About this file
This is a Technical Specification document for cold milling and asphaltic concrete work at Tinker Air Force Base, Oklahoma, dated April 2019.
The specification covers the removal of existing bituminous pavement surfaces through cold milling to depths and limits designated on project drawings or by the Contracting Officer, including loading, stockpiling, or disposal of milled material. Work is measured and paid by the square yard to the nearest unit, with no payment for milling outside the specified work area. The cold-milling machine must be self-propelled and capable of milling to specified depth and smoothness while maintaining effective control of transverse slope and dust production, without causing damage to pavement structures that are to remain. The contractor must provide all necessary cleaning equipment suitable for removing loose material and all required traffic controls during operations. Prior to milling, pavement surfaces must be cleaned of excessive dirt, clay, and foreign material. The contractor is responsible for collecting, removing, hauling, and disposing of all asphalt millings off-site in accordance with local regulations. Finished mill surfaces must conform to indicated lines, grades, and cross sections, with surfaces at junctures matching abutting pavements. Any damaged items such as manholes, valve boxes, utility lines, or torn, gouged, broken, or undercut pavement must be repaired or replaced as directed by the Contracting Officer. Milled material shall be removed to a stockpile area designated by the contracting officer or disposed of off-base in accordance with all local, state, and federal regulations.
