NOTICE OF CONTRACT ACTION (NOCA)
04 September 2012
THIS IS NOT A REQUEST FOR PROPOSAL
This is a notice of intent to issue ance award to the Raytheon Company to develop the Family of
Advanced Beyond Line-of-Sight Terminal (FAB-T) Command Post Terminal (CPT) with
Presidential & National Voice Conferencing (PNVC) and Tracking, Telemetry & Commanding
(TT&C) capabilities which represents a subset of the full FAB-T capabilities under contract number FA8307-12-C-0013. The subset requirement is to ensure this critical capability is delivered to the Warfighter by the fourth quarter of Fiscal Year 2015.
A competitive solicitation for a full and open competition, with the exclusion of The Boeing
Company, was issued on 25 April 2012. Only a single response from the Raytheon Company was received in response to the solicitation. The anticipated award date is 04 September 2012.
FAB-T provides the strategic nuclear and non-nuclear command and control with Extremely
High Frequency (EHF), wideband, protected and survivable communications terminals for
Beyond Line-of-Sight (BLOS) communications. FAB-T is part of the terminal and control segments of the Advanced EHF (AEHF) satellite system. It is required to provide Telemetry, Tracking, and Commanding (TT&C) of the AEHF and Milstar satellites and to fully use the increased capacity of the AEHF constellation. The FAB-T program will develop and field airborne and ground based Military Satellite Communications (MILSATCOM) terminal capability. FAB-T provides both wideband and survivable protected communications to the strategic and tactical Warfighter. Terminals are compatible with AEHF satellites and legacy
Milstar EHF satellite systems.
