About this file

This is a Request for Information (RFI) issued by the U.S. Air Force for solicitation FA8137-26-R-0030 concerning the renovation of men's and women's restrooms/showers in Building 117 at Tinker Air Force Base. The RFI, dated June 11, 2026, addresses a discrepancy between the number of technical specification sections identified as applicable to the project and those actually included in the specification package.

The Government identified thirty (30) applicable technical specification sections listed in Statement of Work (SOW) Appendix B; however, the specification package contains one hundred fifty-four (154) technical specification files. The Contractor submitted three questions requesting confirmation that one hundred twenty-four (124) specification sections—covering divisions such as Concrete, Masonry, Metals, Wood/Plastics, Thermal/Moisture Protection, Openings, Finishes, Specialties, Special Construction, Fire Suppression, Plumbing, HVAC, Electrical, Electronic Safety and Security, Earthwork, Exterior Improvements, and Utilities—are not applicable to the restroom renovation project and should be excluded from compliance requirements. The Government, through the Contracting Officer Representative (COR), confirmed that the listed specifications are not applicable and that the thirty (30) sections in SOW Appendix B constitute the complete and controlling set of applicable specifications. The Contractor also reserved the right to submit additional RFIs upon receipt and review of the applicable specification sections, noting that project specifications were not available in the initial bid files.

RFI

WWYK190023 11 June 2026 Solicitation FA8137-26-R-0030

Per SOW Section 5.2 and Appendix B, the Government identified thirty (30) technical specification sections developed by the Government and applicable to the work of this project. The Government’s specification package, however, contains one hundred fifty-four (154) technical specification files — substantially more than the thirty (30) sections listed in Appendix B.

The following one hundred twenty-four (124) technical specification sections were furnished in the specification package but are not listed in SOW Appendix B. Based on the Contractor’s review of the SOW and the project drawings, these sections do not appear to be within the scope of work for this project (an interior renovation of the men’s and women’s restrooms/showers in B117).

Question 1: Please confirm that the specification sections listed below are NOT applicable to this project and are not part of the scope of work, and that the thirty (30) specification sections listed in SOW Appendix B are the complete and controlling set of applicable specifications for this project.

Confirmed. -DBS

Question 2: This is a bid-build project with no design responsibility assigned to the Contractor other than delegated design outlined in SOW, paragraph 3.5, Working Documents. Accordingly, the Contractor requests that the Government affirmatively identify the complete and definitive list of specification sections the Contractor is required to comply with. Determination of specification applicability is a design/Government function and should not be left to the Contractor’s interpretation. If the Government considers any section below to be applicable, please identify the section and the associated scope so the Contractor may price the work accordingly. All spec requirements are listed on the SOW. -DBS

Question 3. Spec Section 33 11 00 – a specification file for this section was furnished in the package, but the section does not appear on the Government Table of Contents (Tinker AFB Technical Specifications, April 2019) and is not listed in Appendix B. As a result, the package contains 154 specification files while the Table of Contents lists 153 sections. Please confirm this section is not applicable, and please confirm whether any additional specification sections exist that were not indexed on the Table of Contents. -Below listed specs are N/A. -DBS
