MDA CSSP Overview The MDA CSSP coordinates Defensive Cyber Operations (DCO) across the agency. Major functions include:
Acting as the focal point for USCYBERCOM and JFHQ-DoDIN Receive, task and track Agency compliance with Cyber Operational Orders (OPORDS) and Cyber Tasking Orders (CTOs) (think Log4j, Solarwinds, Microsoft Patch Tuesday, etc.)
Lead cyber incident response actions and reporting for the agency Act as independent “second look” at cyber vulnerability posture for all IT systems Monitor 100+ MDA-accredited systems 24x7x365 for network intrusion detection and response activities as-needed Track system compliance with current DoD vulnerability scanning and endpoint security guidance and coordinate SME-level discussions with MDA customers Main Guidance and Policies:

Bidder Requirements Bidder shall be required to track and report the status of compliance with all DoD Cyber Orders for all IT systems (unclassified and classified) in DoD supplied tools on a classified network.
The bidder shall be able to respond to cyber incidents within DoD prescribed timelines (initial notification can be as short as 15 min) this will require 24/7 on-site support from the bidder Bidder shall provide Subject Matter Expertise on cyber defense specialties below, this support will include training and Standard Operating Procedure development for the Agency Cyber Incident Analysis Framework (Cyber Incident Responder) Computer Forensics Analysis Network Analysis Analysis and Correlation of Cyber Event and Cyber Incident Data (incident tracking and reporting, internal and external to the agency) Cyber tool system Operations and Maintenance (integration into new systems, patching, rule set modification (adding vendor supplied and building custom)
Personnel supporting the CSSP will require DoD 8140 qualifications
