PART 1 GENERAL

1.01 APPLICABLE PUBLICATIONS: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

1.02 DEFINITIONS

A. Accumulation Point: A secure area where segregated containers are maintained for the purpose of accumulating and agglomerating similar waste types in accordance with the requirements of 40 CFR 262 and 8 AAC 61, Subchapter 10.

B. Accumulation Time: The elapsed time from the date accumulation of waste material placed in the container to the date it is removed from the site.

C. Empty Container: A container or liner which has contained a hazardous or acutely hazardous waste is empty when the provisions of 40 CFR 262.7(b) are met.

D. Generator: A person, by site, who produces hazardous waste or caused hazardous waste to be produced subject to regulation.

E. Hazardous Waste: A material defined by 40 CFR 260 and 261 to be such.

F. Generator I.D. Number: The unique number assigned by EPA to each generator, transporter, and Treatment Storage Disposal Facility.

G. Material Safety Data Sheet: Information publication accompanying potentially hazardous industrial products which indicate hazards, safety measures, and type of material in accordance with U.S. Dept of Labor, Occupational Safety and Health Administration regulations.

H. Treatment Storage Disposal Facility (TSDF): An EPA-permitted facility for treating, storing, or disposing of hazardous waste.

1.03 SCOPE OF WORK

A. General: All hazardous waste developed, produced, or otherwise resulting from work on this job shall be accumulated and disposed by the Contractor in accordance with O-Plan 19-3.

B. Defining Potential Hazardous Waste Materials: The contractor shall review all materials to be utilized on this job to determine if spent, reclaimed, or excess materials may be classified as a hazardous waste in accordance with 40 CFR 260, 261, and 18 AAC 62. Contractor shall prevent these materials from entering on-site waste disposal areas by marking the virgin material container(s), monitoring material use, and providing and using marked waste or spent material containers. Hazardous materials shall be managed in accordance with O-Plan 19-3 and BASE Elmendorf pollution prevention requirements. Hazardous waste may also be developed by the demolition of existing construction. Contractor shall investigate construction to be demolished and shall identify items, in accordance with O-Plan 19-3, which may contain, or result in the production of hazardous waste.

C. Accumulation Point: Contractor shall provide a secure area for the accumulation point and manage it in accordance with O-Plan 19-3 to prevent unauthorized access to hazardous material and wastes when left unattended. The secure area requires a six-foot high chain link fence, or a locked metal building. Land spill containment for 110 percent of the maximum capacity that could be stored is required.

Drums/containers may not be stacked. The contractor shall have fire and spill control equipment and signage in accordance with O-Plan 19-3 and Paragraph 3.01 of this section.

D. The accumulation point shall be located in a secure area that is contiguous to the site, normally within 100 feet of the construction site.

E. The accumulation point plan and location shall be identified by the Contractor and submitted to the Contracting Officer for approval 14 days prior to start of work. The Contractor shall appoint an Accumulation Point Manager, primary and alternate, to the Contracting Officer and ensure personnel have attended appropriate training in accordance with O-Plan 19-3. 673d CES/CEANV provides monthly hazardous material/waste training for workers, supervisors, managers and accumulation point mangers;

contractors may attend at no cost.

F. If the Contractor has an existing accumulation point at the site, and the Contracting Officer (for the existing accumulation point) agrees thereto, the Contractor may utilize that accumulation point for the this job, providing the accumulation point meets all requirements of this specification in accordance with O- Plan 19-3.

G. Contractor shall label, store, and maintain records of waste stored at the accumulation point in the Environmental Notebook in accordance with O-Plan 19-3 and 40 CFR 261 and 262. Contractor shall inspect the accumulation point each work day and log the inspection in accordance with O-Plan 19-3.

H. Disposal of Hazardous Waste: The Contractor shall periodically, in accordance with O-Plan 19-3, 1121- 3 remove the waste material from the accumulation point in accordance with 40 CFR 261 and 262; package the waste in accordance with 49 CFR 173 and 178; label and mark each package in accordance with 49 CFR 172; and contact the 673d CES/CEANV to schedule turn-in. Contractor shall contact CEVQW at least 14 calendar days before containers exceed the allowable storage time, IAW 40 CFR 262. Unless otherwise notified, all hazardous wastes shall be transported by the contractor to 673d CES/CEANV, 4314 Kenney Avenue, within 90 days of the date accumulation began. All waste containers, over packs, absorbent materials, etc., for movement of the waste shall be provided by the Contractor. All containers shall be marked and labeled in accordance with 40 CFR 262, Subparts B and C; and 49 CFR 172, Subparts C and D.

I. The Contractor shall submit a record of proper disposal as outlined above to the Contracting Officer.

The Contracting Officer will direct the contractor to the approved TSDF for waste generated on JBER.

J. Safety: The Contractor shall comply with all provisions of O-Plan 19-3, 8 AAC 61, Subchapter 10 and 18 AAC 75 in all operations involving hazardous wastes and potentially hazardous waste materials.

Contractor shall comply with installation safety regulations.

K. Spills and Emergencies: The Contractor shall notify the JBER Fire Department immediately at 552- SPIL (552-7745), or 552-2801, and the Contracting Officer in the event of a hazardous waste spill, fire, explosion, or other release which could threaten human life. The Contractor shall immediately report it to the BASE Fire Department the name, address and ID number of the generator; date, time and type of incident; the quantity and type of waste; extent of injuries/fatalities; and estimated quantity and disposition of recovered materials. The Contractor shall immediately contain the spill and minimize damage to human and environmental health.

1.05 SUBMITTALS:

A. Shop drawings and sketches:

1. Accumulation Point Design (in accordance with O-Plan 19-3 including security measures, waste container layout, secondary containment, safety and fire protection equipment).

2. Sample Hazardous Waste Documents from O-Plan 19-3: AF Form 2005, Issue/Turn-In Request; DD Form 1930; daily inspection drum log for each type of waste; and the planned accumulation times. These shall be included in the Contractor's implementation plan for SECTION 01120: ENVIRONMENTAL

PROTECTION/HAZARDOUS MATERIALS.

B. MSDSs for all hazardous materials and potential hazardous wastes to be used.

C. Copies of accumulation point daily and weekly inspection summary sheets.

D. The name, phone number and experience resume of the emergency coordinator.

E. Sampling and analysis plan and schedule, for all hazardous waste to be generated.

1.06 QUALITY CONTROL: The Contractor shall establish and maintain control of the work covered under this section to ensure compliance with the contract requirements, including but not limited to the items listed below:

A. Records, required documents, permits, reports, inspection logs and summaries are kept and maintained in accordance with O-Plan 19-3, this specification and all applicable regulations.

B. Accumulation point is secure in accordance with O-Plan 19-3, signage is posted with the required information, includes no open containers or missing labels, includes spill containment materials as required by 18 AAC 75 and fire extinguishers as required by the local fire chief, and daily inspection logs are completed each day contractor is on site.

C. Stored wastes are segregated by type; each container is properly identified and marked with the date that accumulation began in accordance with O-Plan 19-3; each container is scheduled for turn-in to the TSDF prior to its allowable time limit.

D. Shipping containers comply with 49 CFR 178 and packaging, marking and placarding of shipments conform to 40 CFR 262.

E. Protective equipment, including telephone or radio, is readily available, but separate from the accumulation point as required by 8 AAC 60, Subchapter 10 for emergency response. Emergency response contact information is posted or otherwise readily available to workers.

F. Accumulation point users and the emergency coordinator are trained in proper waste handling techniques, emergency condition responses, and spill containment techniques.

PART 2 PRODUCTS - Not Used.

PART 3 EXECUTION:

3.01 ACCUMULATION POINT: The Contracting Officer will approve the allowable location(s) designated as an accumulation point. The accumulation point shall be managed in accordance with O-Plan 19-3, and be fenced or otherwise secured. The Contractor shall appoint and train an accumulation point monitor, primary and alternate, and the accumulation point shall display the appropriate signage.

Contractor shall appoint an emergency coordinator and shall post the following information both on the entrance to the accumulation point and at a telephone accessible and near the accumulation point:

A. The name and telephone numbers of the accumulation point managers.

B. The locations of the fire extinguisher, spill control materials, and alarm pull station.

C. The telephone number of the fire department (x911).

D. “Authorized Personnel Only,” “No Smoking,” and other signage as required.

3.02 Contractor shall provide separate waste accumulation containers for each class of waste, as required by O-Plan 19-3 and CFR 261.

3.03 Contractor shall provide hazardous material, hazardous waste and pollution prevention training and equipment to all employees using or working at the accumulation point in compliance with O-Plan 19-3, 40 CFR 260, 262, 8 AAC 61 Subchapter 10, and 29 CFR 1910.120. Training records shall be on site and available for inspection during Contractor working hours.

3.04 All containers at the accumulation point shall be in good condition, with no dents, leaks, or rust. All containers shall be marked in accordance with O-Plan 19-3 and 40 CFR 262, with the following information:

A. The words “Hazardous Waste”.

B. Contractor’s name, address, phone number, and point of contact’s.

C. The name of the waste material.

D. The date the accumulation began.

E. The JBER hazardous waste EPA I.D. number.

3.05 RECORD KEEPING

A. Contractor shall maintain records of all potential hazardous waste material brought onto the site in accordance with O-Plan 19-3. Records shall include a weekly summary of material used, how it was used (degreasing, paint removal, clean-up of painting equipment, etc.,) amount of waste generated, and waste container receiving the material. Each container shall have a running tally of waste received by date and volume (or weight) and type. Accumulation point manager shall conduct inspections each work day in accordance with O-Plan 19-3.

B. Contractor shall maintain records in the accumulation point’s Environmental Notebook as required by O-Plan 19-3, 18 AAC 62, and 40 CFR 262 and 40 CFR 262.5.

C. Contractor shall maintain in the Environmental Notebook the MSDSs for potential hazardous waste materials, along with the waste accumulation point summary sheets, and other records; the Environmental Notebook shall be easily accessible for all workers to identify hazards to response personnel in case of emergency.

D. The Contractor shall maintain records, MSDSs, User Knowledge Statements, or sampling and analysis documents in accordance with O-Plan 19-3 that determine waste is hazardous, and those records shall be available for inspections by employees, 673d CES/CEANV, EPA, and other appropriate authorities.

E. REMOVAL OF WASTE FROM SITE: The Contractor shall provide a drum log, sample results, and completed DD Form 1930 for each drum being turned in to the TSDF. Guidance for turn in and example documents may be obtained from 673d CES/CEANV by appointment or during quarterly inspections. The contractor shall sign the DD Form 1930 and AF Form 1348-1A as the generator.
