The scope of the project was limited to the surfaces, materials and components that are to be potentially impacted by the proposed project, as designated in provided scope of work documents and corresponding project drawings.
Mr. Mark Miller, RA May 31, 2016
Specifically, Cocciardi performed the following activities under the scope of this project:
Document review of existing ACM and environmental inspection reports. Documents provided to Cocciardi included:
1. “Asbestos-Containing Building Materials Survey Report for the William J. Green Jr. Federal Building, Philadelphia, Pennsylvania”; Tidewater, Inc.; September 2011.
2. “Limited Asbestos Survey Report for William J. Green Building 10th Floor”;
Langan Engineering and Environmental Services, Inc.; July 10, 2014.
Limited building inspection of accessible areas scheduled to be included in the renovation project. The inspection activities were completed by Pennsylvania Department of Labor and Industry (PA DOLI) Asbestos Building Inspectors and City of Philadelphia Department of Public Health Asbestos Investigators. Due to the current occupancy of the building, inspection methods were limited to non-destructive measures with invasiveness limited to access hatches, lifting of ceiling tiles and carpeting in accessible areas.
Copies of the above reports are found in Appendix A of this report.
Recommendations regarding handling of these materials are provided in this document and are based on applicable federal, state, and local regulations established by OSHA, EPA, the Pennsylvania Department of Environmental Protection (PA DEP), PA DOLI, and the City of Philadelphia Department of Public Health.
The William J. Green Federal Building was constructed in 1974, and is currently used by various governmental agencies for office space. The building is comprised of 10 levels with over 800,000 square feet of floor area. The building adjoins the James Byrne U.S. Courthouse and is located at 601 Market Street in Philadelphia, Pennsylvania. The above-referenced Building Consolidation Project will include demolition/renovation of building and architectural components in addition to impacting mechanical/HVAC and electrical systems in floors 1 through 9 of the building.
ACTIVITIES:
During the timeframe of December 2015 to April 2016, Cocciardi performed the above document review and onsite inspections. These activities were conducted by PA DOLI Asbestos Building Inspectors/City of Philadelphia Air Management Services Asbestos Investigators, Mr.
Cody Youshock (PA DOLI 050339/AMS AIC15-00028) and Mr. Lynn Stutzman (PA DOLI 030480/AMS AC-0640), with assistance by the following PA DOLI Asbestos Building Inspectors:
Dominick DeFazio, PA DOLI No. 040641 Michael Baltrusaitis, PA DOLI No. 032659 John Noullet, PA DOLI 053825
Applicable Licenses can be found in Appendix B of this report.
Cocciardi personnel performed a visual and tactile review of the designated areas utilizing select invasive measures as necessary. An assessment of the suspect ACM was conducted during the inspection, which included classification of material by EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) category (Regulated Asbestos Containing Material [RACM], Category I and Category II exempt materials), friability, physical assessment, and quantity.
Friability Conditions:
Friable - “Friable” material in a building means that the material, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure, and includes previously non-friable material after such previously non-friable material becomes damaged to the extent that when dry it may be crumbled, pulverized, or reduced to powder by hand pressure.
Non-Friable - “Non-Friable” means material in a building which, when dry, may not be crumbled, pulverized, or reduced to powder by hand pressure.
EPA NESHAP Categories are defined as follows:
1. Category I Non-Friable ACM (CAT I): Asbestos containing packing, gaskets, floor covering, and asphalt roofing products containing more than one percent (1%) asbestos.
2. Category II Non-Friable ACM (CAT II): Any material, excluding Category I non-friable asbestos containing material, containing more than one percent (1%) asbestos. Material, that when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
3. Regulated Asbestos Containing Material (RACM): Friable asbestos material, Category I non-friable asbestos containing material that has become friable, Category I non-friable asbestos material that will be or has been subject to sanding, grinding, cutting, or abrading.
Category II non-friable asbestos containing material that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition.
EPA Physical Assessment Factors:
Good - Less than 10% area damage
Fair - More than 10%, but less than 25% area damage
Poor - More than 25% area damage
The following confirmed/presumed ACMs were identified outside of the renovation/alteration scope of work:
Mirror Glue/Mastic (10th Floor) Pipe Insulation and associated Mudded Fittings/Elbows
Rough Plaster (limited quantity in basement) Gray Sink Insulation Popcorn Ceiling (Linkway from Green and Byrne Building) Elevator Brake Shoes (presumed)
The following suspect components were determined to be non-ACM through laboratory analysis:
Wall Plaster (Skim/Base Coats) Gypsum Board/Drywall (and Joint Compound) Block Mortar Fiberglass Insulation Joint Sealant Brown Metal Duct Insulation Floor Leveling Compound Tape Glue on Duct Insulation Joint Tape on Duct Seams Soundproofing Square Blocks Duct Seam Caulking Various Ceiling Tiles Various 12” x 12” Floor Tiles not listed in Table I Various Cove Base Moldings (with Mastics) Gray Spray-on Fireproofing Tile Grout Tan Duct Putty
After onsite observations and upon review of existing asbestos survey documentation, a summary of confirmed ACM identified during the inspection that may be impacted by the proposed renovations, including results of sample collection and analysis, where applicable, is provided in Table I.

RECOMMENDATIONS:
R-1: Asbestos abatement activities are recommended prior to any repair, renovation, or demolition activities which would disturb the matrix of confirmed ACM (identified in C-1).
It is recommended that any asbestos activity be performed in accordance with applicable EPA, OSHA, PA DEP, and City of Philadelphia regulatory requirements. In order to comply with these requirements, the following is recommended:
1. Written EPA notification of demolition/renovation ten (10) working days prior to asbestos related activities, as required by the National Emission Standards for Hazardous Airborne Pollutants (NESHAP) of the Clean Air Act.
2. Development of a written Asbestos Abatement Project Design Specification, designating abatement work practices and control measures to reduce airborne fiber concentrations, waste disposal requirements, and air sample collection and analysis requirements including the final clearance (re-occupancy) criteria.
3. Selection of a licensed asbestos contractor for the performance of asbestos response activities.
4. Air sample collection and analysis subsequent to asbestos abatement activities in compliance with project design requirements for the re-occupancy by non-protected individuals.
R-2: In the event that the project is modified and will expand to other locations not included in this survey, or will impact suspect materials originally outside of the project scope, an additional survey may be necessary to confirm ACM quantities and additional testing of suspect materials may be required.
R-3: Notify contractors for this project of the location and extent of ACM within the building.
Provide a copy of this report to any contractor or employee performing renovation work within this area.

1.0 INTRODUCTION
Langan Engineering and Environmental Services, Inc. has prepared this Limited
Asbestos Containing Materials (Asbestos) Survey Report to identify the presence/absence of asbestos containing materials (ACM) within select spaces on the
10th floor of the William J. Green Federal Building, located at 600 Arch Street, Philadelphia, PA. The purpose of this survey was to prepare an inventory of ACM so they could be appropriately segregated, removed and disposed as part of the remediation process prior to renovations.
The following presents our observations, copy of reports reviewed, laboratory test results of samples collected, plans showing sampling locations, and an itemized inventory of ACM identified in the spaces surveyed.
2.0 SITE DESCRIPTION
The William J. Green Federal Building is located at 600 Arch Street, Philadelphia, PA
19106 and is utilized as public service building. The Property is currently owned by the
General Services Administration (GSA). The property is improved by an approximately
1,752,000 square feet ten (10) stories building with a basement. The subject building is steel framed high-rise structure with glass façade.
3.0 ASBESTOS CONTAINING MATERIALS
3.1 Terminology
Suspect Asbestos-Containing Materials
Asbestos was used in certain types of construction and building materials. Until a material is examined using light microscopy or a similar technique, the building material is considered as a suspect asbestos-containing material. A few examples of these materials include floor tiles, ceiling panels, thermal system insulation, fireproofing insulation, roofing materials, etc. Any suspect ACM of unknown asbestos content (that is not tested) should be handled as if it were an asbestos containing material.
Limited Asbestos Survey Report (10th Floor) July 10, 2014 William J. Green Building 600 Arch Street Philadelphia, Pennsylvania Langan Project No. 220073901
Asbestos Containing Material
A material with an asbestos concentration greater than one percent by weight is considered to be asbestos-containing by the United States Environmental
Protection Agency (USEPA). Thus, a material which contains asbestos in materials that do not contain asbestos or asbestos is detected in concentrations less than one percent by weight.
Friable Asbestos Containing Material
A friable material is one that can be easily crumbled, pulverized, or reduced to powder by hand or mechanical pressure. This characteristic of a building material is directly linked to the potential of the material to release asbestos fibers into the air.
3.2 Observations and Findings
The field survey of the subject building was conducted on June 17, 18, 19, and
26, 2014 by Sanjay Patel, an USEPA and Pennsylvania Department of
Labor accredited asbestos inspector and City of Philadelphia certified asbestos investigator.
Prior to our site visit, we reviewed the September 2011 Asbestos Containing
Building Materials Survey Report prepared by Tidewater, Inc. The report identified collection and analysis of 126 bulk samples from the building. Of these
126 samples, only four samples were collected from the DEA space. The report documented presence of the following ACM in the building: Various floor tiles/mastic, pop-corn ceiling, and pipe insulation. The report did not provide sampling location plan and was not clear with respect to the locations of ACM and presumed ACM. A copy of this report is included in Appendix C.
Suspect materials observed during the survey were documented, assessed, quantified, and sampled as necessary. The following suspect materials and their
ACM were identified in the building spaces surveyed:

During the survey, Langan inspector collected seventy-four (74) samples of suspect materials. Samples were analyzed using polarized light microscopy
(PLM). Samples were analyzed by layers, resulting one hundred and one (101) samples. The details of asbestos survey findings are provided in Table 1 and the analytical test results are summarized in Table 2.
Due to building occupancy, live electricity and in lieu of destructive means of access, suspect materials associated with electrical components, wooden door insulation, and wall mirror mastic are assumed to be ACM.
A visual survey was also performed in limited spaces on the 9th floor above the suspended ceilings where plumbing connections are proposed. No suspect
ACM pipe insulation was found in the areas surveyed.
600 Arch Street Philadelphia, Pennsylvania Langan Project No. 220073901
4.0 CONCLUSIONS AND RECOMMENDATION
Non-friable asbestos-containing materials were identified in the spaces surveyed on the subject 10th floor. Refer to Table 1 for the summary of asbestos survey findings.
All identified ACM/assumed ACM which would be impacted by planned renovations/demolition must be properly removed prior to initiating such activities. The removal and disposal of ACM must be performed by a licensed asbestos handling contractor. The City of Philadelphia Asbestos Control Regulations (ACR), and the
Pennsylvania Department of labor and Industry (PADLI) regulations apply to all friable asbestos abatement projects. A material that is now friable or will become friable as a result of renovation/demolition activities is subject to appropriate ACR, PADLI, and
National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations and requirements.
Proper notifications must be filed with the US-EPA, PADOL, PADOH, and other regulatory agencies prior to performing such activities. An independent asbestos project inspector licensed by the City of Philadelphia, must be retained to monitor the abatement project.
All confirmed and assumed ACM in the buildings that is to be left in place should be managed in good condition under an Operations and Management (O & M) plan. The purpose and objective of the O & M Plan is to maintain the assumed, assumed or known asbestos containing materials in good condition, prevent future release of asbestos fibers, and minimize exposure of all building occupants to asbestos fibers.
5.0 ASSUMPTIONS, LIMITATIONS AND EXCEPTIONS
The conclusions and recommendations presented in this report are professional current regulatory requirements. These conclusions and recommendations are intended exclusively for the purpose stated herein, at the site indicated, and for the project indicated.
It is important to recognize that even the most comprehensive scope of services may fail to detect all ACM that may be associated with the property. Therefore, Langan
Limited Asbestos Survey Report (10th Floor) July 10, 2014 William J. Green Building 600 Arch Street Philadelphia, Pennsylvania Langan Project No. 220073901
ACM associated with the property have been identified, and no expressed or implied representation or warranty is included or intended in our report, except that our services were performed, within the limits prescribed by our client, with the customary thoroughness and competence of our profession.
Destructive means of survey will be necessary to ascertain the presence/absence of
ACM in wooden doors and electrical components/light fixtures. Any suspect material that is not listed in this report must be assumed as ACM until confirmed otherwise via laboratory testing.

1.0 EXECUTIVE SUMMARY
As part of the Asbestos Survey Program for PA0277BG, William J. Green Jr. Federal Building, Philadelphia Pennsylvania, records were reviewed for additional information during the inspection, and bulk samples were collected for analysis. Copies of all field notes, photos, chain-of-custody forms, and laboratory results are included as appendices of this report.
In general, the building, its materials of construction, and building systems were observed to be generally in good condition. Some materials were found in poor condition in the building. They are listed in the inventory. Limited asbestos-containing materials were identified in detail in the body of this report.
Based on the results of this inspection, the following cost estimate has been developed for the removal and disposal of confirmed and assumed/presumed asbestos-containing building materials.

2.0 Introduction
Tidewater, Inc. (Tidewater) was retained by the General Services Administration (GSA) to generate full-service Asbestos Survey Programs (ASPs) for federally-owned facilities under GSA control in the Mid-Atlantic Region. The Mid-Atlantic Region encompasses the States of Delaware, Maryland (excluding Montgomery and Prince George’s Counties), Pennsylvania, Virginia (excluding the cities of Alexandria and Falls Church, and Arlington, Fairfax, Loudoun, and Prince William Counties), West Virginia, and southern New Jersey. The facilities consist of approximately 10.6 million square feet of building space in 54 separate buildings in six states. The buildings to be inspected vary in location, age, size, and use. They have varying asbestos inspection and abatement histories, and varying tenants. Tenants include, but are not limited to, any federal agency, each with varying space functions and security.
The GSA is responsible for identifying and controlling environmental safety and health hazards that may exist on federally-owned or leased property under GSA control. In compliance with GSA policy, operations, processes or materials that have been identified as potential hazards must be evaluated. Recommended abatement actions are formulated and referred to the responsible office for implementation. Within the scope of GSA responsibility is the response to hazards and potential hazards caused by asbestos-containing materials (ACM).
US Department of Labor, Occupational Safety and Health Administration (OSHA) require in both its General Industry Standard (29 Code of Federal Regulations (CFR) Part 1910.1001) and its Construction Standard (29 CFR Part 26.1101) that building/facility owners determine the presence, location and quantity of ACM and presumed ACM at the worksite. GSA’s Public Building Service (PBS) Asbestos Policy (Attachment A) requires that these requirements be met by conducting visual inspections of ACM every five years and updating surveys accordingly. In addition, the Federal Accounting Standards Advisory Board Technical Bulletin 2006-01, Recognition and Measurement of Asbestos Related Clean-up Costs (Attachment B) requires the reporting of liabilities and related expenses arising from all asbestos-related clean-up efforts, and not just those from asbestos that requires immediate clean-up.
2.1 Facility Description
As part of this program, Tidewater conducted a detailed asbestos inspection of GSA facility PA0277BG, William J. Green Jr. Federal Building, located at 600 Arch Street in Philadelphia, Pennsylvania between the 9th of March, 2010, and the 11th of March, 2010. A follow up inspection was performed on June 20th 2011. The William J. Green Jr. Federal Building facility consists of one ten-story structure with a two penthouses, and a basement with a garage, constructed in 1966. The structure is basically a combination of reinforced concrete and masonry bearing-wall structure. The total square enclosed footage is approximately 848,755 square feet.
Information regarding the construction and maintenance history for the facility was provided by Mr.
John Kleaver, and Ms. Melissa Condran, from GSA.
