SECTION 011030 – TELECOMMUNICATIONS SYSTEMS OVERVIEW
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Division 27 Communications
B. Division 28 Electronic Safety and Security
C. GSA PBS-100 Facilities Standards for the Public Buildings Service – Version 2015 (or current version)
D. DHS Structured Cable Standard - Version 1 5 – 07242008 (or current version)
1.2 SUMMARY
A. The purpose of this scope of work is to upgrade the building infrastructure to meet the unique needs of the building occupants and to facilitate their ability to expand and grow as operational requirements demand without the building infrastructure becoming an impediment to operational efficiency.
B. The focus of this effort is on the low voltage conduits, raceways, cabling, associated spaces, connectivity materials, identification materials and testing which support building and tenant communications systems and connectivity.
C. A major focus of this effort is to establish pathways by which telco services can be delivered to building tenants. To achieve this based on the congestion of abandoned or lightly used cabling in existing conduits and sleeves will require new conduits and sleeves to be installed. In particular, new telco service conduits are required to support specific agencies requirements as well as future growth of the Green Federal Building.
D. If existing, unused cabling were to be removed from conduits and raceways throughout the building, the need for some or all of the prescribed new riser conduits could be avoided. The financial cost/benefit of this approach needs to be calculated.
E. In an effort to maintain the integrity of the building telecommunications infrastructure once it has been cleaned up and upgraded, GSA (or some entity designated by GSA) should own and manage the following:
1. Telecom riser closets

0011030 - 2
2. Riser conduits, allocation and assignment based on tenant’s requirements and utilization.
3. Any new carrier services to the POE Rooms
4. Any new carrier services cabinet or wall field panels
5. Distributed Antenna System (if applicable)
6. Allocation of space in all Telecom Rooms
7. Security of all telecom rooms - No person or entity should enter a Telecom Room without notifying the GSA
F. Each tenant shall build out a Telecom Room in their space to support their network, servers, ancillary/proprietary equipment and horizontal cable distribution.
G. There are references to a DAS system in this document. There is no scope for a DAS system or supporting infrastructure in the project at this time. However, it is strongly recommended that this be investigated as an option as described in that section.
H. In all cases of conflict or required clarifications of the cabling systems and riser standards for this project, refer to the following documents for clarification:
1. GSA PBS-100 Facilities Standards for the Public Buildings Service – Version 2015
2. DHS Structured Cable Standard - Version 1 5 – 07242008 (or current version) for confirmation.
1.3 DEFINITIONS

PART 2 - SCOPE OF WORK
2.1 INCOMING SERVICE
A. Incoming service feeds shall be provided from two locations (Street and Courthouse) and meet at a common POE room in the basement.
B. Existing telco conduits are filled to capacity with fiber optic and legacy copper cabling used for traditional phone service. Due to the filled conduits from the two (2) point of entrances (POE) new conduits are required to support the growth and expansion of data technology as well as supporting various agencies with dedicated conduits from the POE to their individual technology rooms.
C. There is an abundance of outdated, cut, abandoned incoming service cable which should be surveyed, verified if it is operations and/or in use and removed. A price for surveying, verifying and removing any and all unused incoming service cable and equipment should be included in the scope of work.
D. Conduits runs shall not have more than the equivalent of two 90-degree bends without a pull box.
E. The length of each section of conduit shall not exceed 150 ft. without a pull box.
F. Unused conduits shall be capped for future use.
2.2 POINT OF ENTRY ROOM (POE)
A. The Point of Entry Room is the space in the basement for the service providers supporting the building. There are two POE Rooms which serve the project. One is located in the basement of the Green Federal Building. The other is located in the Byrne Courthouse. The two rooms are tied together with interconnecting conduits for sharing of services and providing redundant services for each building.
B. The POE in the Green Federal Building is located in the basement (lowest level) and is subject to water damage in the base of flooding from some external event or from an internal event on one of the floors above. An outage in this room can have a significant impact on the operations of the agencies connected to it. It is recommended that measures be taken to ensure not water or high pressure liquid pipes pass through the room, drains be located in the room should flooding occur and any critical equipment located in the room be placed on 6” pads to protect it should water infiltrate the room.
C. There are several telecommunication and carrier services from Level 3, Verizon and

0011030 - 5 others not named at this time. Some of these services have been arranged by individual tenants (FBI, DEA) and others have been coordinated through the GSA.
D. Many Agencies have direct feeds from the incoming service providers passing through the POE directly to Main Computer Rooms on their floors within their own tenant space.
E. The room should not be shared with building services that are not related to supporting telecommunications equipment.
F. The room shall be cleaned, environmentally conditioned and well lit.
G. It is recommended the access door shall be fitted with a card access system and security camera so there is an audit trail for those who enter and leave the space.
H. All walls should be lined with 20 mm (3/4 in) A-C graded plywood, 2.4 m (8 ft.) high.
Plywood shall be preferably void free and shall be either fire-rated or covered with two coats of fire rated paint.
I. The Point of Entry room shall be provided with a minimum equivalent of 500 Lux (50 foot-candles) measured 1 m (3 ft.) above the finished floor. The lighting fixtures shall be located at a minimum of 2.6 m (8.5 ft.) above the finished floor. The lighting fixtures should not be powered from the same electrical distribution panel as the telecommunications equipment in the Point of Entry room and should not be on dimmer switches.
J. A minimum of four dedicated, non-switchable, 20 Amp, 120 V alternating current nominal quad receptacles, each on separate branch circuit, shall be provided for equipment power. Emergency power is preferred.
K. Access to the telecommunications grounding system shall be made available.
L. A maintenance clearance of 900 mm (36 in) shall be maintained in front of all wiring or equipment panels.
M. The Point of Entry room shall have dedicated HVAC equipment or access to the main HVAC delivery system. The following environmental conditions should be maintained by the HVAC system for this space. Depending on the equipment density in the room, this may require dedicated equipment. Depending on the critical nature of the equipment in the room, redundant equipment may be required.

FACTOR REQUIREMENTS
Temperature 18 ºC to 24 ºC (64 ºF to 75 ºF)
Relative Humidity 30% to 55%
Heat Dissipation Total of 10,000 BTU per hour
2.3 MAIN EQUIPMENT ROOM (MER)
A. The building has no dedicated Main Equipment Room for the property. Instead each tenant has their own MER to serve their own needs. There is a shared Joint Use common space on the second floor and other partial spaces throughout the building which are supported as standalone spaces in general.
2.4 DISTRIBUTED ANTENNA SYSTEM ROOM (DAS)
A. A Distributed Antenna System (DAS) Room is where the head-end is located and where the active electronics for a DAS are held. The space requirements for a Distributed Antennae System (DAS) should be planned for in the early stages of the project.
Ensuring there is a dedicated room, conduits, and wall space for a DAS can significantly reduce the challenges in trying to accommodate the system needs later on in the development of the property.
B. The building currently has very poor cellular coverage. This is believed to be critical issue as part of a long term plan for the building and based on the nature of the tenant who occupy it in particular. Based on the poor cellular coverage, it could be impossible for agencies to communicate elsewhere (inside or outside the building) once they have left their own agency floor (i.e., in a stairwell) due to the poor coverage. This is also an important factor to consider should the POE Room become compromised and cause a loss of all wired communication to the property for all agencies.
C. The Head-end room should be at least 300 sq. ft. with conduit or tray capacity for cabling runs to the remote antennas.
D. 10-15 tons of cooling capacity is anticipated for the DAS equipment but needs to be confirmed based on the complexity of the system.
E. If the POE room were to be cleaned out, it may be a suitable space for locating a DAS Head-end Room. It is recommended however for the purposed of redundancy and

0011030 - 7 survivability, that a DAS room be placed in a different part of the building, not on the lowest level, be fed from a different power source than the POE room and be provided with incoming services from both POE rooms.
F. There is no scope for a DAS system or supporting infrastructure in the project at this time.
2.5 TELECOMMUNICATIONS RISER SHAFTS
A. The base building infrastructure includes eight (8) riser shafts situated in the core, vertically stacked and accessible at typically every floor. Four (4) riser shafts are located on the north side of the building and four (4) are on the south side of the building. The telecommunications riser shafts are located in the telecommunications room (TR) on each floor.
B. An abandoned Dumb Waiter shaft on the southwest side of the building is being converted into a new riser shaft and telecommunications room. This shaft will support direct incoming service feeds to the FBI floors. It is also anticipated this shaft will be made available to other Agencies with services below the FBI floors.
C. All new feeds to the base of each riser shaft shall be run in trade size 4” (100mm) conduit. The pathway from POE to the Riser are contained within protected conduits.
D. A minimum of (3) 4” conduits shall be provided from the POE to the base of each TR.
Within the TR, (3) 4” sleeves are to be provided between vertically stacked TR’s. Where the TR’s offset, (3) 4” conduits shall be provided to protect the cables between the TR’s.
E. There are a number of existing riser sleeves currently located within each of the TR’s.
These are filled with abandoned or minimally used riser cable.
F. Existing riser sleeves are filled to capacity with fiber optic and legacy copper cabling used for traditional phone service. There is a need to remove old copper riser cables as they become spare and outdated. This will open space for new cabling for future use and simplify identification of in-use cabling. Much of this legacy cabling will not be appropriate for use for future deployments and should be removed once it is deemed to be spare and/or abandoned or outdated. There is risk involved in removing this due to the unknown current usage of this cabling, so a review with each tenant should be undertaken to establish current usage.
G. Due to the filled conduits/sleeves in the riser shafts, new conduits/sleeves are required to support the growth and expansion of data technology as well as supporting various
