1. SCOPE:
1.1 This section covers the application of rubberized coal-tar pitch emulsion surface treatment to asphalt pavement surfaces.
2. APPLICABLE SPECIFICATIONS:
The following specifications and standards form a part of this specification to the extent referenced.
The publications are referred to in the text by the basic designation only.

DESCRIPTION:
3.1 The bituminous surface treatment covered herein shall consist of consecutive applications of rubberized coal-tar pitch emulsion, mixed with mineral aggregates, on a previously prepared bituminous pavement surface.
4. MATERIALS:
4.1 Mineral Aggregates
: The mineral aggregate shall be either a natural or manufactured product composed of clean, hard, durable, uncoated particles free from dirt, organic matter and other objectionable substances. Gradation shall meet the following requirements when tested according to ASTM C 136:

4.2 Bituminous Materials Submittals
: Bituminous materials used for prime and subsequent surface treatments shall be rubberized coal-tar pitch emulsion, suitable to attain the rates of coverage shown in Table II of this specification. The rubberized coal-tar pitch emulsion shall be homogeneous and show no separation or coagulation of components which cannot be overcome by moderate stirring and shall be prepared from straight run coal-tar conforming to ASTM D 490, except that oil-gas and water-gas tars shall be excluded. The coal-tar pitch shall be blended, after emulsification, with a minimum of three percent by weight of un-vulcanized rubber or latex rubber, which is resistant to petroleum oils and distillates. Upon curing, the rubberized coal-tar pitch emulsion shall provide a continuous, unbroken, adherent coating which is resistant to jet fuel, gasoline and other petroleum derivatives, water, volatilization, oxidation and weathering. If shipping during freezing weather is anticipated, the rubberized coal-tar pitch emulsion shall be fortified with an appropriated commercial anti-freeze solution in accordance with the manufacturer's instructions, in a manner not harmful to the rubberized coal-tar pitch emulsion or its components. In lieu of using antifreeze, the material must be maintained above 45 F.
Manufacturer's certificates shall be furnished to the Contracting Officer certifying that all materials delivered conform to the specified requirements. Materials shall also be subject to the following requirements; test results for these requirements shall be submitted to the Contracting Officer for approval:
4.2.1 The composition shall be determined in accordance with ASTM D 2939, Section 3, 8, 9, 10 & 11, and conform to the minimum requirements of Federal Specification R-P-355 which are:

4.2.2 Drying time shall be determined in accordance with ASTM D 2939, Section 14, and shall exhibit final set within 8 hours at 25 degrees C (+-2 degrees C) and 50 percent (+-2%) relative humidity.
4.2.3 Resistance to volatilization shall be determined in accordance with ASTM D 2939, except that the residue from the procedure outlined in Section 8 is to be heated in an oven at 270 C for 30 minutes. The loss in weight shall not exceed 15 percent.
4.2.4 Resistance to heat shall be determined according to ASTM D 2939, Section 15, except that the oven is to be maintained at a temperature of 80 degrees C (+-2 degrees C). The coated panel shall be removed from the oven after a period of at least 1 hour, but not to exceed 1-1/2 hours, and then placed immediately in the flexing box. Within a period of 2 to 3 seconds, the panel shall than be flexed rapidly five times in succession to a depth of 1/2 inch. The coating is considered satisfactory if it does not crack to its full depth, flake or separate from the metal panel.
4.2.5 Resistance to low temperatures shall be determined with test panels prepared in accordance with Section 13, ASTM Serial Designation D 2939. The rubberized coal-tar pitch emulsion coating shall be cured for at least 48 hours at 25 C (+-2) and 50 percent (+-2%) relative humidity. The panel is then to be placed in a freezer maintained at 0 C (+-2), for a period of at least 1 hour but not more than 1-1/2 hours. Immediately upon removal it shall be placed in a flexing box. Within a period of 6 to 10 seconds the panel shall be flexed five times in succession to a depth of 1/2 inch. The coating is considered satisfactory if it does not crack to its full depth, flake or separate from the metal panel.
4.2.6 Resistance to freezing shall be determined in accordance with Section 49 of ASTM D 244. Wet samples of rubberized coal-tar pitch emulsion containing anti-freeze in accordance with paragraph 4.2, covered in Fed Spec 355, shall be exposed to a temperature of -17 C (+-2); the material is considered satisfactory if it returns to an emulsion state with stirring.
4.2.7 Resistance to field service fluids shall be determined with the aid of tile panels coated with adequately cured rubberized coal-tar pitch emulsion prepared as outlined in ASTM D 466. The rubberized coal-tar pitch emulsion shall be applied in two coats, each having a cured thickness of not less than 1/32 inch nor more than 3/32 inch, and cured in circulating air at 25 C (+-2) and 50 percent (+-2%) relative humidity for a period of not less than 96 hours. Steel rings shall then be uniformly impressed into the cured rubberized coal-tar pitch emulsion films, to within 1/32 inch of the underlying tile surface, and filled with the following fluids: (a) distilled water, (b) jet fuel JP-4,
(c) No 10 motor oil and (d) lubricating oil
, aircraft turbine engine, synthetic base, Mil Spec MIL-L- 7808. After standing for 48 hours at laboratory temperature, these fluids shall be poured out of the rings and the areas exposed to water or solvent action, then blotted dry. The rubberized coal-tar pitch emulsion shall show no more than slight softening and no loss of adhesion. When the tiles are broken in half, no evidence of leakage or discoloration shall be visible.
4.3 Water and Additives
: Use potable water for blending the mixes and for rinsing or wetting the pavement surface. When additives are used to fortify the rubberized coal-tar pitch emulsion against freezing and/or when required to ensure coating of the sand or dampening of the pavement surface, they shall be non-harmful to the bituminous components and have no adverse effects upon the slurry seal mixture.
4.4 Slurry

4.4.1 Proportioning
: Mineral aggregates shall be mixed with the emulsion at the rate of three to six pounds per gallon on undiluted rubberized coal-tar pitch emulsion as shown in Table II, unless otherwise specified by the Contracting Officer or designated representative. Water blended into the mix for workability shall not exceed 20 percent by volume of rubberized coal-tar pitch emulsion used, which includes the surface moisture content of the mineral aggregates. The amount of water to be added to the rubberized coal-tar pitch emulsion shall be the minimum necessary to secure a workable mixture and is determined by preparing one or more test batches which contain the proportion of sand to rubberized coal-tar pitch emulsion accepted by the Contracting Officer or designated representative.
4.4.2 Mixing
: Rubberized coal-tar pitch emulsion shall be charged into the mixer first, and, if necessary, water added as the mixer operates, allowing not less than 5 minutes for thorough blending of the liquids. Mineral aggregates shall be introduced slowly as the mixer operates, to prevent segregation or lumping of the materials and mixing shall be continued for a minimum of 5 minutes after all mineral aggregates have been added.
5. SAMPLING AND TESTING:
5.1 Sources of all material shall be selected prior to the time when the materials are required for use in the work. All samples shall be supplied, shipped and tested at the Contractor's expense and all necessary tests will be performed by an approved commercial testing laboratory or the Quality Control Representative. Before delivery of materials, certified copies of test reports establishing compliance with these specifications shall be approved by the Contracting Officer.
6. QUANTITIES OF MATERIALS:
6.1 The following quantities apply to mixing and application, unless otherwise instructed by the Contracting Officer or designated representative to comply with specific field conditions.

7. EQUIPMENT:
7.1 All equipment, machines and tools used in performing the required work shall be of types and capacities accepted by the Contracting Officer or designated representative and shall be maintained in satisfactory working condition at all times.
7.2 Cleaning Equipment
: Cleaning equipment shall be capable of effectively removing oil, grease, paint, clay, dust, rubber deposits and other objectionable materials from the pavement surface before priming.
7.3 Mixing Equipment
: Mechanical equipment used for blending and mixing slurry shall be of adequate capacity, suitably powered and shall meet the Contracting Officer or designated representative’s acceptance in all respects.
7.4 Wetting Equipment
: A distributor truck or other method, accepted by the Contracting Officer or designated representative, shall be used to dampen pavement surfaces before application of the slurry.
7.5 Application Equipment
: Application equipment shall be a combination of, or individual use of, spray bar equipment, mechanical brushes, nylon or plastic- bristled broom, squeegees and related hand tools, and shall be of adequate types and sizes to satisfactorily perform the required work in accordance with the application rates shown in Table II.
7.6 Pneumatic-Tired Rollers
: Pneumatic-tired rollers shall be self-propelled and have wheels mounted in two axles in such a manner that the rear group of wheels will not follow in the 2 tracks of the forward group. Tires shall be uniformly inflated to 50/lb/in pressure. Pneumatic/tired rollers shall be equipped with boxes or platforms for ballast loading and shall be loaded so that tire-print width of each wheel in not less than the space between adjacent wheels. Rollers shall be equipped with water tanks and sprinkler apparatus which shall be used to keep the wheels damp and prevent adherence of bituminous materials to the wheels.
8. WEATHER LIMITATIONS:
8.1 Emulsion shall be applied in dry weather and only when the pavement and atmospheric temperatures are 50 F or above. Application will not be permitted when precipitation is anticipated before the film dries to a rain-resistant condition or when temperature and humidity conditions are such that the rubberized coal-tar pitch emulsion could not dry thoroughly before a minimum pavement temperature of 45 F occurs. Application will not be permitted when the pavement is wet.
9. PREPARATION OF SURFACE:
9.1 Pavement surfaces to be surface treated shall be free of volatiles, oil, grease, loose paint, clay, dust, rubber deposits and other objectionable materials which might adversely affect bonding of the coal-tar pitch emulsion.
9.2 The new pavement surface to be treated must be properly cured before application. Normal curing time is 30 days. Check pavement for curing by running water across the surface. If water beads up on the pavement, the pavement is not cured.

9.3 Tie-Down Anchor Recesses
shall be filled with sand or otherwise protected to prevent clogging with bituminous material. Recesses shall be cleaned of protective material after final rolling or surface, prior to final acceptance.
9.4 Pavement Cleaning
: All loose material, dirt, clay, other foreign material and surface deposits of oil, grease, hydraulic fluid, etc., shall be removed from the surface to be treated by the use of detergents, power-driven wire brushes, high pressure water, air compressors, power brooms, or any combination of the above necessary to clean the pavement surface. When detergents are used, the pavement shall be thoroughly flushed with clean water to remove all traces of the detergent.
Petroleum solvents shall not be used for cleaning.
9.5 Final Preparation of Surfaces
: After cleaning operation and before applying the surface treatment, the project engineer / project inspector shall inspect the area to be surface treated to determine its fitness to receive the bituminous sealing material. Immediately before the application of the tar emulsion the surface shall be dampened with a light application of 0.05 to 0.10 gallon of water per square yard.
10. APPLICATION OF SLURRY:
10.1 General
: The pavement surfaces shall be primed in accordance with Table II of these specifications. Each application shall be adequately cured before the next coat is applied. Each coat shall be so applied that coverage is uniform and any pinhole or unsealed areas shall be touched up to the project engineer / project inspector's satisfaction. Treated areas shall be inspected before each subsequent application to ensure proper coverage.
10.2 First (Prime) Application
shall be made with suitable equipment, on the previously prepared and dampened surface, at the rate shown in Table II.
10.3 Second Application
containing mineral aggregates shall be made with suitable equipment on the previously primed, cured and dampened (if required surface at the rate shown in Table II.
10.4 Third Application
10.5 Application of each coat results in uniform coverage without any pinholes or unsealed areas.

11. CURING TIME:
11.1 Adequate time shall be allowed for each application to dry thoroughly prior to the next application and in no case will a curing period of less than 4 hours be permissible. Upon completion of surface treatment, all traffic shall be excluded from the area for a minimum of 24 hours, and longer if the Contracting Officer or designated representative so instructs.
12. ROLLING:
12.1 As required by the sealcoat manufacturer's instructions or by the direction of the Contracting Officer or designated representative to smooth out ridges and provide a uniform surface.
13. CLEANUP:
13.1 On completion of work each day, all trash, discarded seal material, or other refuse shall be collected and removed from the site and disposed of to an approved off-JBER disposal site

14. INSPECTION:
14.1 Rigid inspection shall be maintained throughout progress of the work. All pinholes, voids and uncoated areas shall be sealed to the satisfaction of the Contracting Officer or designated representative before acceptance.
15. CONTRACTOR’S QUALITY CONTROL:
The contractor’s quality controller shall establish and maintain control of the work covered under this section to ensure compliance with the contract requirements, including, but not limited to, the items listed below.
15.1 Insure that only approved materials are installed.
15.2 Insure that the proper application rates for each coat are adhered to.
15.3 Insure that each coat is applied uniformly.
15.4 Insure that each coat is applied in acceptable weather conditions.
16. PROPERTIES FOR JET FUEL RESISTANT SEAL COAT (TROWEL ON):
16.1 The JFR seal coat (trowel on) shall be a 2 part 100% solids epoxy system with silica aggregate such as Hallemite Black Amazite or approved equal and shall meet the following requirements:

16.3 Physical Properties
16.3.1 Material shall be toweled in place, self-leveling, slip resistant, non-porous, and resistant to jet fuel (JP-4 and JP-8) spills.
16.3.2 Material shall be a 2 component epoxy surfacing system composed of an epoxy hardener (1 part) and an epoxy resin (1 part) with clean, dry silica sand meeting the #20 to #40 mesh. The sand is applied at the rate of 30# per one gallon of epoxy. Provide coverage at the rate of 1/16 inch thickness.
16.3.3 Follow manufacturers installation instructions with regard to surface temperature.
17. UNIT OF MEASUREMENT AND PAYMENT: Per the Bid Schedule and Section 1020.
