Joint Sealing New Concrete Pavements FA5000-12-R-0001 Attachment 1

1. SCOPE:

1.1 This section covers the cleaning, surface preparation, sawing, and sealing of the new joints in new concrete pavement.

2. APPLICABLE PUBLICATIONS:

The following publication of the issue listed below, but referred to thereafter by basic designation only, forms a part of this specification to the extent indicated by the references thereto:

2.1

Federal Specification (Fed. Spec.)

SS-S-200E Sealing Compounds, Two-Component, Elastomeric, Polymer Type, Jet- Fuel-Resistant, Cold Applied.

SS-S-1614A Sealing Compounds, One-Component, Jet-Fuel Resistant, Hot Applied.

3. DELIVERY AND STORAGE OF MATERIALS:

3.1 Materials delivered to the site shall be inspected for damage, unloaded and stored with a minimum of handling. Materials shall be handled in such a manner as to ensure installation in the joint in the prescribed manner. Storage facilities shall be provided during shipping and at the jobsite for maintaining materials at temperatures recommended by the manufacturer. Certified copies of test reports required in FS SS-S-200 shall be submitted to, and approved by the Contracting Officer.

4. MATERIALS:

4.1 Sealant Types and Usage

4.1.1 Type IV Sealant

: Type IV sealant shall conform to Fed. Spec. SS-S-200 Type M, or FS SS-S- 1614, Type I, Class 2, and shall be of a basic composition that has had satisfactory field performance for a period of not less than 2 years.

4.1.2 Usage

4.1.3 Primers

: The use of primers when recommended by the manufacturer of the proposed sealant is authorized IAW the manufacturer's instructions.

5.1 All machines, tools, and equipment used in the performance of the work required by this section will be inspected and accepted by the Project engineer / project inspector before the work is started and shall be maintained in satisfactory condition at all times.

5.2 Joint Cleaning Equipment

5.2.1 Sandblasting Equipment

: Sandblasting equipment shall include an air compressor, hose, and long-wearing, 1/4-inch, venturi-type nozzles of proper size, shape, and opening. The air compressor shall be portable and shall be capable of furnishing not less than 150 CFM and maintaining a line pressure at the nozzle while in use. Compressor capability of not less than 90 lb/in under job conditions must be demonstrated to the project engineer / project inspector prior to acceptance.

Compressor shall be equipped with traps that will maintain the compressed air free of oil and water. The nozzle or nozzles shall have an adjustable guide that will hold the nozzles aligned with the joint about 1 inch above the pavement surface. The height, angle of inclination, and size of the nozzles shall be adjusted as necessary to secure satisfactory results.

5.2.2 Concrete Saw

: A self-propelled power saw with diamond or abrasive saw blades shall be provided for sawing the joints.

5.3 Sealing Equipment

5.3.1 Type IV Cold-Applied Sealants

: The equipment for proportioning, mixing, and installing type IV cold-applied joint sealants shall be designed for delivering two semi fluid components to a portable mixer through hoses at a preset ratio of 1 to 1 (by volume) by positive displacement with an accuracy of 5 percent, plus or minus, for the quantity of each component. The reservoirs for each component shall be equipped with mechanical agitation devices that will maintain the components in a uniform condition without entrapping air. Provisions shall be incorporated to permit thermostatically controlled indirect heating of the components when required; however, immediately prior to proportioning and mixing, the temperature of either component shall not exceed 90 degrees F. Screens with square openings not exceeding 3/16 inch shall be provided near the top of each reservoir to eliminate any foreign particles or partially polymerized material that could clog fluid lines or otherwise cause misproportioning or improper mixing of the two components. The equipment shall be capable of intimately mixing the two components through a range of application rates of 10 to 60 gal/hr and through a range of pressures from 50 to 1,500 psi as required by material, climatic, or operating conditions. The mixer shall be designed for the easy removal of the supply lines for cleaning and for checking proportioning of the components. The mixing head shall accommodate nozzles of different types and sizes as may be required by various operations. The dimensions of the nozzles shall be such that the nozzle tips will extend into the joint as necessary to fill the joint from bottom to top of the joint. Before using the equipment in this work, the Contractor shall furnish the supplier's certification that the specific equipment, model and serial number, is recommended for use with the sealing compound to be installed. The initially approved equipment shall be maintained in good working condition, serviced in accordance with the supplier's instructions, and shall not be altered in any way without obtaining prior approval from Contracting Officer or designated representative.

5.3.2 Sealing Equipment: The melter unit for the FS SS-S-1614 material shall be of the double boiler type equipment with an agitator and using high flash oil, 600 F. minimum, as a heat transfer medium. The melter unit shall be equipped with a pump capable of circulating the material from the bottom to the top of the kettle. The sealing compound shall be agitated continuously during the melting and pouring process.

6. PREPARATION OF JOINTS:

6.1 Immediately before installation of the sealant, the joints shall be thoroughly cleaned until all laitance, curing compound, filler, and protrusions of hardened concrete are removed from the sides and upper edges of the joint space to be sealed. The following sequence of operations shall be used to clean the joints.

6.1.1 A power-driven concrete-saw blade shall be used to saw through all joints until the joint groove is clear and open to the full specified width and depth. All loosened materials shall be blown from the joint by compressed air. The exposed concrete joint faces and the pavement surfaces extending about 1/2 inch from the edges of joints shall then be sandblasted using a multiple-pass technique, until the surfaces are free of dust, dirt, curing compound, filler, and any other material that might prevent bonding of the sealant to the concrete. Sand of proper size and quality shall be used in the sandblasting operation. A minimum of 150 ft/min of air at a nozzle pressure of 90 lb/in shall be used for sandblasting and for final cleaning of the joints.

6.1.2 After final cleaning and immediately prior to filling, the joints shall be blown out with compressed air and left completely free of sand and water. Only the top portion of the joint shall be sealed with sealant to the depth indicated. When sawed joints are used, the lower portion of the groove shall be plugged or sealed off to prevent entrance of the sealant.

6.1.3 The material used to seal off the lower portion of the joint shall be an approved compressible, nonshrink type, nonreactive with the sealant, and nonabsorptive, such as extruded butyl or polychloroprene foam rubber, and shall not be stretched during insertion into the joint. Where inserts or filler materials used contain bitumens, a separating medium shall be inserted to prevent contact with type IV cold-applied sealants. The separating medium shall be the same as specified above of an approved nonreactive adhesive backed tape adhered to the top surface of the remaining portion of the insert. The tape shall be 1/8 inch wider than the nominal width of the joint.

7. PREPARATION OF SEALANT:

7.1 Type IV Cold-Applied Sealant

: The sealant components and containers shall be inspected by the Contractor and the project engineer / project inspector prior to use, and materials that contain water, hard caking of any separated constituents, nonreversible jell, or are otherwise unsatisfactory shall be rejected. Settlement of constituents in a soft mass that can be readily and uniformly remixed in the field with simple tools will not be cause for rejection. Prior to transfer of components from the shipping containers to the appropriate reservoirs of the application equipment, the materials in the shipping containers shall be thoroughly mixed to ensure homogeneity of the components and incorporation of all constituents at the time of transfer. When necessary for remixing prior to transfer to the application-equipment reservoirs, the components of the sealants shall be warmed to a temperature not exceeding 90 degrees F. by placing the components in heated storage or by other approved methods, but in no case shall the components be heated by direct flame or in single-walled, non-oil bath heating kettles.

8. INSTALLATION OF SEALANTS:

8.1 Time of Application: Joints shall be sealed immediately following the concrete-curing period or as soon thereafter as weather conditions permit. The concrete walls of the joint shall be surface dry, and the atmospheric and pavement temperatures shall be above 50 degrees F. at the time of application of the sealant. Open joints that cannot be sealed under the conditions specified herein shall be provided with an approved temporary seal to prevent infiltration of foreign particles.

When rain interrupts sealing operations, joints shall be recleaned prior to installing sealants.

8.2 Sealing Joints

: No joint sealant shall be installed until the cleaned joints have been inspected and accepted by the project engineer / project inspector.

8.2.1 Installation of joint sealant shall be in accordance with manufacturer's recommendations.

Unless otherwise directed, the joints shall be completely filled from the bottom up to within 1/8-inch plus or minus 1/16-inch below the pavement surface, using equipment specified in paragraph EQUIPMENT herein- before for the type sealing material to be installed. Excess or spilled sealant shall be removed from the pavement by approved methods and discarded. Traffic shall not be permitted over newly sealed pavement until authorized by the project engineer / project inspector.

In no case shall type IV cold-applied sealants be installed using gravity methods and pouring pots.

When a primer is supplied by the manufacturer, it shall be applied evenly to the joint faces in accordance with the manufacturer's recommendations.

8.2.2 When type IV cold-applied sealants are used, proportioning of the equipment shall be checked at the beginning of each day's operation and every 4 hours, to determine that the preset volume output for each component is being maintained. The material used for these checks may be returned to the proper component reservoir. The joints shall be checked frequently to ensure that the newly installed sealant is cured to a tack-free condition within 3 hours.

8.3 Final Acceptance

: In-place sealant which is not completely bonded to the concrete surfaces of the joint walls, or develops cohesive failures within the sealant, or contains voids or entrapped air, or fails to set to a tack-free condition within 3 hours will be rejected. Sealant may be rejected at any time prior to final acceptance of the project. Sealant which is rejected shall be removed from the joint, wasted, and replaced in a manner satisfactory to the Contracting Officer or designated representative at no additional cost to the Government.

9. MATERIAL SUBMITTALS:

Material submittals must be submitted for, but are not limited to, those items listed below.

Certification of shop drawings and other submittals for completeness and compliance with the contract, and necessary correction thereof prior to submittal, is a Contractor responsibility under the Contractor quality control provisions of this contract.

9.1 Certificates of Compliance

: Joint Sealant.

9.2 Certified Analysis of Product

: Joint Sealant.

9.3 Manufacturer's Recommendations

: Where installation procedures or any part thereof are required to be in accordance with the recommendations of the manufacturer of the material, printed copies of these recommendations shall be furnished the Contracting Officer prior to use on the project. Installation of the material will not be allowed until the recommendations are received and approved. Failure to furnish these recommendations can be cause for rejection of the material.

10. CONTRACTOR’S QUALITY CONTROL:

The Contractor’s quality controller shall establish and maintain control of the work covered under this section to ensure compliance with the contract requirements, including but not limited to the items listed below.

10.1 Sealant

is type specified.

10.2 The proper quantities

, rate of application, temperature and distribution rate are adhered to, and proper mixing of components is occurring.

10.3 Atmospheric and pavement temperatures

are above 50 degrees F. in the shade.

10.4 Joint

and cracks are cleaned and prepared as specified.

10.5 Materials

are shipped and stored as specified, and at temperatures specified.

10.6 Proper cure

period is allowed.

11. UNIT OF MEASUREMENT AND PAYMENT: Per the Bid Schedule and Section 1020.
