Statement Of Objective

Sample Task 001 Increase the Air Transportability Weight of the MH-60M

Background: The 160th SOAR (A) is presently upgrading its fleet of Blackhawk aircraft to the MH-60M configuration. These aircraft are based upon the UH-60M airframes with a maximum air transportable gross weight of 19,200 pounds. This includes the aircraft as well as equipment stored in the aircraft. In 1995, Sikorsky Aircraft, under contract with the Technology Applications Program Office, performed a study to increase the maximum air transportable weight to 23,000 pounds. This resulted in a waiver issued from Headquarters, USAF approving air movement of a MH-60 aircraft to the requested 23,000 pounds.

Minimal aircraft modifications were required to increase to the new transportable gross weight. It is anticipated that more significant airframe structural modifications may be required to attain the increased transportable weight to 24,500 pounds.

1. Purpose: To conduct the Non-Recurring Engineering (NRE), provide all documentation to obtain USAF certification and modify the 70 MH-60M airframes to air transport the aircraft at a total weight of 24,500 pounds (for aircraft and internal cargo).

2. Scope: The SOFSA Contractor shall complete the following tasks with the objective of raising the air transported, allowable weight from 23,000 pounds to 24,500 pounds on the MH-60M aircraft. The estimate should address the following (separately):

a. The cost for the NRE to increase the transportable gross weight of the MH-60 aircraft from 23,000 pounds to 24,500 pounds. This NRE will contain all reports and analysis required to obtain a certification from Headquarters, USAF for the increased transportable weight.

b. The cost for all analysis required for an approval of the aircraft modifications. The approval authority for the aircraft modifications will be the Aviation Engineering Directorate (AED), Redstone Arsenal, AL.

c. The cost to modify one MH-60M with the airframe modifications required to increase the transportable gross weight. This aircraft will serve as the combined prototype and kit-proof article for the follow-on production modifications. This will include all material, kitting and modification labor.

d. The cost to modify 69 MH-60M aircraft with the airframe modifications to the final approved prototype configuration above. This will include all material, kitting and modification labor.

e. The cost to provide all source material to affect changes to the MH-60M series of Operational, Maintenance and Transportability manuals required due to the modifications. This source material will be compatible with MIL-S-40051.

f. Estimate should include travel for required personnel to Ft. Campbell, KY for an aircraft survey as well as for the required personnel to travel to Wright-Patterson AFB, Ohio to assist the government with USAF certification requirements.

3. Period of Performance: The Period of Performance is mandated by the GFI delivery schedule, availability of material and maturity of the design and data package. A proposed project schedule, aligned with the Work Breakdown Structure, will be provided as a part of the Cost Estimate.

4. Place of Performance: The aircraft modifications will be performed at the SOFSA, Lexington, KY. It is assumed, and desired, that all NRE will be performed at the SOFSA facilities.

5. Program Objectives: As a result of this effort the SOFSA contractor will provide all documentation required to receive a certification from HQ, USAF for an allowed maximum transportable gross weight of

24,500 pounds and all 70 aircraft will be modified to the approved configuration. Additional tasks, as outlined above, are the documentation for an AED approval of the modifications and source material for publication changes.

6. Constraints:

a. Procurement funds will be used for this effort.

b. All material to effect the airframe modifications will be Contractor Furnished (CFE).

c. This estimate is required no later then 30 days from receipt of the Statement of Work.

d. Government Furnished Information (GFI) will be provided upon acceptance of the estimate and within 30 days of funding and project initiation.

e. This effort will be performed as a stand-alone modification to the MH-60M aircraft and will not be combined with any other modification effort.

f. The proposed schedule should allow for a maximum of four aircraft to be in the modification cycle at any one time.

7.0 Metrics: Metrics will be proposed for use in monitoring the effort to ensure that performance standards are defined and met.
