Asphalt Pavement Repair & Maintenance Items FA5000-12-R-0001 Attachment 1

1. APPLICABLE PUBLICATIONS:

The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.

1.1 Military Standards (Mil. Std.)

: MIL-STD-621A Test Method for Pavement Sub-grade, Sub-base and base-course materials.

1.2 American Society for Testing Materials (ASTM)

: ASTM D-2397 Cationic Emulsified Asphalt ASTM D-2922 Density of Soil and Soil Aggregate in Place of Nuclear Methods.

1. Municipality of Anchorage Standard Specifications for Road Construction

: Division 70.00 Miscellaneous Items.

2. DEMOLITION: All items required to be removed for replacement or for preparation for new work shall be removed by the Contractor. The Contractor shall exercise care to avoid damage to adjacent construction and finishes during demolition. If existing construction is damaged, the Contractor shall repair or replace the construction, at no cost to the Government, to the satisfaction of the Contracting Officer or designated representative.

3. ADJUSTING OF PAVEMENT STRUCTURES:

3.1 When encountered within the limits of the assigned work, existing structures such as manholes, valve boxes, and drop inlets, shall be raised, lowered or shifted into position to conform to the new elevations of the finished pavement.

3.2 When in final position, the top of the structure shall be recessed 1/4" below the finished surface of the new adjacent pavement.

3.3 All work shall comply with the Municipality of Anchorage standard specifications for Road Construction, Division 70.00.

3.4 The unit of measurement for adjusting of pavement structures shall be by the number of structures adjusted as indicated on the bid schedule.

4. PATCHING / POTHOLE / UTILITY TRENCH REPAIR:

4.1 Patching and pothole repairs shall be completed in accordance with the following procedure. All prime coat, tack coat, base course and asphalt pavement shall be performed in accordance with the applicable sections contained in these specifications. The unit of measurement for payment for patching and pothole repair shall be by the square yard of finished patch.

4.2 The minimum size of any repair shall be 10 SY; the maximum size area shall be 200 SY

Payment for patching/pothole repair shall be full compensation for saw cutting, excavating, sub-

2100- 2 base preparation, new base course, new prime coat, new tack coat, and new PG-52-28 asphalt for constructing the patch as shown on the drawings. Payment is not handled as separate bid items for each work item.

4.3 Cutting and Excavating: The area to be repaired shall be saw cut. The cut area shall be rectangular in shape, and shall be at least 6 inches larger on each side than the hole or deteriorated area. Cuts shall be straight and vertical and shall remain such until new pavement is placed. The patch shall be excavated to firm material (minimum of 12" below the bottom of the asphalt layer).

4.4 Sub-base Preparation: The sub-base shall be constructed by scarifying the sub-base to a minimum of 6 inches. Once firm material has been reached, moistening or aerating the soil as required and compacting it to 95 percent of the maximum obtainable density. The finished sub-base shall be parallel to the finished surface course and shall be maintained in a smooth compact condition until the base course is placed. The finished sub-base shall be inspected by the Project engineer / project inspector and all deficiencies, if any, shall be corrected by the Contractor prior to placing the base course.

4.5 New base Course: New 12" base course material shall be placed in the excavation on the prepared sub-base in lifts not to exceed 6 inches. Each lift shall be compacted to 98 percent of the maximum obtainable density, and the finished elevation of the final lift shall be 3" below the edge of the adjacent pavement. Prime coat shall be applied to the base course.

4.6 New Asphalt Pavement: New 3" PG-52-28 hot-mix asphalt shall be compacted to 96 percent of the maximum obtainable density. Pavement shall be placed on the new base course in one or two lifts.

4.7 Testing: Perform testing IAW the appropriate technical provision section. For example, for the base course, perform testing IAW Section 2235.

5. MINOR ASPHALT REPAIRS:

5.1 Same work requirements as Patching/Pothole Repair, but with a minimum size area of 200 SY to a maximum size of 1,000 SY. This payment item includes: saw cutting, excavation, sub-base preparation, new 12" base course, new prime and tack, and new 3" PG-52-28 asphalt pavement.

Payment is not handled as separate bid items for each work item.

5.2 Testing: Perform testing IAW the appropriate technical provision section. For example, for the base course, perform testing IAW Section 2235.

6. MAJOR ASPHALT REPAIRS:

6.1 A minimum size area greater than 1,000 SY

with no maximum size area stated. Payment is handled as separate bid items for each work item, such as sub-base (tons), base course (tons), and new asphalt pavement (tons). New asphalt pavement shall be either PG-52-28 or PG-52-28-3%SBS as determined by the project engineer. This line item includes asphalt overlays.

6.2 Testing: Perform testing IAW the appropriate technical provision section. For example, for the asphalt pavement, perform testing IAW Section 2550.

7. NEW ASPHALT LEVELING COURSE:

7.1 The contract unit price for the leveling course shall be full compensation for surface preparation of the existing asphalt pavement, tack coat application, and placing and compaction of varying thicknesses of asphalt pavement in order to provide a level surface on which to asphalt overlay. Tack coat and bituminous surface course shall be in accordance with the applicable section contained in these specifications.

7.2 The surface to be leveled shall be swept clean of all dirt, debris and loose or foreign material. All cracks shall be sealed (separate pay item) and repairs made to the existing surface (separate pay item) prior to commencing the leveling operation. Tack coat shall be applied to the prepared surface and the leveling course shall be placed and compacted to yield a level finish surface compacted to 96 percent maximum density. The unit of measurement for leveling course shall be by the tons of leveling course placed and accepted.

7.3 Testing: Perform testing IAW the appropriate technical provision section. For the asphalt pavement perform testing IAW Section 2550.

8. NEW ASPHALT OVERLAYS:

8.1 The contract unit price for overlaying shall be included under the bid item for "new asphalt pavement" and shall be full compensation for surface preparation of the existing asphalt, tack coat application, and placing and compaction of a minimum thickness of 1-1/2" layer of asphalt pavement. Tack coat and asphalt pavement shall be in accordance with the applicable sections contained in these specifications.

8.2 The surface to be over-laid shall be swept clean of all dirt, debris and loose or foreign material.

All cracks shall be sealed (separate pay item) as required and repairs made to the existing surface (separate pay item) prior to commencing the overlay operation. Tack coat shall be applied to the prepared surface, and the overlay shall be placed and compacted to yield a 1-1/2" minimum to 2" maximum finish thickness compacted IAW section 2550.

8.3 The Contractor shall provide the labor and equipment to obtain compaction tests and sample cores to determine the asphalt thickness. The unit of measurement for overlays shall be by the ton of asphalt pavement placed and accepted. Asphalt overlay shall be PG-52-28 or PG-52-28-R as determined by the project engineer.

8.4 Testing: Perform testing IAW the appropriate technical provision section. For the asphalt pavement perform testing IAW Section 2550.

9. NEW ASPHALT TRANSITIONS:

9.1 This contract unit price shall be full compensation for saw cutting, pavement removal and disposal, scarifying and re-compacting the base course, applying tack coats and placing and compacting the asphalt pavement. Transitions shall be constructed as shown on the contract drawings. The unit of measurement for payment of transitions sections shall be by the ton of new PG-52-28 asphalt pavement placed.

9.2 Testing: Perform testing IAW the appropriate technical provision section. For the asphalt pavement perform testing IAW Section 2550.

10. PAVEMENT SURFACE REPAIRS:

10.1 Provide molecular quartz compound for performing surface repairs on concrete. Install per manufacturer's installation instructions. Provide product data sheets and installation instructions for approval. Clean all areas to be repaired prepare and prime the surface prior to placing the material. Provide Belzona Quartz or Thorex Grano-tech or approved equal.

10.2 Unit of measure shall be by the SF of new material placed.

10.3 Molecular quartz compound shall have the following properties:
