About this file
This is a technical specification document for asphalt pavement sealer application at Tinker Air Force Base, Oklahoma, effective April 2019 (Section 32 01 14). The specification covers the application of chemical seal coat for repair and protection of bituminous airfield pavements, roads, streets, parking areas, and general surfaces.
The required seal coat products are ProtecTar Coal Tar Sealer, Star Seal Supreme, or an approved equal. Products must be coal tar base formulations designed to protect underlying asphalt pavement from water, chemicals, de-icing agents, and petroleum products, and must meet minimum requirements of ASTM D 490, ASTM D 2939, and ASTM D 3320. Contractors must submit SD-03 product data (equipment list, inspection reports, bituminous materials, MSDS sheets) and SD-06 test reports (bituminous materials, field test results) for government approval prior to application. The seal coat shall be applied as a two-coat system with a minimum application rate of 0.1 gallons per square yard and finished color of dark charcoal. Application is restricted to ambient and surface temperatures of at least 50°F and rising, and cannot occur during rain, extremely humid conditions, or when rain is forecasted within 24 hours. The first coat must dry to the touch before the second coat application, and sealed areas require a minimum 12-hour cure time before striping or opening to use. If the Contracting Officer determines that actual application rate falls more than 20 percent below the approved rate, additional material must be applied at no additional cost to the government within 24 hours.
