3. Section E, 52.246.11, Inspection and Acceptance and L-3.1.4, Quality Control
ISO 9001 2000 Section E, Clause 52.246.11 states that Quality standards shall comply with the higher-level quality standard selected below, including ISO 9004:2000 quality management systems, ISO 9001:2000 quality management systems, and ISO 27002:2005 Information Security Management Standards.
This seems to conflict with L- 3.1.4, which sites
ANSI/ISO/ASQC Q9001-2000
and without the quality manual cited in DID DIQCIC-81379.
L-3.1.4 states “as an example…” it is the intent of this solicitation to allow industry to propose the quality standard.
4. H.3, EVMS
ANSI/EIA-748 B as latest version of
EVMS.
Given the use of the latest EVMS, the contractor will have to develop an EVMS system. Is

5. H.8 Absorption Pool and L-3.1.5.3 Other Direct Costs:
This section lists the requirement for a 3% infrastructure improvement pool and a 30% absorption pool.
The DRFP includes a “workforce matrix” workbook that includes the 3% pool, but it is not clear where to insert the 30% pool and 30% of what cost basis. The 30% absorption pool appears to be general information to be incorporated after contract award.
In 2004 a decision to create the Absorption Pool was made to alleviate the Non-SOF operational costs that were being borne by USSOCOM. The ratio for SOF/Non-SOF workload has stayed consistently at 70% SOF & 30% Non-SOF since 9/11. A percentage (Average is 1.58%) is applied to all Non-SOF executed workload (voucher costs) that is collected and put in the absorption pool to pay 30% of the total lease requirement.
Each month the Department of Military Affairs, State of Kentucky sends to the Government, vouchers for fixed costs (lease), and variable costs (utilities). SOFSA reviews the invoices for accuracy, certifies for payment from the Absorption Pool, and forwards to the supporting company for payment. The company issues a check to the Dept.
of Military Affairs for those specific invoices (lease/utility amounts).

The current size standard is $6.5 Million. We suggest that the size standard should be raised to $23 million as a minimum.
Based on the research conducted between SBA PCR Mr. Walter Wallace (Orlando) and USSOCOM OSBP Angela Mitchell, there is potentially one other NAICS (541614) this requirement may have been classified under and the size standard is also $6.5M. SBA PCR and SOCOM do not have the authority to raise the threshold for any NAICS. Therefore, they agree with the assigned NAICS 561990.
8. L.1.1.2, Proposal Copies
Conflict with L.3.6, P141 Proposal Instructions indicate only 2 CDs are required; however, L.3.6 requires SF33 and SF30s to be submitted as signed originals.

Default Spacing Microsoft Word Products do not really provide tracking or kerning as an option. This

Labeling CD-ROMs For labeling disks is it acceptable to use the Lightscribe process?

Do the small business plan allocations just apply to the material dollars plug number provided by the government?
The subcontract plan applies to all services, material, equipment that is intended to be contracted to the types of firms specified in L-3.1.5.1 as well as other large business sources.
18. L-3.1.5.3 Other Direct Costs:
This section located as a subsection to the Subcontracting Approach within the Management Volume. It provides the requirement to specify the content (type and amount) of proposed ODCs. This format requires providing cost information in the Management volume.

19. L-3.3.2 Total Estimated Contract Cost and Fee
The DRFP requires: “Offerors shall breakout their estimated data prices for each data item identified on the DD Form 1423s attached in Section J IAW DFARS 215.470 and SOFARS Clause 5652.215-9005, Estimated Prices for Data incorporated in this section of the RFP.”
Does the government plan to provide the cited 1423s and
SOFARS?
The Government expectation is that industry will provide the CDRL with cost associated per the DFARs reference. A listing will be provided of current CDRLs, Section J.
Industry should determine if they are the right CDRLs based on approach and Government oversight requirements.
20. L-3.3.3.2, Proposed Fee
The DRFP requires: “The Government has elected to establish a maximum fee percentage of 2% for work that is a pass through to the prime’s subcontractors (DFARS 252.215-7003).
It appears the intent is to base this pass through rate to material items where prime contractor’s value added is minimal, rather than being a component of the final DO product. Revise to cite pass through rate applies to non value added purchases and follow the cited FAR regarding:
“the offeror shall identify in its proposal—(i) The amount of the offeror’s indirect costs and profit
The intent of the Government is to limit the profit or fee to 2% for the prime contractor on all pass through work whereas the prime does not have the expertise or ability to execute. This applies to services and material buys.

21. M-4 Evaluation Criteria Area III - Cost/Price Evaluation Factor 1: Total Evaluated cost/price
The DRFP includes the 3-month transition cost as part of the 4-sample task cost evaluation of the total evaluated cost/price.
The transition effort and associated cost will be different for the incumbent compared to the non-incumbent offerors.
The oral proposal for transition of the work is being evaluated by the Government. We will evaluate the Offerors transition sample task for all Offerors. The costs will be presented and used for CLIN 0001 of the contract. It is expected that all Offerors may have a different approach and cost associated. The incumbent will fall into this same category.
22. Attachment 28 Intellectual Property When will Attachment 28 be provided?
This document will be provided in the technical library – see #23.
23. General DD 254 Security Requirements The RFP makes no mention of the DD254 in the RFP. Is that information forthcoming?
A DD Form 254 is applicable to this solicitation. It is currently in the review stages. The requirement will be Top Secret; however, most of the work is at the SECRET level.
24. General Lack of technical library information The technical library contains elements of the WBS and the EVMS. When will we be provided access to the technical library?
A technical library is being established in automated format at Lexington Blue Grass Station. A notice will be posted when the library will be ready for usage.

On page 67 of 162 – In Appendix A, Core Capabilities, paragraph 5, last two sentences that are ‘bold’ state:
“Authority to change any engineering data, drawings, publications, etc., is held by the customer. Contractor has no authority to modify engineering data or assets without prior approval of the customer.”
Shouldn’t this apply to all Core Capabilities that have drawings instead of only the ‘Ground Systems repair, Modification and Support?

31. Section L Paragraph L-3.1.1
On page 140 of 162 – In Section L Paragraph L-3.1.1 states “Cost/cost savings associated with proposed innovations/efficiencies shall be identified in the proposal in accordance with Section L-3.5.4.”

Page 140 of 162, Paragraph L-3.1.1 (Operations) does not correlate to the evaluation criteria outlined on Page 152-153 of Section M. In other words, Section L states a requirement for which no Section M evaluation criteria exists. However, the last sentence in the Operations paragraph

CLIN 0002 states that G&A and profit for this CLIN will be included in FFP task orders. This wording suggests the government considers it a cost reimbursable CLIN yet it is shown as FFP. It is important to understand the government’s intent for pricing purposes.
Will the government clarify the note that G&A and profit for this CLIN will be included in FFP task orders? Further, since the PWS does not yet exist and this CLIN specifically cites facilities operation and maintenance costs are we to conclude the only PWS costs contained in this CLIN are facility related?

54. Section B, CLIN
CLIN 0006 and all option year CLIN 0006s list three skills.
Are the labor resources listed within CLIN 0006 merely a sampling of LH categories?
Does the government intend to allow excess labor capacity on the contract? How can anyone other than the incumbent bid this requirement? Please clarify as this seems to overly favor the incumbent.
These lists of personnel are the hard to fill categories that are needed during performance. The Government has allowed for many types of payment provisions within the solicitation to allow the contractor flexibility in obtaining the proper type labor based on the specific requirement at hand. This is not specified in the current contract.
55. Section B, CLIN
CLIN 0008 establishes a Material CLIN (x008) for the base year and each Option Period.
Do these CLINs cover all material required for a specific delivery/task order? If so, should subCLINs be added that correspond to associated non material CLINs (i.e. x002 – x005)? It would seem that sub- CLINs would facilitate consistent contract types (FFP, CPIF, CPFF, FPI) and funding sources (Procurement, O&M, RDT&E) for each delivery/task order.
We do not believe subclins are applicable, as the materials will be done at each task order level. See number 56 as to applicability of the materials.
56. Section B, CLIN
Please clarify that all materials are to be reimbursed at cost under CLIN 0008. Is this just for pass through procurements or also for raw materials?
All materials are to be reimbursed at cost under CLIN 0008 at the task order level. This CLIN does not apply to FFP or FPI task orders.
57. Section B, CLIN
What is the purpose of Items 5000AA – AE? We wouldn’t expect task orders to be issued against Item 5000, and as a non-fee bearing CLIN, it would

58. Section C, Statement of Objectives, Paragraph 2.1.2, Paragraph 2.1.2, page 61, states: “IT Management (excluding Government Applications)…”
What does ‘IT Management excluding Government Applications’ mean? We were under the impression the government desired an integrated IT system that met both the contractor’s and the government’s needs.
The single Gov't application that should not be part of the integrated IT contractor system is the Standard Procurement System (PD2) and SOFFUNDS system. SOFFUNDS was developed for the Gov't by the contractor and is administered by the Contractor because in-house Gov't support is inadequate.

Page 75 of 162 In H4 – DISABLED WORKFORCE/JWOD states: “At least 10% of the dollar value of all subcontracts will be spent on products and services manufactured and provided by Nonprofit Agencies that employ people who are blind or severely disabled and are associated with the National Industries for the Blind (NIB) or NISH under the AbilityOne (formerly JWOD) program…”
Would the Government consider a sliding scale beginning with 2% in the 1st year, and rising 2% per option period until achieving 10% in the final option period?
After discussions with industry during the one-on-one meetings it has been determined to change the ABILITYONE program goal from 10% to 5%. Solicitation has been updated with the change.

2002), paragraph (a)(2), 1st line states “Contract financing payments are not subject to the interest penalty provisions of the Prompt Payment Act.”
Can the Government explain their stance on paying interest penalty provisions. This Act is to protect the interests of the contractor from unnecessary late payments and is normally included in Government contracts.
This clause pertains to contract financing of which the Government would not apply interest to any late interest payment owed by the contractor under the contract. This is a standard FAR clause and cannot be modified by the Government.
62. Page 139 of 162 In Section L paragraph L-2.2.2 Page Format Restrictions states “type shall be no smaller that 11 characters per inch, Arial except as specified in Section 2.2.7.” Section L-2.2.7 Illustrations and Tables states: “For tables, figures, graphics, process diagrams, and methodology no font smaller that 8 will be used.” Arial is a proportional font. Proportional fonts are usually measured by point size, which is based on the height of the font, not by characters per inch.
The characters per inch are based on the number of “M” characters that fit within an inch. An Arial font providing approximately 11 characters per inch is equal to a font

Change the wording in Section H-10 to allow the new contractor the right to equitable adjustments after determining the current status of open contracts and all active task orders. This can be accomplished during the 90-day transition period.

Are unions part of the existing SOFSA work force and if so, will the government provide copies of the Collective Bargaining Agreements (CBAs) so the contractor can properly take those cost into consideration in our cost proposal?

Based on research conducted between SBA PCR Mr. Walter Wallace and USSOCOM OSBP Angela Mitchell, there is potentially one other NAICS (541614) this requirement may have been classified under and the size standard is also $6.5M. SBA PCR and this office do not have the authority to raise the threshold for any NAICS. Therefore, we agree with the assigned NAICS 561990.
