Acquisition Objective
• Restructures the program to deliver Warfighters’ highest priority terminals: E-4, E-6, and Ground
Command Post Terminals with Presidential &
National Voice Conferencing (PNVC)
• Defers the force element requirements for the B-2, B-52, and RC-135 airborne and ground terminals
– Force element requirements to be addressed in a future acquisition
• Initial terminal deliveries no later than the end of
FY15 to meet Warfighter needs
Presidential & National Voice Conferencing (PNVC) Overview
• Description
– PNVC is the AEHF (XDR) worldwide, secure, survivable voice conferencing capability for the President and national senior leaders
– Capability is achieved through the development and integration of PNVC Baseband equipment with the Digital
Red Switch Network (DRSN) and AEHF systems
– DISA’s role is to acquire the baseband equipment and facilitate
• Warfighter Benefits
– Provides worldwide survivable voice conferencing
– Reduces conferencing time delays
– Improves voice quality
– Adds conference management
Business Opportunity
• Competitive award of up two (2) fixed price contracts for development/production in FY12 based on
Offerors’ proposals and demonstrations of existing
HW/SW
• Contract values will be capped at $80M for a Firm
Fixed Price (FFP) initial ten month development period
• A down-select decision will occur at month ten to a single contractor for the remainder of development effort and production
RFP Key Features (1 of 2)
• Technical requirement document splits requirements into two blocks
− Block 1 design focused on high priority (PNVC) mission
− Block 2 remainder of CPT capabilities
• An extended source selection will be conducted in two phases and will include demonstrations for risk assessment at both the initial award and down-select
• Proposals will describe a detailed schedule (e.g., SRR, PDR, CDR, TRR) and event information for the entire CPT development and production
• Proposal will include a contractor defined development event from their Integrated Master Plan (IMP) nine months after award
RFP Key Features (2 of 2)
• Contractor(s) will be provided an opportunity to update their proposals and prices for the remainder of development effort and production for the down-select
• Special Clauses will be used to define down-select, downward adjustment and contract incentives
(positive and negative)
• Full Data rights will be sought to enable the
Government to sustain FAB-T system and reuse to support the future force element portion of the program
Contract Structure

Source Selection
• Draft Evaluation Factors for Initial Contract Award(s)
– Evaluation Factors
– Demonstration
– Past Performance Relevancy
• Draft Evaluation Factors for Down-select
– Down-select Decision
Draft Evaluation Factors for
Contract Award(s)
• Section M: Initial Contract Award
• Evaluation Factors and Subfactors:
− Factor 1: Technical Capability
− Sub-factor 1: Architecture, System Design and Performance
− Sub-factor 2: Integrated Processes
− Sub-factor 3: Small Business (Acceptable/Unacceptable)
− Factor 2: Past Performance
− Factor 3: Cost/Price
• Relative Importance of Factors − Technical Capability is approximately equal to Cost/Price. All evaluation factors, when combined are significantly more important than Cost/Price, however Cost/Price will substantially contribute to the selection decision
Draft Demonstration (Initial Award)
• A one day demonstration to be conducted at the
Offeror’s facility with the Offeror’s equipment
• The demonstration will address the maturity and the performance of the Offeror’s proposed technical solution as well as the Offeror’s overall ability to deliver a sufficiently mature and integrated solution within the proposed contract schedule
• The demonstration will be used as a means to assess the risk associated with the contents of the written proposal
• No GFE is planned to be used for the demonstration
Draft Past Performance Relevancy Criteria (1 of 2)
• Developing communication systems with layered communication architectures
• Developing EHF satellite communications systems or segments
• Developing, producing, and sustaining multi-band satellite terminals where the degree of complexity is similar to that of the FAB-T
• Development and platform integration of terrestrial and/or airborne satellite terminals
• Developing airborne terminals operating with narrow beam-width satellite tracking antennas
Draft Past Performance Relevancy Criteria (2 of 2)
• Demonstrating understanding of strategic Nuclear
Command and Control Extremely Sensitive
Information, formally known as Single Integrated
Operations Plan (SIOP), radio communications requirements
• Demonstrating an understanding of security certification of satellite communication systems including cryptographic devices
• Large scale military software development
• Development and production of HEMP and nuclear hardened components
Draft Evaluation Factors for Single Award
• Section H Clause: Down-select
• Evaluation Factors and Subfactors:
− Factor 1: Technical Capability
− Sub-factor 1: Architecture, System Design and Performance
− Sub-factor 2: Integrated Processes
− Factor 2: Cost/Price
• Relative Importance of Factors − Technical Capability and Cost/Price will be evaluated and they are approximately equal.
Down-select Decision
• Down-select criteria will consist of an assessment of the contractors’ revised cost and price for the remainder of the development and production and technical performance from the nine (9) month IMP event and demonstration
