Cold Planing of Asphalt & Concrete Pavements FA5000-12-R-0001 Attachment 1

1. SCOPE:

1.1 This section covers the cold planing of asphalt pavements and concrete pavements.

2. APPLICABLE PUBLICATIONS: C 136-83 Sieve Analysis of Fine and Course Aggregates.

3. EQUIPMENT, TOOLS AND MACHINES:

3.1 Cold-Planing Machine: The cold-planing machine shall be a self-propelled machine capable of milling the pavement to a specified depth and smoothness. Pavement milling machine shall be capable of establishing grade control; shall have means of controlling transverse slope and shall have effective means of controlling dust produced during the pavement milling operation. The machine shall have the ability to remove the millings or cuttings from the pavement and load them into a truck. The milling machine shall not cause damage to any part of the pavement structure that is not to be removed.

3.2 Cleaning Equipment: All cleaning equipment shall be suitable for removing and cleaning loose material from the pavement surface.

3.3 Straightedge: The Contractor shall furnish and maintain at the site, in good condition, one 12-foot straightedge or other suitable device for each milling machine, for testing the finished surface.

Straightedge shall be made available for Government use. Straightedges shall be constructed of aluminum or other lightweight metal and shall have blades of box or box-girder cross section with flat bottom reinforced to ensure rigidity and accuracy. Straightedges shall have handles to facilitate movement on the pavement.

4. WEATHER LIMITATIONS:

4.1 Milling shall not be performed when there is accumulation of snow or ice on the pavement surface.

5. GRADE AND SURFACE-SMOOTHNESS REQUIREMENTS:

5.1 Grade: All pavement to receive new asphalt overlay shall be milled. The finished milled surfaces shall conform to the lines, grades, and cross sections indicated. The milling process shall remove 3/4" minimum from the existing asphalt pavement to a maximum depth of 2" in one pass.

Depths from 3" to 4" shall be done in two passes. Depth of removal shall be determined by the project engineer. Depth of milling shall not very more than 0.02 feet from specified.

5.2 Surface Smoothness: Finished surfaces shall not deviate from the testing edge of a 12 foot straightedge more than 1/4" in either the transverse or the longitudinal direction.

6. PREPARATION OF SURFACE:

6.1 The pavement surface shall be swept clean of dirt, gravel, sand, or clay or other foreign material immediately prior to milling the pavement.

7. MILLING OPERATION:

7.1 Sufficient passes shall be made so that the designated area is milled to the grades and cross sections indicated. The milling shall proceed with care and in depth increments that will not damage the pavement below the designated finished grade. Any pavement that is torn, cracked, gouged, broken or undercut shall be repaired or replaced as directed.

8. GRADE AND SURFACE-SMOOTHNESS TESTING:

8.1 Grade-Conformance Tests

: The finished milled surface of the pavement shall be tested for conformance with the plane-grade requirements by running lines of levels at intervals of 25 feet, both longitudinally and transversely, to determine the elevation of completed pavement. The Contractor shall correct variations from the designated grade line and elevation in excess of the plane-grade requirements, as directed. Skin patching for correcting low areas will not be permitted.

The Contractor shall remove and replace the deficient low area.

8.2 Surface-Smoothness Tests:

After completion of the final milling, the finished milled surface shall be tested with a straightedge. Other approved devices may be used provided that, when satisfactorily and properly operated, such devices reveal all surface irregularities that depart from the testing edge by more than 1/4 inch shall be corrected.

8.3 Thickness of Removal Tests: The finished milled surface of the pavement shall be measured for conformance to the required thickness of removal by cold-planing at intervals of 50 feet on both edges of each paving lane. The Contractor shall correct high spots by further cold planing.

9. CLEAN UP:

9.1 All cuttings shall be removed and stockpiled at the off-JBER location or at an approved on- JBDR site. The cold-planed areas shall be left broom clean at the end of each working shift in all areas. For the roads located on the airfield and for all work on the airfield pavements, the cold-planed areas shall be vacuumed cleaned at the end of each working shift. 9.2 Preparation for Paving: After completion of the final milling, the milled surface shall be swept clean of the millings and followed by the tack coat. The tack coat surface shall be cleaned of debris immediately prior to paving.

10. SUBMITTALS:

10.1 Descriptive data on equipment used for cold planing.

11. CONTRACTOR’S QUALITY CONTROL:

The Contractor’s quality controller shall establish and maintain control of the work covered under this section to ensure compliance with the contract requirements, including but not limited to the items listed below.

11.1 Equipment conforms to specification requirements.

11.2 Surfaces conform to grade and smoothness tolerances, and specified thickness of removal. QC shall record this data in the QC reports.

11.3 Clean-up and repair of any damaged items is as specified.

11.4 Areas cold planed correspond to the areas designated in the delivery order calls.
