Questions to Logistics Support Services RFP

2 L.3.3.3.1 contract fees The cited paragraph lists the percentages of TOs anticipated within each fee type. The last sentence requires the Offeror to present the estimated cost, fee structure, labor hour structure and price in Section B, per appropriate CLIN using the cost data being evaluated. Earlier discussions indicated the government only wants the fee structure for each
CLIN.
Does the government want only the fee structure listed with each CLIN in Section B?
The part left out is that the language also states “…. per appropriate CLIN using the cost data being evaluated.”
The labor structure alludes to the Labor Hour CLIN that must have established rates.
7 L.3.1.5.2 SB/SDB/WOSB/

The first sentence of the cited paragraph states: “Offerors shall complete the matrix below, listing the percentages of work to be subcontracted (excluding items bought through the purchasing system with the exception of Ability One) and type of work for each type of business.”
As written, small business will not receive credit for materials they purchase as part of their assigned tasks. This requirement excludes the small business credits of small business third party logistics companies that specialize in procurement actions. Is this the government intent?
Clarification: Small business will receive credit for the materials they purchase but the key is that services are critical to be assigned and not just through a purchasing system that is product oriented only.
14 H.1Contract Type H.1 states this is an ID/IQ contract for 10-years performance. H.1.
further states that the Section B CLIN ceilings are flexible whereas they are considered estimates.
When the contract is awarded, will it include an agreed to rate schedule for all 10 years of performance or will rates be established on an annual basis?

The Government cannot expect industry to establish rates for 10-years with the exception of the Labor Hour CLIN. However as SCA applies, it is expected that each year the DACO will negotiate

15 H.1Contract Type; L.3.3.2 Total Estimated Contract Cost and Fee; L.3.3.5;
CLIN X006, Labor Hours
H.1 indicates that section B entries are estimates;
L.3.3.2 cites using the KY AWD for evaluation purposes using the government’s representative labor list (atachment27) and estimated direct material costs;
L.3.3.5 requires submission of the completed attachment 27. CLIN X006 is to provide a fully burgeoned hourly labor rate for 3 labor positions in the Lexington area.
Since the actual workload, staffing, locations, etc. will be defined upon contract award, the rates to be provided in Attachment 27 appear to be for evaluation purposes and not for final contract performance.
Should schedule B include rates that are not fully representative of the TOs to be performed under contract?
Will the government and winning contractor develop labor rates on an annual basis using the forecasted TO staffing requirements, estimated materials, current AWDs for the various work sites, allocation of direct and indirect labor pools, G&A and other direct cost overhead pools?
See number 2 and 14 above.
Schedule B must establish estimated ceilings per CLIN (by direction of leadership) and hence H.1 for flexibility.
Further, the Government expects industry to propose the best methodology in determining how they will execute within the boundaries of the solicitation. This includes the DOL requirements. The contract must be evaluated across all 10-years or other processes (FAR) will apply during performance that could impact mission.
