About this agency

United States Special Operations Command (USSOCOM) is a unified combatant command within the Department of Defense that procures and contracts for specialized equipment, services, and capabilities unique to special operations forces worldwide. USSOCOM serves as the principal acquisition authority for its subordinate components, including Naval Special Warfare Command (NSWC), Marine Forces Special Operations Command (MARSOC), and the Air Force Special Operations Command, among others.

USSOCOM has awarded 77,291 contracts cumulatively since 1991, with $72.49 billion in combined award potential value and $70.52 billion obligated. Recent activity shows a declining trend: 2,293 awards in 2022, 1,999 in 2023, 1,675 in 2024, 1,117 in 2025, and 138 awards year-to-date in 2026. The most recently recorded award date is 2026-08-06.

Among recent prime contractors, Lockheed Martin Corporation leads by both count and value over the last five years with 391 awards worth $2.81 billion combined potential value. Inmarsat Government, Inc. ranks second by count with 403 awards but reports only $6.6 million in combined value, indicating heavy transacting through Schedule task orders or BPA calls. Anduril Industries, Inc. holds $1 billion in combined potential value across 123 awards. Satcom Direct Government, LLC and MCP Computer Products Inc. complete the top five by count with 356 and 247 awards respectively. Competitive concentration is fragmented: the top five primes by count cover 19 percent of recent awards, and by value cover 6 percent of combined potential value.

The contract set-aside mix is dominated by unrestricted awards—75 percent of all awards carry no set-aside designation. Small business set-asides account for 22 percent of awards (17,114), with the remainder distributed across 8(a) sole source (1 percent), SDVOSB (under 1 percent), and other socioeconomic designations. Roughly 97 percent of combined potential value has been obligated, indicating a mature, heavily drawn-down portfolio.

Representative recent contract opportunities reflect USSOCOM's operational and infrastructure needs. Naval Special Warfare Command is soliciting an IDIQ contract for Target Repair, Refurbishment and Upgrade Services (100 percent small business set-aside, due August 21, 2026, estimated maximum value $4 million). NSWC is also seeking Range Trap Maintenance and Repair Services for its Indoor Dynamic Shooting Range at Imperial Beach, California (sole source to Savage Range Systems, Inc., five-year IDIQ with $249,000 maximum). Marine Forces Special Operations Command posted a notice of intent to award a sole-source IDIQ to Useful Fiction LLC for narrative wargaming and Fictional Intelligence (FICINT) workshop services ($9 million ceiling, one base year plus four option years). USSOCOM's Technology Application Contracting Office is conducting market research on an Air Vehicle Computer (AVC) for military rotary-wing platforms and a Lead System Integrator role for Launched Effects integration. Additional current opportunities include Enterprise Skills Assessment Platform services (small business set-aside, due July 24, 2026) and an RFI for SOF Enterprise Professional Services (SEPS) II, a contemplated SDVOSB set-aside IDIQ expected to begin as the current SEPS contract ends in May 2027.

Description

Special Forces Operations Command oversees the special operations capabilities of the various military branches, coordinates their training, strategy, interoperability and operations.
