an executable and affordable program has been planned using a sound business and technical approach. MDA will consider feedback and incorporate appropriate adjustments to the final RFP.
2.0 Virtual Briefings (15 October 2024)
2.1 Presentations will provide a deep-dive into the MIOES contract requirements and their respective complexity and technical challenges associated with executing these global-wide requirements. The presentation will describe the technical pain points and address how future requirements might differ from current requirements and how we want to challenge the status quo from a technical perspective.
2.2 A Microsoft TEAMS link will be provided on SAM.gov.
3.0 In-person MDIOC facility tours (29 October 2024)
3.1 It is expected the tours will consist of the following areas:
· Command & Control Battle Management Communications (C2BMC) mission laboratories and enclaves
· Missile Defense Space Operations Center
· MDIOC Facility Infrastructure and Mechanical Systems
· Global Network Operations and Security Center (GNOSC)
· Cybersecurity Emergency Response Team (CERT) Operations Center
· Data Center
3.2 Tours will be limited to those Offerors intending to propose as a prime contractor. Teaming partners shall align with the Offeror they intend to team with. Each vendor is restricted to four personnel. This restriction may be relaxed or tightened based on the number of requests that are submitted. Each tour will be ~45 minutes in length.
3.3 NLT than 14 October, 1600 MST, each Offeror team requesting a tour shall submit a list of individuals desiring to participate in the MDIOC tours to mdamioes@mda.mil. The list shall include the full name and their Driver’s License number & State. The list may include up to four individuals and three alternates. A MIOES MDIOC Tour Request form is included in the DRFP for submission. These names will be vetted in advance to ensure entry onto Schriever SFB. Each MDIOC tour participant must be on this list of names. If they are not on the list they will not be permitted to participate.
3.4 All participants should arrive at the Schriever Space Force Base visitor’s center at the north gate between 0730 and 0745 MST. It is not necessary for the participants to go into the building. The MDA protocol team will meet participants in the parking lot and will shuttle them to the MDIOC. Participants must present a Federal form of identification (Driver’s License, CAC, passport) in order to enter the shuttle bus.
3.5 All participants will be assigned to an escort once they step off the bus at the MDIOC. It is imperative all participants stay with their assigned escort(s) throughout the day.
3.6 Tours will begin at ~0830. There will be a lunch break around 1230. Participants should either bring a lunch or will be escorted to the café at the MDIOC. Tours will end around 1500. Participants will be shuttled back to the visitor’s center.
4.0 One-on-One Discussions (30-31 October 2024)
4.1 One-on-one discussions will be held at the Pikes Peak Workforce Center, 1675 Garden of the Gods Road, Colorado Springs, CO 80907. Teaming partners shall participate in the same discussion as a single team. This is not a forum to communicate company capabilities, but an opportunity for:
· Offerors to ask questions about the Draft RFP, requirements and contracting strategy
· MDA to receive feedback and recommendations on the Draft RFP
4.2 If interested in participating, email the Name, title, email, phone number, of each participant no later than 1600 on 14 October 2024 to mdamioes@mda.mil. Each team will be limited to eight participants. A MIOES 1-on-1 Participant List and Topics form is provided in the DRFP for submission. Each team will be notified of their scheduled time around 17 October. It is expected the MDA will allot one hour sessions.
4.3 In order for the MDA acquisition team to be better prepared, it is requested that questions/discussion topics be submitted in advance, NLT 21 October, 1600 MST to mdamioes@mda.mil. The MIOES 1-on-1 Participant List and Topics form includes a tab for discussion topics. The MDA team expects to have at least one representative from each organization with requirements under the MIOES contract.
5.0 Exchange of Information
5.1 This pre-solicitation conference is an exchange of information in accordance with Federal Acquisition Regulation (FAR) 15.201. This exchange is for planning purposes only and shall not be considered a request for proposal or an obligation on the part of the Government to acquire any products or services.
5.2 No entitlement to payment by the Government will arise as a result of participation with this announcement or the Government’s use of the information. Participation is strictly voluntary.
