Alternate Source Acquisition Objective
• The program is focused on delivering Warfighters’ highest priority terminals: E-4, E-6, and Ground
Command Post Terminals with Presidential &
National Voice Conferencing (PNVC)
• Initial terminal deliveries no later than FY15 to meet
Warfighter needs
• The contract effort does not include Force Element requirements for the B-2, B-52, and RC-135 airborne and ground terminals
Business Opportunity
• Competitive award of a single fixed price contract for development/production in FY12 based on Offerors’ proposals and demonstrations of existing HW/SW
• Contract value will be capped at $70M for a Firm
Fixed Price (FFP) initial ten month development period
• Priced options for continuation of development and for production
Contracting
• The Alternate Source contract for development and production will be awarded through a full and open competition (after the exclusion of Boeing).
– The exclusion is in accordance with 10 U.S.C.
2304(b)(1) as implemented by DFARS 206.202.
RFP Key Features (1 of 2)
• Government Technical Requirement Document splits requirements into two blocks:
− Block 1 is focused on the high priority CPT w/PNVC mission
− Block 2 provides the remainder of CPT capabilities
• Proposals will describe a detailed schedule (e.g., SRR, PDR, CDR, SVRR) and event information for the entire CPT (Blocks 1
& 2) development and production
• Proposals will include contractor defined development events from the Integrated Master Plan (IMP) at nine months after award, and at the conclusion of CLINs 0003 & 0004, if options are exercised
RFP Key Features (2 of 2)
• Special Clauses will be used to implement contract incentives to assess Liquidated Damages
• Full Data Rights will be sought to enable the
Government to sustain the FAB-T system and reuse to support the future Force Element portion of the program

Source Selection
Draft Evaluation Factors for Contract Award
– Evaluation Factors
– Demonstration
– Past Performance
Draft Source Selection Criteria
• Evaluation Factors and Subfactors:
– Factor 1: Technical Capability
• Subfactor 1: Architecture, System Design and Performance
• Subfactor 2: Program Execution
– Factor 2: Past Performance
– Factor 3: Cost/Price
• Demonstration – To assess the technical risk associated with the Offeror’s proposed solution
• Solicitation Requirements – Offeror must meet all requirements OR clearly identify any exceptions and provide complete supporting rationale
Draft Relative Importance of Factors
• Factors
– Technical Capability and Cost/Price are approximately of equal importance and together are the most important. Past
Performance is less important than Technical Capability and
Cost/Price. All evaluation factors other than Cost/Price, when combined, are significantly more important than
Cost/Price
• Technical Subfactors
– Architecture, System Design, and Performance and Program
Execution Subfactors are of equal weight.
Draft Demonstration (Initial Award)
• A one day demonstration to be conducted at the
Offeror’s facility with the Offeror’s equipment
• The demonstration will be used as a means to assess the risk associated with the contents of the written proposal
– The demonstration will address the maturity and the performance of the Offeror’s proposed technical solution as well as the Offeror’s overall ability to deliver a sufficiently mature and integrated solution within the proposed contract schedule
• No GFE is planned to be used for the demonstration
Draft Past Performance Criteria (1 of 2)
• Recency will be based on performance in the last five years prior to RFP release
• Relevency will be based on experience in:
– Developing communication systems with layered communication architectures
– Developing EHF satellite communications systems or segments
– Developing, producing, and sustaining multi-band satellite terminals where the degree of complexity is similar to that of the FAB-T
– Development and platform integration of terrestrial and/or airborne satellite terminals
– Developing airborne terminals operating with narrow beam-width satellite tracking antennas
Draft Past Performance Criteria (2 of 2)
– Demonstrating understanding of strategic Nuclear
Command and Control Extremely Sensitive Information, formally known as Single Integrated Operations Plan (SIOP), radio communications requirements
– Demonstrating an understanding of security certification of satellite communication systems including cryptographic devices
– Large scale military software development
– Development and production of HEMP and nuclear hardened components
