Tinker AFB Technical Specifications for Non-Airfield Pavement (Section 32 13 14)

This document is a technical specification section establishing standards for non-airfield pavement construction at Tinker Air Force Base, Oklahoma, effective April 2019. The specification adopts the Oklahoma Department of Transportation (ODOT) Standard Specifications for Highway Construction as the baseline standard for all non-airfield paving work, including grading, drainage, roads, streets, parking facilities, storage areas, sidewalks, driveways, bridges, and associated signage, markings, lighting, and signalization. The applicable ODOT edition is determined by the date of the Notice to Proceed with design. The specification incorporates referenced standards from the Department of Defense Unified Facilities Criteria (UFC 1-200-01 General Building Requirements and UFC 3-201-01 Civil Engineering).

Key modifications to ODOT standards include: concrete strength specifications for roads, streets, and parking areas must be flexural with a minimum strength of 650 psi; pavements exceeding 8 inches in cumulative thickness require both drainage and separation layers (with fabric acceptable for separation); all curbs and gutters must be concrete and monolithic, installed separately from pavement; subgrade preparation must remove all plant materials and roots, with unsuitable material replaced or stabilized; and proof rolling of subgrades is mandatory with visual inspection for pumping, regardless of compaction test results. All materials must be sourced from the ODOT Approved Material Suppliers List and be ODOT-approved for their intended use. Contract-specific revisions and amendments appear in the special conditions, while pay quantities for IDIQ contracts are specified in line items rather than ODOT standards.
