Labor Descriptions
| LCAT Title | LCAT Description |
| Project Manager | Overview Manages, plans, and coordinates activities of projects to ensure that goals or objectives of projects are accomplished within prescribed time frame and funding parameters. Reviews project proposal or plan to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements, and allotment of available resources to various phases of projects. Establishes work plan and multi-disciplinary staffing for each phase of project, and arranges for recruitment or assignment of project personnel. NOTE: ERI's findings based on experience. Typical Functions Confers with project staff to outline work plan and to assign duties, responsibilities, and scope of authority. May manage sub-contractors and their workforce. Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget. Reviews status reports prepared by project personnel and modifies schedules or plans as required. Prepares project reports for management, client, or others. Confers with project personnel to provide technical advice and to resolve problems. May manage Project Supervisors/leaders assigned to specific projects in larger organizations. |
| Manager Operations | Overview Manages and coordinates organization, branch, plant, or department operation strategies and activities. Collaborates in the development and implementation of organization policies, practices, procedures, and attainment of operating goals. Reviews, analyzes, and prepares reports, records, and directives, and confers with managers/supervisors to obtain data required for planning activities, such as new commitments, status of work in progress, and problems encountered. Assigns, or delegates responsibility for, specified work or functional activities and disseminates policies and objectives to supervisors/staff. Typical Functions Organizes resources to ensure effective production of goods and/or services. Gives work direction, resolves problems, prepares schedules, and sets deadlines to ensure timely completion of work. Evaluates current procedures and practices for accomplishing department objectives to develop and implement improved procedures and practices. Ensures adequate training of staff and employee compliance to organization's policies and practices. Coordinates activities of department with related activities of other departments to ensure efficiency and economy. Monitors and analyzes costs and prepares department budget. Prepares reports and records on department activities for management. Managers are designated according to functions, activities, or type of department managed. May initiate or authorize employee hire, promotion, discharge, or transfer. |
| Administrative Assistant | Overview Supports an organization or department by performing administrative services. Assists management with administrative tasks such as tracking and compiling information of interest. Prepares various reports detailing the administrative information handled by the position. Reads and answers correspondence. May handle confidential information. NOTE: This is not a secretarial position. |
| Engineer Systems | Overview Oversees engineering activities of an organization's information systems. Plans, designs, develops, evaluates, tests, and integrates an organization's systems infrastructure, including the implementation and design of hardware and software. Typical Functions Captures, understands, translates, and documents customer requirements. Defines system and product requirements; and generates mechanical, electrical, and software performance and reliability specifications and requirements. Creates and maintains programmatic and technical documentation to insure efficient planning and execution. Manages and documents system configurations, and oversees all transitions into production. Performs troubleshooting and remediation, ensures successful project implementation, and performs post project end user support. |
| Engineer Computer Systems | Overview Analyzes organizational business needs in terms of information technology systems requirements. Develops information technology systems that will provide system capabilities required for projected workloads, and plans layout and installation of new system or modification of existing system. Excludes paraprofessional positions. Typical Functions Confers within the organization with various managers and staff to obtain information on limitations and capabilities of existing system and capabilities required for information technology requirements of the future. Evaluates factors such as number of departments serviced by data processing equipment, reporting formats required, volume of transactions, time requirements and cost constraints, and need for security and access restrictions to determine hardware configurations. Analyzes information to determine, recommend, and plan layout for type of computers and peripheral equipment, or modifications to existing equipment and system that will provide capability for proposed project or work load, efficient operation, and effective use of allotted space. May enter data into computer terminal to store, retrieve, and manipulate data for analysis of system capabilities and requirements. May specify power supply requirements and configuration. May recommend purchase of equipment to control dust, temperature, and humidity in area of system installation. May specialize in one area of system application or in one type or make of equipment. May train users to use new or modified equipment. May monitor functioning of equipment to ensure system operates in conformance with specifications. May represent consulting firm or equipment manufacturer. |
| Engineer Information Technology | Overview Configures, implements, analyzes and supports servers, workstations, network devices and peripheral equipment. Establishes and enforces standards and guidelines for the design of information technology solutions. Typical Functions Monitors network and system performance to ensure that operations are within established standards and develops recommendations for enhancements to improve operations and increase system capabilities. Performs hardware and software upgrades to ensure all systems are up-to-date. Tests system updates and patches as well as application rollouts and troubleshoots issues. Administers user accounts, permissions, and passwords and ensures users can securely access data. Provides help desk support and specialized technical assistance to system users, escalating issues as necessary. Develops and presents equipment and policy training to staff and end users. Creates and maintains documentation of processes, policies, and systems. Researches and evaluates new technology, techniques, threats and industry best practices to optimize efficiency and usability and minimize vulnerabilities. |
| Engineer Software | Overview Develops, researches, designs, implements, tests, and evaluates software and systems, in conjunction with hardware product development, that enable computers to perform their applications, applying principles and techniques of computer science, engineering, and mathematical analysis. Excludes paraprofessional positions. Typical Functions Analyzes software requirements to determine feasibility of design within time and cost constraints. Consults with hardware engineers and other engineering staff to evaluate interface between hardware and software and operational and performance requirements of overall system. Formulates and designs software system, using scientific analysis and mathematical models to predict and measure outcome and consequences of design. Develops and directs software system testing procedures, programming, and documentation. Consults with customer concerning maintenance of software system. May coordinate installation of software system. |
| Engineer Project | Overview Directs, coordinates, and functionally heads planning, organization, control, integration, and completion of engineering projects within area of assigned responsibility. Plans and formulates engineering program and organizes project staff according to project requirements. Assigns project personnel to specific phases or aspects of project, such as technical studies, product design, preparation of specifications and technical plans, and product testing, in accordance with engineering disciplines of staff. Typical Functions Reviews product design for compliance with engineering principles, company standards, customer contract requirements, and related specifications. Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems. Directs integration of technical activities and products. Evaluates and approves design changes, specifications, and drawing releases. Controls expenditures within limitations of project budget. Prepares interim and completion project reports. May have responsibility for technical direction of other lower level project engineers or field engineers. |
| Engineer Data Analytics | Overview Develops the data extraction and preparation processes. Runs data quality audits and identifies issues with data collection. Implements improvements and fixes to data collection processes. Oversees SQL databases that can be large and complex. Typical Functions Creates and maintains documentation. Works with other engineers to manage the release test process and quality assurance. Conducts daily data mining and documents results. Establishes analytic metrics with management. | Hardware Engineer | Overview Researches, designs, develops, runs tests, and evaluates computer hardware such as computer chips, circuit boards, computer systems, keyboards, modems, printers, and other related equipment. Collaborates with software engineers and other scientists in design and testing of computer hardware, circuits, and related components. Excludes paraprofessional positions. Typical Functions Researches, develops, designs, and tests computers and related electrical components, equipment, and systems, applying principles and techniques of electrical engineering. Works closely with software engineers and other scientists in design and testing of computer hardware, circuits, and related components. May supervise technicians, drafters, or lower level engineering personnel. May direct activities to ensure that manufacturing, construction, installation, and operational testing conform to functional specifications and customer requirements. May direct and coordinate operation, maintenance, and repair of equipment and systems in field installations. May use computer-assisted engineering and design software and equipment to perform engineering tasks. |
| Software Developer | Overview Develops, plans and analyzes, designs products, and programs computer software that requires extensive research. Utilizes advance knowledge in the field of computer science or software engineering along with advanced knowledge of software development and methodologies. Excludes paraprofessional positions. Typical Functions Performs software and system testing procedures, bug verification, release testing, and beta support. Performs product design and programming activities involving multiple modules or subsystems. Participates in design meetings and consults with other staff to evaluate interface between hardware and software, and operational and performance requirements of overall system. Performs complex release testing and beta support for assigned projects and resolves problems found in the software. Prepares documentation required of the product. Analyzes and researches software requirements to determine feasibility of design and marketing requirements within time and cost constraints. May consult with customer concerning application and maintenance of software. May coordinate installation of software system. May serve as a project architect. |
| Network Architect | Overview Handles network modeling and analysis. Provides designs for network changes to management for approval. Recommends network equipment improvements. Analyzes business needs to drive changes to network architecture. Evaluates network performance to ensure optimization. Typical Functions Evaluates devices and vendors to find the best solutions for the company at a low cost. Monitors vendor contracts against results and escalates issues to management when necessary. Produces documentation, including diagrams, that detail network architecture implementation. Develops and implements coded solutions for new network hardware or software. Drafts and maintains policies for deployments and daily operations to ensure efficiency. |
| IT Systems Analyst | Overview Administers, develops, runs tests on, implements, and maintains operating system and related software. Establishes and implements standards for computer operations for compatibility between hardware and software, according to specifications and parameters. Troubleshoots and resolves software, operating system, and networking problems. Schedules, performs, and monitors system backups and, when necessary, performs data recoveries. Responsibilities differ from those of an Operating Systems Programmer in that the Systems Administrator is not responsible for altering operating system's software codes. Typical Functions Recommends hardware and software upgrades according to growth statistics and disk space forecasts.
