SPECIAL OPERATIONS FORCES SUPPORT ACTIVITY (SOFSA)
Contract Logistics Support Services
1.0 Background
1.1 The United States Special Operations Command (USSOCOM) is required to maintain a dedicated, highly responsive logistics support capability for Special Operations Forces (SOF) worldwide. The cornerstone of this contractor logistics support (CLS) effort is located in Lexington, Kentucky with facilities and equipment located in strategic areas within the United States. SOF customers are provided a SOFSA-forward presence wherever logistical support requirements are needed. The primary SOFSA industrial operation is a State-Owned, Government-Leased Contractor-Operated business enterprise tenant on Blue Grass Station, Lexington, Kentucky.
Secondary operations (tenant status) currently exist at Blue Grass Army Depot, Richmond, Kentucky and a leased (non tenant) building in Fort Walton Beach, Florida with CLS personnel stationed wherever requirements dictate [in the Continental United States (CONUS) and Outside CONUS (OCONUS)]. The SOFSA contract provides flexible and highly responsive support services to ensure that the logistics readiness requirements of the SOF warfighter are met.
1.2 The objective of this contract is to provide: critical systems integration, airframe modifications, and the procurement of products and services associated with operational requirements for the USSOCOM components and subordinate units only. In concert with the Joint Publication 1-02, The Department of Defense Dictionary of Military and Associated Terms, as amended March 2008 (page 317), this CLS contract scope is defined as the science of planning and carrying out the movement and maintenance of forces. In its most comprehensive sense, those aspects of military operations which deal with: a) design and development, acquisition, storage, movement, distribution, maintenance, evacuation, and disposition of materiel; b) movement, evacuation of personnel; c) acquisition or construction, maintenance, operation, and disposition of facilities; and d) acquisition or furnishing of logistics services. The contract also allows for minor construction in support of SOF logistics needs. The Contracting Officer will determine the applicability of scope on a requirement-by-requirement basis with a focus toward special operations. This contract allows for the full range of logistics services required to meet USSOCOM’s mission of supporting the SOF community. The Contractor shall also provide material management activities (MMA) support to the United States Special Operations Command, Logistics Directorate (J4) on a recurring basis to address material management and logistics automation support.
1.3 Contract objectives shall be in support of various aircraft, ground vehicles, and any other systems determined to be applicable by USSOCOM. Aircraft platforms may include, but are not limited to: MH-47, MH-60, A/MH-6, CASA 212, C-12, H-1, H-53 and C-130.
1.4 This contract requires the contractor to provide performance metrics at the contract and task order level for the duration of the contract performance period. The metrics at the task order level must also include metrics for the Enterprise areas (ie. contractor management of information technology, supply chain management, etc) as well as the customer work to be performed as defined in the task order.
1.5 The expectations for the Government is that transitioning in the future will be included in the last 12-months of the contract. A transition plan CDRL is a requirement of the resulting contract and will be required the beginning of the last year of the contract. There will be no separate CLIN for transitioning of the work being performed under this contract. The Government expectations include transitioning in year 10.
2.0 Scope
2.1 The Government desires commercial best practices in the performance of the Enterprise Management, Business
Operations, Program Management, Subcontracting and Logistics Support Services requirements listed in this paragraph. The Government also requires compliance with necessary and applicable DoD mandates throughout the life of the contract. The Contractor shall identify the performance expectations and associated reports and/or metrics for each of the areas delineated below with the results included in the Contractor proposed PWS.
2.2 Enterprise Management. The SOFSA enterprise consists of the overarching responsibilities affiliated with providing quality management of the SOFSA Government-Owned Contractor-Operated (GO-CO) like operation in a cost-efficient manner, to include as a minimum the following:
2.2.1 The contractor shall manage and maintain SOFSA infrastructure including facilities (interior only) and equipment to ensure their availability for the SOFSA workload. This includes identifying new facility requirements and equipment requirements and planning for their acquisition, sustainment, and disposal.
2.2.2 The Contractor shall manage and execute the Information Technology (IT)/Management Information
Systems across the Enterprise (where applicable) in order to satisfy the needs of the Logistics Support Services and the Business Operations. Government applications, such as PD2, will not be managed or executed by the Contractor. The Contractor shall provide, maintain, and operate an unclassified IT infrastructure. IT systems shall provide electronic data management tools and capabilities to provide insight into operations by the contractor to SOFSA staff and customers.
2.2.2.1 The Contractor shall administer and support SOFSA IT assets to DoD standards.
2.2.2.2 The Contractor shall develop software, in support of the basic contract or from Government direction, to DoD standards.
2.2.2.3 The Contractor shall adhere to all DoD requirements for NIPRNet attached to dot-mil networks.
2.2.2.4 The Contractor shall support all communication lines for SOFSA LAN and WAN from point of demarcation to desktop.
2.2.2.5 The Contractor shall support the SOFSA Designated Accrediting Authority (DAA) with HQ
USSOCOM approved network change management practices and DoD approved network accreditation.
2.2.2.6 The Contractor shall provide a “SOFSA Dashboard”, or similar construct, for tracking Contractor performance attributes associated with those pertinent areas within the Enterprise, Business Operations, and Logistics Support Services.
2.2.3 The Contractor shall administer and support telephone services (consisting of Voice-Over Internet Protocol
(VoIP) technology and STE phone service) to all applicable SOFSA locations, IAW DoD standards.
2.2.4 The Contractor shall provide Supply Chain Management and all applicable wholesale/retail supply operations, utilizing approved management information software; GOLD and Jobscope are the current software applications being used to manage and track inventory. Military Standard Requisitioning and Issuing Procedures (MILSTRIP) will be used for acquiring parts, if applicable.
2.2.5 Provide transportation services including packaging and shipping of products worldwide. Maintain ITAR and import/export compliance.
2.2.6 The Contractor shall provide, administer, manage, and efficiently operate custodial services using eco-friendly materials, where applicable. Maintenance and custodial services are required to ensure a safe and healthy work environment.
2.2.7 Provide a safe and healthy work environment that complies with Federal, State, local laws and regulations.
2.2.8 The Contractor shall provide an active environmental program that operates within permit limitations and eliminates risks to the Government.
2.2.9 Develop and operate a comprehensive security program including physical, COMSEC, OPSEC, AT/FP, and IT security programs in accordance with NISPOM and DISA requirements.
2.2.10 The DD Form 254, listed in Section J as attachment 028 is applicable. The highest level of classification is TOP SECRET with the large majority of task orders being at the SECRET level. Industry will be required to comply with all security regulations as stated on the DD Form 254.
2.2.11 The Contractor shall plan and support crisis action planning activities and exercises with Government, State, and Local officials.
2.2.12 Provide data management and automated tools to collect, maintain, and integrate data control to support
Enterprise Management and customer requirements.
2.2.13 Manage and maintain government furnished property (GFP) and government furnished equipment (GFE) used in execution of the contract and for customer equipment warehoused at SOFSA or other designated facilities.
2.3 Business Operations. Business Operations entails all Contractor responsibilities associated with providing the necessary business-related support services to the Enterprise and Logistics Support Services.
2.3.1 Provide audit and oversight activities to ensure compliance as required with subcontractor performance and contract requirements.
2.3.2 The Contractor shall design and administer a logical and efficient means for reporting all contract deliverables to the Government (i.e., financials, facilities, program management data, etc.).
2.3.3 The Contractor shall establish, administer, and maintain a quality program, laden with industry best practices, to comply with applicable DoD standards (where necessary).
2.3.4 The Contractor shall manage and administer industry best practices in the management and execution of all work in support of Enterprise and Logistics Support Services. The Contractor shall manage facility/workload throughput, so as to optimize workforce capabilities against the CLS work being performed under this contract vehicle. The Contractor shall also provide task order status, via a dash board to the SOFSA staff and customer.
2.3.5 The Contractor shall provide a qualified workforce in a timely manner to meet the requirements of the enterprise and task orders.
2.4 Program Management
2.4.1 The Contractor shall implement industry best practices in all relevant areas of program management (i.e., configuration control/management, systems engineering, technical data support/requirements, earned value management, quality control, etc.), while complying with applicable DoD policy and regulation as required.
2.4.2 The Contractor shall manage facility/workload throughput optimizing workforce capabilities against the CLS workload being performed under the contract.
2.4.3 The Contractor shall effectively manage multiple task orders covering the full spectrum of the CLS core capabilities.
2.4.4 The Contractor shall employ cost, schedule, and performance methodologies and tools. Effectively use earned value management tools to provide task order data (cost, schedule, performance) to identify trends and variances to program cost and schedule.
2.4.5 The Contractor shall effectively manage contractor developed and customer provided technical data. Manage a comprehensive configuration management policy. The Contractor shall obtain sufficient rights in technical data, both software and hardware, such that the Government retains rights.
2.4.6 The Contractor shall employ risk analysis and mitigation techniques to include risk identification, criticality analysis, and development and presentation of mitigation strategies.
2.4.7 The Contractor shall demonstrate the methodologies for providing automated metrics to assess trends, productivity, and resources.
2.5 Subcontracting
2.5.1 The Contractor shall manage a subcontracting capability in compliance with H.11 for the necessary CLS and Enterprise support.
2.5.2 The Contractor shall maintain compliance with all applicable federal, state, and local laws, ordinances, regulations and directives.

4.0 Government Furnished Equipment and Material/Information

The contractor will be responsible for managing government furnished equipment in accordance with the resulting contract clauses.
4.2 Ancillary Equipment - All ancillary equipment is routinely provided to the contractor via the SOFSA contract or the respective individual task orders. If mission requirements dictate, the contractor may provide equipment.
4.3 SOFSA Property Management
The SOFSA inventory will be managed IAW best commercial practices and applicable DoD standards. The contractor will manage warehousing, planning and managing control, distribution, delivery, whole sale supply management, planning and managing supply and demand, acquiring material from commercial and government sources, CONUS and OCONUS transportation, developing material requirements based upon customer expectations and customer service. Also, integrate the concepts of planning, sourcing, manufacturing, delivering and return. As a minimum the contractor shall record all transactions into GOLD (supply systems) database that guarrentees 100% property accountability that is auditable.
4.4 The objective is for the contractor to provide the tools necessary to execute the contract with exception of tools that are job specific such as special tooling.
5.0 Training
The Contractor shall be responsible for all training of personnel in support of this contract.
6.0 Transition
The Contractor shall provide a transition plan at the beginning of the second year of Option Period 4 that addresses preparation for a successful transition to the follow-on contract. The contractor shall plan, budget and execute all actions across the SOFSA enterprise required to ensure a successful transition.

Compliance with Laws and Regulations (5 Nov 07). Upon contractor’s written request, contracting officers may grant a waiver in writing in cases where the existing square footage is within 20% of the minimum, and the overall conditions are determined by the contracting officer to be acceptable. A copy of the waiver approval shall be maintained at the respective life support area.
5) Contractors shall incorporate checks of life support areas to ensure compliance with the requirements of this Trafficking in Persons Prohibition into their Quality Control program, which will be reviewed within the Government’s Quality Assurance process.
6) Contractors shall comply with international laws regarding transit/exit/entry procedures, and the requirements for work visas. Contractors shall follow all Host Country entry and exit requirements.
Contractors have an affirmative duty to advise the Contracting Officer if they learn of their employees violating the human trafficking and inhumane living conditions provisions contained herein. Contractors are advised that contracting officers and/or their representatives will conduct random checks to ensure contractors and subcontractors at all tiers are adhering to the law on human trafficking, humane living conditions and withholding of passports.
The contractor agrees to incorporate the substance of this clause, including this paragraph, in all subcontracts under his contract.
