Asphalt Pavement Crack Sealing FA5000-12-R-0001 Attachment 1

1. SCOPE:

1.1 This section covers the crack sealing of asphalt pavement.

2. APPLICABLE PUBLICATIONS:

2.1 Federal Specification (Fed Spec)

: SS-S-1401C Sealing Compound, Hot-Applied, for Concrete and Asphalt Pavements.

3. GENERAL:

3.1 The contractor shall crack seal, in accordance with this section, those cracks in the areas designated by the Project engineer / project inspector.

4. DELIVERY AND STORAGE OF MATERIALS:

4.1 Materials delivered to the site shall be inspected for damage, unloaded and stored with a minimum of handling. Material shall be handled in a manner to ensure installation in the crack or joint in the prescribed manner. Storage facilities shall be provided during shipping and at the jobsite for maintaining materials at conditions and temperatures recommended by the manufacturer. Before delivery of materials to jobsite, certified copies of the test reports of all tests required in referenced publication shall be submitted to and approved by the Contracting Officer.

5. MATERIALS:

5.1 The sealing compound shall conform to Federal Specifications SS-S-1401

, and shall be compatible with the pavement materials. The compound shall form a resilient and adhesive sealant, shall effectively seal cracks in pavements against the infiltration of moisture throughout repeated cycles of expansion and contraction, and shall not flow from the cracks or be picked up by vehicle tires at ambient temperatures.

6. EQUIPMENT:

6.1 Cleaning Equipment: The crack cleaning equipment shall be of sufficient size and capacity to prepare cracks for sealing as specified herein. A vertical rotary routing machine shall be used to widen and prepare the cracks for the sealing operation. Operation of the router shall not cause spalling of the walls of the crack.

6.2 Sealing Equipment: The unit applicators used for heating and installing the sealant material shall be mobile and shall be equipped with a double boiler

, agitator-type kettle with an oil medium in the outer space for heat transfer, a direct-connected pressure-type extruding device with nozzle

2530- 2 or nozzles shaped for inserting in the crack to be filled and positive temperature devices for controlling the temperature of the oil and sealant. The applicator unit shall be designed so that the sealant will circulate through the delivery hose and return to the inner kettle when not sealing cracks. Before using the unit applicator in this work, the Contractor shall furnish the sealant manufacturer's certification that the unit is recommended for use with the sealing compound to be installed.

6.3 Air Compressor Equipment: The air compressor shall be capable of furnishing not less than 150 CFM and maintaining a line of pressure of not less than 90 psi at the nozzle while in use. The air compressor shall remove all loose material, including any sand and water in the crack, left after the routing operation.

6.4 Vacuum/Sweeper Truck: The vacuum/sweeper truck shall be used to remove debris generated by the router and air compressor and shall be capable of sweeping the debris into a vacuum on the same truck. The vacuum/sweeper truck shall be capable of storing removed debris. The purpose is to maintain a clean pavement surface for aircraft operation. The use of the vacuum/sweeper truck for crack sealing is not a separate line item.

7. CRACK PREPARATION:

7.1 Cracks from 1/8 inch wide to 1/2 inch wide shall be cleaned with the vertical rotary routing machine and all loose material removed with compressed air. Cracks smaller than 1/8 inch wide will not be repaired. All material blown out of the cracks shall be swept off the asphalt. The rotary routing machine shall rout a 1/2 inch wide by 1/2 inch deep groove. Cracks greater than 1/2" shall be repaired under patches/pothole repair.

7.2 Airfield Pavement Clean-Up: All debris generated by the router and air compressor shall be cleaned-up by the vacuum/sweeper truck, which shall be immediately behind the router and air compressor.

7.3 Existing Sealant Removal: The in-place crack sealant shall be cut loose from the crack during the routing and cleaning process. All loose old sealant remaining in the crack shall be completely removed and properly disposed of at the approved off-JBER disposal site.

8. PREPARATION OF SEALANT:

8.1 The sealant shall not be heated in excess of the safe heating temperature recommended by the manufacturer. Sealant that has been overheated or subjected to heating for over 3 hours or that has remained in the applicator at the end of the day's operation shall be withdrawn and wasted.

9. INSTALLATION OF SEALANT:

9.1 Time of Application: Cracks shall be sealed immediately following final cleaning of the crack.

The walls of the crack shall be surface dry, free of loose material and the atmospheric temperature and pavement temperature shall both be above 50 F at the time of application of the sealant. Do not install when the pavement is wet or damp, nor when it's raining.

9.2 Sealing Cracks: Cracks 1/8 inch to 1/2 inches in width shall be sealed. No crack sealant shall be installed until the cleaned cracks have been inspected and approved by the quality controller and Project engineer / project inspector. The cracks shall be filled with sealing compound to a point 1/8 inch below the pavement surface. Excess or spilled sealant shall be removed from the pavement and

2530- 3 discarded. Any crack sealant which has dried and is more than 1/8" below the pavement surface, the Contractor shall add additional crack sealant to provide a sealant surface which is 1/8 inch below the pavement surface when dry. Contractor shall use a V-shaped squeegee to smooth out the sealant over the crack and to place a 2-inch (minimum) wide strip of sealant along the crack onto the adjacent pavement.

9.3 Traffic shall not be permitted over newly sealed pavement until authorized by the Project engineer / project inspector.

10. FINAL ACCEPTANCE:

10.1 Installed sealant which is not completely bonded to the surfaces of the crack walls, or develops cohesive failures within the sealant, or contains voids or entrapped air, or fails to obtain a tack-free condition in 48 hours, will be rejected. Sealant may be rejected at any time prior to final acceptance of the project. Sealant which is rejected shall be removed from the crack, wasted, and replaced in a manner satisfactory to the Project engineer / project inspector at no additional cost to the Government.

11. SUBMITTALS: Materials and certificates of compliance shall be submitted for approval.

11.1 Descriptive data on equipment to be used for applying sealers shall be approved by the Contracting Officer.

11.2 Manufacturer's descriptive literature for sealant material shall be approved by the Contracting Officer. Include manufacturer's requirements for weather.

11.3 Certificate of Compliance for the Crack Sealant shall be approved by the Contracting Officer.

11.4 Certificate from sealant manufacturer that Contractor's sealant applicator equipment is recommended for use with the sealant to be used.

12. CONTRACTOR’S QUALITY CONTROL:

The Contractor’s quality controller shall establish and maintain control of the work covered under this section to ensure compliance with the contract requirements, including but not limited to the items listed below:

12.1 Materials and equipment to be used are approved by the Contracting Officer.

12.2 Cleaned cracks are inspected and approved by the inspector prior to application of sealant.

12.3 New crack sealant is installed 1/8 inch below the pavement surface.

12.4 The cracks are properly routed and cleaned.

12.5 Measures the actual quantity of material placed for payment.

13. UNIT OF MEASUREMENT AND PAYMENT: Per the Bid Schedule and Section 1020.
