Pavement Markings for Roads FA5000-12-R-0001 Attachment 1

1. SCOPE:

1.1 This section covers the paint striping for roads.

2. APPLICABLE PUBLICATIONS: The Federal Specifications (Fed. Spc.) listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only. TT-P-115E Paint, Traffic, Highway, White, and Yellow AASHTO M247 Type I Reflective Glass Beads

3. SAMPLING AND TESTING:

3.1 Samples shall be clearly identified by designated name, specification number, batch number, manufacturer's formulation number, project contract number, intended use, and quantity involved. At the discretion of the Contracting Officer or his/her designated representative, samples may be tested by the Government before approval.

4. STREETS, ROADS, AND PARKING MARKINGS:

4.1 Markings shall conform to the US Department of Transportation Federal Highway Administration Manual of Uniform Traffic Control Devices for Street and Highways (current edition), and with the requirements set forth in this section of the specifications. No deviations from those requirements shall be made.

4.2 Basic Requirements: Provide center lane line markings with glass beads. Provide edge line markings with glass beads. Provide "no passing" barrier lines with glass beads. Provide crosswalks and stop bars. Provide single directional arrows. Provide double directional arrows. Provide turning lane lines. Provide parking area line markings.

4.3 Detailed Requirements:

4.3.1 Center/Lane Line Markings: Shall be a yellow (center) or white (lane) line consisting of dashes with blank spaces or continuous as required. The width of the center/lane line marking shall be 4 inches with a tolerance of 1/4 inch. Dashes with blank spaces pays as continuous.

4.3.2 Edge Line Markings: Shall be a yellow or white line 4 inches wide with a tolerance of 1/4 inch.

White lines shall be on the edge of pavement. For one-way roads, yellow lines shall be on the left edge and white lines on the right edge in the direction of travel.

4.3.3 No passing barrier and yellow for intersectional line markings. The stripes shall be 4 inches wide with a tolerance of 1/4 inch, and of the length as directed.

4.3.4 Parking Area Line Markings: Shall be solid white line 4 inches wide with a tolerance of 1/4 inch. Details of the line markings shall be locations as directed.

4.3.5 Crosswalks: Shall be 24 inch stepping-stone design.

4.3.6 Single Directional Arrows: Shall be provided at various locations as directed.

4.3.7 Double Directional Arrows: Shall be provided at various locations as directed.

4.3.8 Turning Lane Lines: Shall be 4 inch wide lines provided at various locations as directed.

5. TRAFFIC CONTROLS:

5.1 Suitable warning signs shall be placed near the beginning of the worksite and well ahead of the worksite for alerting approaching traffic from both directions. Small markers shall be placed along newly painted lines to control traffic and prevent damage to newly painted surfaces. Painting equipment shall be marked with large warning signs indicating slow-moving painting equipment in operation.

6. MATERIALS:

6.1 Paint and glass beads shall be delivered and stored in sealed containers that plainly show the designated name, formula or specification number, batch number, color, date of manufacture, manufacturer's name, formulation number and directions, all of which shall be plainly legible at time of use. The paint shall be homogeneous, easily stirred to smooth consistency, and shall show no hard settlement or other objectionable characteristics during a storage period of six months.

6.2 Glass Beads: Shall conform to AASHTO M247, Type I and supplied with moisture resistant coating.

7. EQUIPMENT:

7.1 Paint Applicator: The equipment for applying paint to pavements shall be self-propelled for mobile-drawn pneumatic spraying machine with suitable arrangements of atomizing nozzles and controls to obtain the specified results. The machine shall have a speed during application not less than 5 mph, and shall be capable of applying the stripe widths indicated, at the paint coverage rate specified in paragraph APPLICATION, and of even uniform thickness with clear-cut edges.

Equipment used for marking streets and highways shall be capable of placing the prescribed number of lines at a single pass as solid lines, intermittent lines or a combination of solid and intermittent lines. The paint applicator shall have paint reservoirs or tanks of sufficient capacity and suitable gages to apply paint in accordance with requirements specified. Tanks shall be equipped with suitable air-driven mechanical agitators. The spray mechanism shall be equipped with quick-action valves conveniently located, and include necessary pressure regulators and gages in full view and reach of the operator. Paint strainers shall be installed in paint supply lines to insure freedom from residue and foreign matter that may cause malfunction of the spray guns. The paint applicator shall be readily adaptable for attachment of an air-actuated dispenser for the reflective media approved for use. Pneumatic spray guns shall be provided for hand application of paint in areas where the mobile paint applicator cannot be used.

8. SURFACE PREPARATION:

8.1 New pavement surfaces shall be allowed to cure for a period of not less than 7 days before application of marking materials, unless approved otherwise by the project engineer. All surfaces to be marked shall be thoroughly cleaned before application of the paint. Dust, dirt, and other granular surface deposits shall be removed by sweeping, blowing with compressed air, rinsing with water or a combination of these methods as required. Rubber deposits, surface laitance, existing paint markings, and other coatings adhering to the pavement shall be completely removed with scrapers, wire brushes, sandblasting, approved chemicals, or mechanical abrasion as directed.

Where oil or grease are present on old pavements to be marked, affected areas shall be scrubbed with several applications of trisodium phosphate solution or other approved detergent or degreaser, and rinsed thoroughly after each application. After cleaning, oil-soaked areas shall be sealed with cut shellac to prevent bleeding through the new paint.

9. APPLICATION:

9.1 Rate of Application: Non-reflective Markings: Paint shall be applied evenly to the pavement surface to be coated at a rate of 105 plus or minus 5 square feet per gallon.

9.2 Paint: Paint shall be applied to clean, dry surfaces, and unless otherwise approved, only when air and pavement temperatures are above 40 F and less than 95 F. Paint temperature shall be maintained within these same limits. Paint shall be applied pneumatically with approved equipment at rate of coverage specified herein. The Contractor shall provide guide lines and templates as necessary to control paint application. Special precautions shall be taken in marking numbers, letters, and symbols. Edges of markings shall be sharply outlined. The maximum drying time requirements of the paint specifications will be strictly enforced, to prevent undue softening of bitumen, and pickup, displacement, or discoloration by tires of traffic. If there is a deficiency in drying of the markings, painting operations shall be discontinued until cause of the slow drying is determined and corrected.

10. SUBMITTALS:

10.1 Paint and Glass Beads: The Contractor shall submit certified test reports of paint and glass beads to be used for approval to the Contracting Officer. Approval thereof shall be obtained before the material is used on the streets or pavement. In addition, the Contractor shall supply check test samples when required by the Contracting Officer or his/her designated representative. Tests made subsequent to commencement and during the course of the work shall be made by the Contractor.

11. CONTRACTOR’S QUALITY CONTROL:

11.1 The contractor’s quality controller shall make sure that:

11.1.1 The rate of application of the paint and beads is uniform.

11.1.2 The proper paint and beads are being applied.

11.1.3 The width of the paint stripe is correct for the application. Field verify that the paint striping was properly installed.

12. UNIT OF MEASUREMENT AND PAYMENT:

12.1 Paint striping for center lane lines, edge lines, and no passing barrier lines will be counted as one linear foot (LF) of 4” wide paint stripes for one linear foot (LF) of 4” wide paint stripes measured as painted.

12.2 Paint striping for crosswalks, stop bars, single directional arrows, double directional arrows, turning lane lines, and the like will be counted as three linear foot (LF) of 4” wide paint stripes for one linear foot (LF) of 4” wide paint stripes measured as painted.

12.3 Paint striping for parking lot lines will be counted as two linear foot (LF) of 4” wide paint stripes for one linear foot (LF) of 4” wide paint stripes measured as painted.
