40 Is there a recent flow test available indicating available water flow and pressure? Please provide.
The most recent fire pump flow test from Oct 2015 is included as an attachment.
41 For the 600 Arch Restack I would like to see who I can talk to in order to get Belden on the Division 2700 specifications for Cat6, fiber, copper, coax, racks, cabinets, connectors, jacks, patch panels and AV.
This is an open specification as per FAR procurement rules and is not intended to include or exclude any one manufacturer. Any qualified product which conforms to the requirements in the specification can be submitted for review.
42 2nd floor Is swing space whole floor, typical to 7th floor? if not which percent of floor shall be used?
The swing space is not the entire 2nd floor. See the architectural floor plans for the designated area of work. The 7th floor layout depicts the typical mechanical system basis of design with vav and fan powered box type systems serving individual offices, open office areas, and small conference rooms. Ducted horizontal fan coil unit systems serve the perimeter zones.
43 Is the PBX room to be completed separately from the rest of the floor?
It is anticipated that the relocation of the PBX room will take place outside the scope of the Core and Shell contract.
44 9th floor What percent of the floor is
USSS?
USSS is to occupy approximately 32% of the 9th floor assignable agency space.
45 What stage will the Penthouse Ex fans be done?
Final determination of construction sequencing is to be determined by the Contractor. Based upon current conceptual phasing plan, this work may make sense to occur under Phase 1.1 as some of the penthouse exhaust systems have associated work on floors 1 through 10.
46 What stage will the Byrne/ Green Basement be done?
Final determination of construction sequencing is to be determined by the Contractor. Based upon current conceptual phasing plan, this work may make sense to occur under Phase 1.1.
47 Are new controllers to be installed on the secondary hot water pumps for Green and Byrne or is the new single VFD being wired to the existing unit control system?
The intent is to remove the (2) existing Grundfos VFD controllers, each with their own dedicated VFD to the (5) inline pumps for Byrne and (4) for Green, and replace them in kind.
48 The chillers condenser water and chilled water lines are shown as being piped in parallel, as they are now. There is no indication of the addition or re-use of the motorized isolation valves for automatic staging or cycling of the machines. Is this going to be a manual operation performed by the building engineers?
Motorized control valves shall be provided on the chilled water and condenser water piping of each chiller for automatic operation.
49 The primary chilled water and condenser water pumps are specified to have VFD's installed on them. There doesn't seem to be any notations of differential pressure transmitters on the primary piping for both loops or across the chiller and condenser vessels. What parameter will these VFD's be controlled on?
A differential pressure transmitter will control the primary chilled water and condenser water pump's VFD's. There shall be transmitters on the chilled water and condenser water loops. There shall also be a transmitter across the evaporator and condenser water barrels.
50 There is no indication of automatic isolation valves for tower cells in the new design. For proper flow the tower cells on line should match the number of chillers running, or the fill will not be completely wetted on the towers. This will cause excess scale to form on the fill. The specified Carrier chillers also do not operate well in part load conditions with condenser water that is too cool. This is completely different from the existing York machines. Should automatic control valves be included for tower control or will this be a manual operation by building engineers?
Motorized control valves shall be provided on the cooling towers and the chillers. The condenser water piping has a bypass line for economizer to mechanical cooling switchover. The chillers shall be equipped with head pressure control.
51 Replacement of existing materials must match. Some products e.g. stone, are obsolete (quarry stone is not the same after 40+ years as the veins of stone have long since been exhausted).
Other surfaces that were concealed cannot be finished to match as the other products have aged oxidized over time. Can this article be refined to acknowledge that this is a best efforts attempt to match existing materials.
It is understood that exact replication of some products may not be feasible. In these instances, contractor shall attempt to match the color/texture/pattern of the existing material as closely as possible.
Final approval shall be contingent upon review and approval of a sample of the proposed product by the Architect.
52 We are to include a price to survey and verify if cable is operational and/or in use and remove that which is abandoned or not in use. Considering the highly secured and sensitive communications that are on these cables, the potential phasing of the work and the lack of a scope narrative that defines how much access (due to security issues), we will have throughout the complex to trace these lines (as they may be dormant at the time of survey but active in various circumstances); it will be impossible to place a number on this service. We suggest that an allowance be defined as a part of the Contract Documents to manage this activity
The majority of the existing station cable in the main technology room is assumed to be abandoned as GSA has moved to a centralized PBX located on the 4th floor.
As per NEC rules, all abandoned cable must be removed. The contractor shall survey the main technology room and each technology room on each floor to identify installed communications cable that is not terminated at both ends at a connector or other equipment and not identified “For Future Use” with a tag. The contractor will provide a cost estimate for this survey with the assumption that they will be provided with a resource (person or document) by GSA and each tenant to identify any cables as “In-Use” for “For Future Use”.
53 The condition of the cellular floor duct is unknown and noted to have been filled with concrete in some locations for security. It is not clear if we are to clear these obstructions out or be responsible to fix the cellular floor deck. Especially when you consider that the intent of the CD's is to replace all structured cabling, should the basis of the proposal be to run new conduit pathways? Or is it your intent for us to upgrade, clean and remove obstructions from the existing cellular deck for reuse.
The contractor shall survey the cellular deck system to identify locations where the duct is blocked. Contractor shall assume 50% of the locations at each TR are blocked by concrete and need to be cleared. Contractor shall clear and or repair and replace the cellular duct system as necessary to put the system back into working order of the same capacity as the original system. At locations where the cellular floor is blocked or damaged beyond repair, the concept for cable distribution from the TR's is that all cable will be run from the closets to the tenant space via overhead conduit/raceways.
However, it is assumed the cellular duct is accessible within the tenant space. For outlet locations or cable feeds in the floor away from full height partitions, the cable should be routed from the nearest full height partition to access the cellular deck system and use that system route the cable to the desired outlet/feed location.
54 Each tenant has the option to have their own service provider but there is no language that obligates them to use what is listed to be installed in the PBX or TR rooms; or that we would be paid for additional outlets or infrastructure.
Each provider will have different power and environmental requirements. Can it be assumed that any modifications to the specified infrastructure for the tenant provider will be by the provider?
Assumption is correct. The contractor should price the work identified in the drawings and specifications. Any tenant related work required outside the drawings and specifications would be considered a revision of scope and would be by tenant (i.e. If agency wants to bring Verizon into the building, that would be by provider).
55 11030, 2.8b and 2.9b, States that the tenant (not the GC) shall provide empty conduit home runs from the TR to individual TI spaces. This is a contradiction of scope, please clarify
For the Core and Shell scope, the GC is to provide conduit from the Demarc Room up to telephone rooms on each floor.
Infrastructure from TRs into the tenant space is by tenant. Both referenced paragraphs read the exact same. There is no contradiction. They just happen to be mentioned in both sections.
56 11030, 2.12.a: Provisions shall be made for satellite antenna and dishes on roof. Please define what these provisions will be. Structural modifications, power, raceways etc.?
Provisions for this work will be included in the TI scope of work and should be removed from the Core and Shell scope.
57 11030; 2.1b - We think this section is not properly numbered as there is already a 2.1b section, should this be labeled as 2.13? This section requires that we use devices that meet certain performance standards. However, Contract Article III.C.(1) is clear that we are not responsible to ensure that the Construction Documents comply with such requirements. Please clarify
PART 2 - PRODUCTS should be renumbered PART 3 - PRODUCTS. An updated specification section will be provided in ADDENDUM 2. See GSA PBS-P100 section 6.5.2.1 Electrical Design Publications and Standards
58 SOW II.B - The duration of Preconstruction services which is the base bid, is confusing and implied to last from the date of the CMc contract (Fall 2016) until the completion of Phase 2 construction documents which is June 2017. What is missing is what services are required from the completion of the Phase 2 Construction Documents (June 2017) and the NTP of Phase 2 (December 2017). Should the Base Bid preconstruction period include that time between June 2017 and December 2017.
Please refer to revised schedule and scope of work that was posted under Amendment 0004.

Items will be called-out on re-issued DWGs
84 Spec section 051200 part 1.6-a & b (on page 2) requires the installer and fabricator to be AISC certified. Since the structural steel on this project is not significant, this will greatly reduce the number of bidders and result in additional cost. Can this requirement be waived?
Due to the small amount of structural steel on the project, this requirement may be Waived.
85 The partition types on A6.21 have a "baseline demising wall" noted to be used at all tenant space demising walls.
However, the floor plans have partition type call outs that are different. For example, on A1.05b the partition between the corridor and the tenant space is indicated as type D1.0. Please clarify where the baseline demising wall is to be used.
Locations of "baseline demising wall" will be called-out in Re-Issued drawings.

Existing window blinds are to be removed, cleaned and stored for re-installation at completion of the project phase.
90 The existing window film is high performance silver. Specification 088853 calls for a clear film that performs like high performance silver.
Which is preferred?
Window Film specifications have been fully revised and re-issued. Refer to updated specifications for additional information.
91 The window film spec 088853 includes a 3m attachment system (which is a particular caulk applied in specific manner) but does not specify width of bead, etc. Is there room for the attachment system behind the blind tracks? If so, clarify the attachment system and how it is to be installed.
Window Film specifications have been fully revised and re-issued. Refer to updated specifications for additional information.
92 Drawing A1.03B shows glass partitions and doors at the elevator lobby.
However, this is in the shaded area which indicates tenant fitout. Please clarify whether this is in the core & shell scope of work.
Walls & Doors in this area are not included in the C&S package. DWGS will be re-issued to reflect these components as "future construction".
93 Specification 095113 Acoustical Panels Ceilings lists ACT-1 as 24"" x 96"" (2' x 8') and ACT -2 as 72"" x 24"" (6' x 2').
The finish schedule lists ACT -1 as 2' x 2', ACT -2 as 2' x 4"", and ACT -3 as 2' x 4' and 2' x 8' staggered. For the most part the reflected ceiling plans just state 2' x 2' ACT or 2' x 4' ACT. Please clarify what type of ACT and tile size goes where.
Revised drawings will be issued to illustrate the extent of the ACT tile types and sizes.
94 What is the specification for the high impact acoustical ceiling panels mentioned on A4.44?
This note has been updated to match the acoustical ceiling panels shown on the typical ceiling plans (A1.27a and A1.27b).
95 What is the elevation above the roof of the new steel dunnage shown on S4.02? Is it galvanized or painted?
The top of steel of this new steel dunnage is 5’-4” above the existing top of roof slab , contractor to field verify before fabrication.
All exposed steel is to be hot dipped galvanized.
96 What is the size of the steel beam for operable partition support (1/A5.82)?
The structural drawings are referenced but nothing is shown.
Final sizing of the steel beam is contingent upon final design of the operable partition to be completed during Contract Documents phase. Mfr. shall provide final approval over the beam size. For pricing purposes, assume that Steel beam for the operable partition support is a W8x31.
97 The door schedule lists glass types GL- 1, 2 & 3. Where are these glass types specified?
Abbreviation Legend will be provided.
Refer to revised drawings.
98 Frame type e on A6.11 shows the existing transom panel to be replaced.
Some of the doors with this frame type on the door schedule list glass in the infill material column and others don't list anything. Confirm that the ones with glass listed are the only ones that get glass and the others get a wood panel.
All transom panels in Frames listed as type "E" (Existing Frame) are replaced with a new wood infill panel.
99 It is unclear if glass is required at the following doors as the door type and frame type do not have glass but the infill material column calls out GL-1:
7111, E309, E509, E709, E809, E909.
Please clarify.
Door schedule will be revised. Refer to revised drawings.
100 Glass door types S & S2 are specified with hardware sets No. 5 & 6 respectively. These hardware sets call out both a recessed floor and head closer. Please specify one or the other.
These hardware sets are also calling out the Dorma locking ladder pulls TG
138. There is also a note about power for an electronic card reader lock. This may be a potential problem with a double locking condition. Please clarify operation of doors and locking requirements.
Assume floor mounted closers are to be utilized. Where size/weight of the doors exceeds limitations for standard floor mounted closers, provide heavy duty closers to meet ADA compliant installation. Operational intent is to allow lockdown overnight utilizing the TG138, but control during the day would be limited by the card reader.
101 There are demo notes 02 002 remove existing elevator, and 02 040 remove existing dumbwaiter. Is there an existing elevator(s) to be removed?
Note has been revised. Refer to revised drawings.
102 AD1.08A and AD1.09A list alternates for the demolition of stairs and new floor infills. There is not a place on the SF 1442 pricing schedule for alternates.
Are these alternates to be priced?
The demolition of the stairs and floor infills are now considered as part of the base bid. Note has been revised on the drawings. Refer to revised drawings.
103 In Section 017320 - Selective Demolition: 1.5.A it states “E.
Hazardous Materials: Hazardous materials are present. A report on the presence of hazardous materials is included elsewhere in the Contract Documents. Examine the report to become aware of locations where hazardous materials are present.
Hazardous materials abatement is specified elsewhere in the Contract Documents. Please provide the Hazardous materials report
A Pre-Alteration Asbestos Assessment report was included for information in Amendment 04.
104 The following plans are listed on the Drawing Index but are not included in the plan set:
a. MD406 Enlarged 2nd Fl – Conference Center
b. MH403 Enlarged 2nd Fl – Conference Center Please advise the status of the missing sheets.
Sheet MD406 was deleted. It was originally set to be an enlarge plan of the conference center demo, but actually just mimicked the second floor overall demo. The same occurred for MH403.
105 Provide missing specification 140121 – Elevator Modifications
Elevator modifications scope is limited to reconfiguration of elevator controls as indicated on the plans. Elevator modifications specification will be issued with a future package containing additional scope of work within the elevators.
106 Confirm what is included in the TI Allowances by trade. For example Drywall, floor finishes, paint, all section 10, 11 & 12 specifications, , electrical fitout (lights, devices, etc…)
Refer to cover sheet A0.00 for 'Tenant Improvement Definition' indicating what is to be included in the TI scope of work.
Note on plans has been revised to reflect this scope and will be included in revised drawings.
107 Confirm that blast film is included in the TI fit out areas
Blast film is to be provided in all TI fit out areas as well as in existing to remain tenant spaces. Note on plans has been revised to reflect this scope and will be included in revised drawings.
108 Confirm what is part of construction phase 1 and phase 2? I am assuming that Construction phase 1 includes all core/shell work, all phase 1.1-1.4 as defined in summary specification 011000 and allowances A-C. Confirm construction phase 2 is all work as noted in phase 2.1-2.54 as defined in summary specification 011000 and allowances D-I.
The Design Addendum 01 includes a conceptual phasing strategy for reference Core and shell work and tenant work will be conducted simultaneously on floors as shown.
109 Does the existing building have an existing BAS system?
a. What manufacturer
b. If existing, is the BAS on everything including the terminal equipment, or just the AHU’s & Central Plant?
c. Is the GSA happy with the existing system?
d. Is the intention to upgrade/expand the existing BAS, or entirely replace it?
Yes, the existing BAS is a Tridium Niagra AX system. It is not connected to everything but it includes more than just the AHUs and Central Plant. The contract documents explain scope of work.
110 Have all of the AHU’s already been recently upgraded to new AHU’s and do they already have new BAS?
The AHUs in Green are all new and connected to the existing BAS. The AHUs in the Byrne CH are original and also connected to the Green Building's BAS.
111 How old is the BAS on the central chiller/boiler plant? Is this part of the project?
The controllers for the boilers are 5-8 years old. The controllers for the chiller are 10-15 years old.
112 Can we walk through the site? See response to RFI #26.
113 The provided definition of Fee is unclear. Indirect and general conditions are sometimes defined as the supervisor or management staff, whether on site or off site, for a construction project. These would include our proposed Project Executive, Project Management, etc to be named for this project. Other indirect costs and general conditions definitions include bonds, insurance, accounting, IT, communications, etc. Please provide a clear definition of the “general conditions” that are to be included with the profit in the Fee and what “general conditions” are considered Estimated Cost of the Work.
Fee is the fixed amount established in the contract for all the CMc's indirect costs, profit and general conditions for the Construction services. Project management services during the construction phases shall be included in the ECW.
114 The Target ECW is requested as a lump sum for each phase. No division breakdown, CSI pricing, Uniformat pricing, scope quantities, square foot pricing or detail pricing is requested.
This request is unusual, since a detailed budget for this set of documents would demonstrate the pricing reasonableness, estimating capabilities, level of understanding of the scope, understanding of the phases as well as an opinion of probable cost for the project. Please confirm what back up or detail should be provided for each phases’ Target ECW.
A detailed breakdown by UniFormat level 1 category for each ECW should be included as back up information along with the Bid Sheet in the Price Proposal. .
115 If a detailed budget is to be submitted for each phases’ Target ECW, additional time should be allowed to properly prepare, price, review and submit the Target ECW. We respectfully request a two week time extension for the submission of the Technical and Price proposals for the Project
See Amendment 0004 - the proposal closing date was extended.
116 Regarding RFI 025 Response that “The government retains the right to negotiate the Final ECW. The ECW must be finalized via a bilateral modification”. Please confirm that at the time of the final ECW negotiation, both the government and the contractor have the contractual capability through this clause NOT to proceed to the Final ECW modification if the Final ECW is not negotiated as acceptable to either the Contractor or the Government.
The modification to exercise the option needs to be mutually agreed upon by both parties prior to proceeding.
117 Will the cover letter for the proposal be counted against the 16 / 32 page limit?
Yes
118 Factor 1 – Prior Experience on Relevant Projects Detailed Description Information - Item 6: List of subcontracted work and subcontractors used, along with amount of each subcontract. Given the page restrictions, a complete list of subcontracted work would exceed the page limit. Please advise if it is acceptable to list the five largest subcontractors only.
Not all subcontractors need to be listed. It is acceptable to list the five largest subcontractors.
119 Specification 011000-1.2.A (articles 1 thru 10): This section was not revised in the Addendum #4 so we still have the requirement of sequential (no overlap) sub-phases (Addendum 1 only referenced the overlap of the main phases 1 & 2). The duration of the sub phases (714 days) exceeds the 693 day duration in Addendum #4. If you modified the 1st sentence of the article to note that these sub phases can overlap, then there is no issue with the longer sub phase duration. Otherwise, one can argue that LD’s are not until the 714 day limit has been exceeded.
Please clarify or modify specification 011000-1.2.A (articles 1 thru 10) so they are consistent with Addendum #4.
The period of performance for Option 1 is 693 calendar days from the issuance of NTP. The period of performance for Option 2 is 1363 calendar days from the issuance of NTP for Option 2. Liquidated damages may be assessed at the end of each Option for every calendar day delay beyond substantial completion.
120 Addendum #4 modified the SOW Article B which established project Milestones, but there is still an error in the narrative.
Notice to Proceeds (NTP) are clearly identified for Construction Option 1 & 2 as well as a Substantial completion dates. The contract articles I.C.(2).b however explicitly referenced NTP for the “work” which are two separately defined scopes (Option 1 and Option2 construction). If you apply the Option 2 calendar duration of 1363 days to the NTP for Option 2, you are well beyond the 1679 project duration. The specifications should either remove the NTP date in the Milestone section for option 2 or clarify that the NTP for Phase two is the same as Phase one but the work cannot start until the NTP in the Milestone section.
The information contained in the "Project Milestone" schedule are projected dates to be used for planning purposes. The period of performance for the entire project (Design, Option 1 and Option 2) is 1679 calendar days from the issuance of NTP for the design. The period of performance for Option 1 is 693 calendar days from the issuance of the NTP for Option 1. The period of performance for Option 2 is 1363 calendar days from the issuance of the NTP for option 2. Portions of the design, option 1 and option 2 may be conducted concurrently.
