1. Project Scope

1.1 The contractor shall provide all labor, materials, equipment, tools, supervision, etc., required to perform the work line items shown on the Bid Schedule for maintenance, repair, and new work on Joint Base Elmendorf – Richardson (JBER), Alaska. The work areas include, but are not limited to: all road pavements, including parking lots, driveways, bike paths, golf cart paths, and the like;

and all airfield pavements, including taxiways, runways, aprons, airfield roads, hangar floors and the like. The work items include, but not limited to: asphalt & concrete paving, crack sealing, joint sealing, spall repairs, pothole repair, replace curbs & gutters, replace sidewalks, pavement markings, base course & sub-base work, excavation, electrical support, landscaping, & others.

1.1 Definitions of the Bid Line Items: (Definition Numbers match Bid Line Item Numbers) (0001 is the same as 1) & (1001 is the same as 1)

Work Items for Roads & Airfields:

Excavation and Removal:

Line Item #1. Remove Existing Asphalt Pavement (on-JBER)

Scope of Work: Payment shall be full compensation for the removing of the existing asphalt pavement, and the loading, scaling, hauling, and stockpiling of the asphalt rubble at a JBER site within 5 miles by road of the asphalt removal area. Tonnage will allow for approximately 1” of base course removal. (Actual average asphalt thickness) x (actual area) x (150 pcf) may be used in lieu of scaling. Saw cutting existing asphalt pavement is a separate line item.

Unit of Measurement:

TONS of removed asphalt pavement.

Line Item #2. Remove Existing Asphalt Pavement (off-JBER)

Scope of Work: Payment shall be full compensation for the removing of the existing asphalt pavement, and the loading, scaling, hauling, and stockpiling of the asphalt rubble at an off-JBER site. Tonnage will allow for approximately 1” of base course removal. (Actual average asphalt thickness) x (actual area) x (150 pcf) may be used in lieu of scaling. Saw cutting existing asphalt pavement is separate line item.

Scope of Work: Payment shall be a unit price increase, decrease, or no change on any individual delivery order when the actual quantities of “removed existing asphalt” are less than 2,500 tons

Line Item #4. Cold Plane Existing Asphalt

Scope of Work: Payment shall be full compensation for the cold planing of the existing asphalt pavement, and loading, hauling, and stockpiling of the cuttings at an on-JBER site. Cold planing will vary from 3/4" to 2" per pass. Use (actual average asphalt thickness) x (actual area) to measure quantity. The sweeping required to remove the millings is included in this line item. Includes contractor’s quality control.

Unit of Measurement: SY-INCH, per SY at one inch of asphalt thickness. Perform IAW

Line Item #5. Cold Plane Existing Asphalt (Less than 50,000 SY-IN)

Scope of Work: Payment shall be a unit price increase, decrease, or no change when the actual quantities of cold plane existing asphalt are less than 50,000 SY-IN of area

. A delivery order may contain several isolated work areas. This cost adjustment is applied to the unit price of the “Cold Plane Existing Asphalt” line item.

Unit of Measurement: Unit price increase, decrease, or no change per SY-INCH of asphalt thickness. Perform IAW:

Line Item #6. Saw cut New/Existing Asphalt Pavement

: Payment shall be full compensation for the partial depth (1/4”x1”) saw cutting of new asphalt pavement or for the full depth (removal) saw cutting of existing asphalt, which has not been previously identified as part of a line item. This line item is to provide saw cutting 1" to 4" deep by approximately 1/8” to 3/8" wide per pass in asphalt pavement. Work includes clean-up, high pressure watering to remove slurry from airfield areas when required, and disposal of debris to an approved on-JBER disposal site. Includes contractor’s quality control.

INCH-LF, per 1 inch of asphalt depth at 1 linear foot of length.

Line Item #7. Sawcut Existing/New Concrete

: Payment shall be full compensation for the partial depth saw cutting of existing concrete. Typically for the 4” to 5” depth saw cutting. Work includes clean-up, high pressure watering to remove slurry from airfield areas when required, and disposal of debris to an approved on-JBER disposal site. This line item is for saw cutting which has not been previously identified as part of a line item. Includes contractor’s quality control.

Unit of Measurement: INCH-LF, per 1 inch of concrete depth per 1 linear foot of length. Perform

Line Item #8. Remove Existing base or Sub-base

: Payment shall be full compensation for: excavating the existing base or sub-base material, hauling the material to an on-JBER site or within 5 miles, one way, by road of the excavated area, and stockpiling the material neatly in 20’ high piles in areas approved by the project engineer. This material is typically non-frost susceptible and may be re-used on delivery orders without further processing.

Line Item #9. Remove Existing base or Sub-base (Less than 3,000 CY) quantities of removed base/sub-base are less than 3,000 CY

Line Item #10. Remove Unusable Soil (On-JBER)

: Payment shall be full compensation for excavating unusable soil and for the hauling/dumping to an on-JBER site within 5 miles by road of the excavated area. Typically involves gravelly/sandy soils. Does not include leveling for reclamation with a bulldozer

Unit of Measurement: CYs of removed unusable soil based on (actual depth) x (actual area) removed.

Line Item #11. Remove Unsuitable Soil (On-JBER)

: Payment shall be full compensation for excavating unsuitable soils, the hauling and dumping to an on-JBER reclamation site, within 5 miles by road of the excavated area, and the leveling for reclamation with a bulldozer. Typically involves frost susceptible soils, such silts, clays, and organics, mixed in with sands and gravels.

Unit of Measurement: CYs of removed unsuitable soil based on (actual depth) x (actual area) removed.

Line Item #12. Remove Unsuitable Soil / Unusable Soil (Less than 2000 CY)

Scope of Work: Payment shall be a unit price increase, decrease, or no change when the actual quantities of removed unsuitable / unusable soils are less than 2000 CY. A delivery order may contain several isolated work areas. This cost adjustment is applied to the unit price of the “Remove Unusable Soil” and/or “Remove Unsuitable Soil” line items.

Line Item #13. Trench Excavation/Backfill

: Payment shall be full compensation for trench excavating, the leveling and compacting of the excavated area, and the backfilling of the trench with the removed soils that are re-useable. Maximum depth of 6’ will be used for a 12” to 24” wide trench. Includes smaller size excavations usually limited to 200 SY per work area. New conduit, new culvert, and new classified backfill are separate line items.

Line Item #14. Excavation/Backfill Due to Existing Underground Utilities.

: Payment shall be full compensation for the careful excavating (by hand or small size equipment when allowed) of soil due to the presence of existing underground utilities. Also includes careful excavation in confined areas that are close proximity to a building or other structure. Includes leveling and compacting the excavated area, and transporting the excavated material to the on-JBER reclamation sites and placing for reclamation. Material is typically frost susceptible & consists of sandy gravels mixed with silts & clays. Providing new sub-base material as backfill is a separate line item.

Unit of Measurement: CY of Utility Excavation/Backfill based on (actual depth) x (actual area) removed. Perform IAW:

Wing Instruction 32-1007.

Line Item #15. Locates/Potholing for Utilities

: Payment shall be full compensation for locating existing utilities that are buried in the ground using a backhoe, air knife, air compressor, and spotter or other means. Typically the top of the underground utility/pipe is located to pinpoint its location both vertically and horizontally to avoid damaging it. Excavation/backfill is a separate line item.

Per HR of potholing for utilities with operators and all associated costs.

Line Item #16. Soil Excavation/Backfill

: Payment shall be full compensation for the excavation and backfilling of excavated soils using a backhoe excavator and roller that are already on the jobsite. Maximum depth of 10’ will be used for a minimum 24” wide trench.

Per HR of excavator/roller time in use with operator and all associated costs.

Line Item #17. Drainage Ditch Grading

: Payment shall be full compensation for the grading of drainage ditches alongside roads, parking lots, hardstands, airfield shoulders and the like. Depth of removal varies from 2” to 6”. Blend excess material into the adjacent area. Involves larger size areas for one day minimum.

When required, removal of soils from the site is a separate line item.

Per HR of grader time in use with operator and all associated costs.

Line Item #18. Clearing and Grubbing

: Payment shall be full compensation for the clearing & grubbing, the hauling of the material to the on-JBER reclamation site at within 5 miles by road of the excavated area, and the placing for reclamation, Place in 24” to 36” lifts and level with bulldozer. Material typically consists of downed trees, brush, grass, peat, organics, topsoil, roots, bushes, downed timber and the like. Depth of removal varies from 12” to 24”.

Line Item #19. Clearing and Grubbing (Less than 10 MSF)

: Payment shall be a unit price increase, decrease, or no change on any individual delivery order when the actual quantities of clearing and grubbing are less than 10,000 SF or when there are isolated work areas. A delivery order may contain several isolated work areas. This cost adjustment is applied to the unit price of the “Clearing and Grubbing” line item.

Line Item #20. Clearing & Grubbing/Tree Removal

: Payment shall be full compensation for the removal of trees in the clearing and grubbing area. Tree removal is used with the “Clearing &Grubbing” line item. The area used for tree removal is the actual area covered by trees and may not match the clearing & grubbing area.

All trees 4” and larger will be limbed and stacked not more than 4 feet high in an area designated by the project inspector/project engineer. Tree stack area will be within 5 miles by road of the clearing area.

Line Item #21. Remove Underground Storage Tanks

: Payment shall be full compensation for the removal of an underground storage tank, approximately 2000 gallons in size. Maximum depth of 10’ will be used. Remove underground tank and place approximately 200’ away from the excavated area. Includes pumping of non-hazardous materials from the tank into a septic pumper type vehicle and dumping fees.

Excavation, leveling, compacting, and backfilling are separate line items.

Line Item #22. Remove Materials (MOA Landfill- Dumping Fees)

Scope of Work: Payment shall be full compensation for the removal of unsuitable materials encountered during the JBER Elmendorf excavation process for hauling to the off-JBER MOA Landfill with dumping fees. The leveling, compacting, and backfilling of the excavated area are separate line items. Typically involves non-soil materials, such as metal pipes, metal rebar, wood products, etc. that cannot be placed in the reclamation areas, but also includes soils unfit for reclamation areas.

TONS of Removed Unsuitable materials as scaled at the MOA Landfill.

Line Item #23. Remove Materials (MOA Landfill- No Dumping Fees)

Scope of Work: Payment shall be full compensation for the removal of unsuitable materials encountered during the JBER Richardson excavation process for hauling to the off-JBER MOA Landfill, with no dumping fees. The leveling, compacting, and backfilling of the excavated area are separate line items. This line item only applies to unsuitable materials encountered during excavation at JBER Richardson. Typically involves non-soil materials, such as metal pipes, metal rebar, wood products, etc. that cannot be placed in the reclamation areas, but also includes soils unfit for reclamation areas.

Line Item #24. Remove Conduits/Concrete Encased.

: Payment shall be full compensation for the removal of existing concrete encased conduits typically used for underground electrical and comm. lines. Typical size is 2’x2’ at a depth from 2’ to 4’ below existing grade. Typically contains four 4” diameter ducts surrounded by 6” of concrete cover. Place in the concrete disposal site on-JBER. For removal of conduits not cased in concrete count 1.0LF as 0.25LF. Removed conduit shall be disposed of at approved off-JBER site.

The excavation, leveling, compacting, and backfilling of the area are separate line items.

Line Item #25. Remove Concrete Vaults

: Payment shall be full compensation for the removal of an existing concrete vault typically used for electrical or comm. work. Typical size is 4’x 4’ x 6’ to 8’ depth. Place in the concrete disposal site on-JBER. The excavation, leveling, compacting, and backfilling of the area are separate line items.

Borrow Pit Materials:

Line Item #26. New Classified Backfill/Fill (2” minus)

: Payment shall be full compensation for the completed classified backfill, which includes: mining, screening, crushing, stockpiling, loading, scaling, hauling, placing, leveling, grading, & compacting the classified backfill. Includes contractor’s quality control and control testing for processing. The independent quality control, field surveying, and field/lab testing are separate line items.

TONS of new classified material (scaled). Perform IAW: Section 2225.

Line Item #27. New Sub-Base (3” minus)

Scope of Work: Payment shall be full compensation for the completed sub-base which includes:

1020- 7 mining, screening, crushing, stockpiling, loading, scaling, hauling, placing, leveling, grading, & compacting the sub-base. Includes contractor’s quality control and control testing for processing.

Includes providing new sub-base for gravel shoulders. The independent quality control, field surveying, and field/lab testing are separate line items.

Unit of Measurement: TONS of new Sub-base (scaled). Perform IAW

Line Item #28. New Pit Run Gravel

: Payment shall be full compensation for the completed pit run gravel which includes: mining, stockpiling, loading, scaling, hauling, placing, leveling, grading, & compacting of the pit run gravel. Includes contractor’s quality control and control testing for processing. The independent quality control, field surveying, and field/lab testing are separate line items.

Unit of Measurement: TONS of new Pit Run gravel (scaled). Perform IAW:

Section 2225.

Line Item #29. Sub-base / Classified Backfill / Pit Run Gravel (Less than 7,500 Tons)

: Payment shall be a unit price increase, decrease, or no change when the actual quantities of new Sub-base, new Classified Backfill, and/or new Pit Run Gravel placed are less than 7,500 ton. A delivery order may contain several isolated work areas. This cost adjustment is added to the unit price of either “new Sub-base, Classified Backfill, and/or Pit Run Gravel” line items.

Site Work:

Line Item #30. Re-Use Existing Base/Sub-base Material as Sub-base On-site

: Payment shall be full compensation for the excavation, hauling, placement, and compaction of the existing base/sub-base as sub-base material at another location at the same job site. Further processing of this material is not required. Meet same compaction requirements as new sub-base. Removal & movement of the existing base on-site for sub-base use is included under this line item. The independent quality control, field surveying, and field/lab testing are separate line items.

Unit of Measurement: CY of Re-used base/Sub-base. Perform IAW

Line Item #31. Re-Use Existing base/Sub-base as Sub-base Material On-Site (< 7,500 CY)

Scope of Work: Payment shall be a unit price increase, decrease, or no change when the actual quantities of “Re-Use Existing base/Sub-base as Sub-base Material On-Site” placed are less than 7,500 CY. A delivery order may contain several isolated work areas. This cost adjustment is applied to the unit price of “Re-Use Existing base/Sub-base as Sub-base Material On-Site” line item #30 for the entire quantity

Line Item #32.New Geotextile Fabric

: Payment shall be full compensation for providing new geotextile fabric. Provide Amoco 2002 or approved equal. Install per manufacturer’s recommendations. Includes contractor’s quality control and applicable testing.

Unit of Measurement: SY of new Geotextile material. Perform IAW:

AK DOT Specifications sections 630 and 729 for Geotextile for Embankment Separation.

Line Item #33. Surface Preparation of Existing Sub-base/Sub-grade

: Payment shall be full compensation for surface preparation of the existing sub-base material or sub-grade that remains in place, which includes the grading and compacting of the existing sub-base or sub-grade. Includes the surface preparation of existing gravel or dirt shoulders and drainage ditches. The independent quality control, field surveying, and field/lab testing are

Sections 2225 and 2230.

Line Item #34. Surface Preparation of Existing Base Course

: Payment shall be full compensation for surface preparation of the existing Base course that remains in place after the removal of the existing asphalt, which includes the grading and compacting of the existing Base course, and when required, the placing of the prime coat to meet road or airfield criteria. The placement of new asphalt, new concrete, or new Base leveling course are separate line items. The independent quality control, field surveying, and field/lab testing are separate line items.

Unit of Measurement: SY of Surface Preparation of existing Base course. Perform IAW

: Section 2230 and 2235.

Line Item #35. Surface Preparation (< 5,000 SY) delivery order when the actual quantities of surface preparation are less than 5,000 SY

. A delivery order may contain several isolated work areas. This cost adjustment is applied to the unit price of the “Surface Preparation of Existing Sub-base/Sub-grade” line item and/or the “Surface Preparation of Existing Base Course” line item.

Line Item #36. Spray Asphalt Emulsion on Gravel Shoulders

Scope of Work: Payment shall be full compensation for spraying asphalt emulsion on new or existing gravel shoulders. Work includes: spray-on of CSS-1 asphalt emulsion using 2 coats @ 0.10 gallons per SY per coat. The grading and compacting of the shoulders is a separate line item. Used for airfield shoulders at 10’ to 25’ widths and roadway shoulders at 5’ to 10’ widths. Includes

1020- 9 contractor’s quality control, surveying, and applicable testing.

SY of new asphalt emulsion sprayed-on in place.

Work Items Predominately for the Airfield:

Line Item #37. New Airfield Base Course (Processing)

: Payment shall be full compensation for the processing of the aggregate for the new Base course and for the new Base course-drainage layer, which includes: the mobilization/demobilization/set-up of the crushing/screening plant; the mining, the crushing, the screening, and the stockpiling of the aggregates. Initial payment is limited to the estimated quantity shown on the issued delivery order. Final payment is limited to the approved actual quantity placed unless approved otherwise. Includes contractor’s quality control and crusher control testing.

Unit of Measurement: TONS of approved processed aggregate for New Airfield Base Course as measured in the stockpiles. Final payment is adjusted to the actual quantity placed unless approved otherwise. Perform IAW:

Section 2230.

Line Item #38. New Airfield Base Course (Placement)

: Payment shall be full compensation for the placement of the new Base course which includes: the mixing, loading, scaling, hauling, placing, leveling, grading, and compacting of the new Base course, and placing the prime coat (as needed) on the Base course to meet airfield criteria.

Includes contractor’s quality control and control testing. The independent quality control, field surveying, and field/lab testing are separate line items.

Unit of Measurement: TONS of New Airfield Base Course as scaled and placed for airfield use.

Perform IAW:

Line Item #39. New Airfield Base Course-Drainage Layer (Placement)

: Payment shall be full compensation for the placement of the new Base course-drainage layer which includes: the mixing with asphalt oil, loading, scaling, hauling, placing, leveling, grading, and compacting of the new Base course. Includes contractor’s quality control and control testing. The independent quality control, field surveying, and field/lab testing are separate

Line Item #40. New Airfield Base Course (Less than 3,500 Tons)

Scope of Work: Payment shall be a unit price increase, decrease, or no change when the actual quantities of new Base course placed are less than 3,500 tons. A delivery order may contain several isolated work areas such as the hardstands, access ramps/aprons, runway/taxiway repairs, around airfield lights, which when totaled together exceed 3,500 tons. This cost adjustment is applicable to the unit price of the “New Airfield Base Course (Placement)” line item and/or New Airfield Base Course-Drainage Layer (Placement) line item.

Line Item #41. New AF Base Course / (First 10,000 Tons)

Scope of Work: Payment shall be a unit price increase, decrease, or no change for the first 10,000 tons of actual quantities of new Base course placed on all delivery orders for each construction year. This cost adjustment is applied to the first 10,000 tons of actual quantities of the new Base course even when 10,000 tons is exceeded. This cost adjustment is not applied to the actual quantities of the new Base course that exceed 10,000 tons. This cost adjustment is applicable to the unit price of the “New Airfield Base Course (Processing

)” line item.

Unit of Measurement: Unit price increase, decrease, or no change per TON of New Airfield Base Course (Processing). Perform IAW:

Line Item #42. New Airfield Base Course (Greater than 20,000 Tons on All Delivery Orders)

Scope of Work: Payment shall be a unit price increase, decrease, or no change when the sum total of actual quantities of new Base course placed on all delivery orders for each construction year exceeds 20,000 tons. This cost adjustment is applied only to the actual quantities of the new Base course that exceed the 20,000 tons. This cost adjustment is not applied to the actual quantities of the new Base course that are less than the 20,000 tons. This cost adjustment is applicable to the unit price of the “New Airfield Base Course (Processing

Line Item #43. New Airfield Asphalt Pavement (Processing)

Line Item #44. New Airfield Asphalt Pavement - PG 52-28 (Placement)

Scope of Work: Payment shall be full compensation for the placement of the new PG 52-28 asphalt pavement. This line item includes: the burner fuel and asphalt cement for the asphalt plant, the tack coat application, the mixing, loading, scaling, hauling, placing, and compacting of the new PG- 52-28 asphalt pavement to meet airfield criteria. Includes contractor’s quality control and asphalt control testing. The independent quality control, field surveying, and field/lab testing are separate

Unit of Measurement: TONS of New Airfield Asphalt Pavement (PG-52-28) as scaled and placed on the airfield. Perform IAW:

Line Item #45. New Airfield Asphalt Pavement - PG 58-28-SBS (Placement)

Scope of Work: Payment shall be full compensation for the placement of the new PG 58-28-SBS asphalt pavement. This line item includes: the burner fuel and asphalt cement for the asphalt plant, the tack coat application, the mixing, loading, scaling, hauling, placing, and compacting of the new PG 58-28-SBS asphalt pavement to meet airfield criteria. Use SBS rubber modifier at the specified dosage rate of the asphalt cement. Includes contractor’s quality control and asphalt control testing.

The independent quality control, surveying, and field/lab testing are separate line items.

Unit of Measurement: TONS of New Airfield Asphalt Pavement (PG 58-28-SBS) as scaled and placed on the airfield. Perform IAW:

Line Item #46. New Airfield Asphalt Pavement / Airfield Shoulders / Lights (Placement)

Scope of Work: Payment shall be a unit price increase, decrease, or no change for providing new 2” or 3” asphalt pavement (PG-52-28 or PG 58-28-SBS) for runway or taxiway shoulders which contain edge lights spaced at 50’ to 200’ on centers. Also includes paving lanes that contain centerline lights or touchdown lights. Shoulder widths will vary from 25’ wide to 50’ wide. Edge lights are located approximately 5’ to 10’ from the taxiway double yellow edge lines. Line Item #47. New AF Asphalt Pavement / Runway Patches

Scope of Work: Payment shall be a unit price increase, decrease, or no change for the placement of new 4” to 6” PG 58-28 asphalt pavement on the runway during the annual runway closure or weekend closure. Runway patch widths vary from 15’ wide to 18’ wide and lengths will vary from approximately 200 LF to 1000 LF. The “processing” of the asphalt aggregate, the “less than quantity” adjustments, independent quality control, surveying, and testing are separate line items.

Transitions include: radius areas such as fillets on the airfield, hand worked areas on the airfield, and similar type of low

Line Item #49. New Airfield Asphalt Pavement (Less than 2,500 Tons Placement quantities of new asphalt pavement placed are less than 2,500 tons. A delivery order may contain several isolated work areas such as the hardstands, runway/taxiway repairs, and access ramps/aprons, which when totaled together exceed 2,500 tons. This cost adjustment is applied to the unit price of all the applicable “New Airfield Asphalt Pavement (Placement)” line items.

: Payment shall be full compensation for wheel cutting, and removing the cold asphalt joints from the newly placed airfield asphalt pavement which includes sweeping up the debris, and hauling the removed joint material to an on-JBER site. Applicable to all new asphalt pavements. Includes contractor’s quality control and applicable testing.

Unit of Measurement: LF of cold joint removed from new airfield asphalt pavement. Perform

Line Item #51. Runway Grooving

: Payment shall be full compensation for the multiple parallel grooving of the existing / new asphalt pavement or existing/ new concrete pavement on at least 20% of the length of the runway. For concrete pavement count 1.0 SY as 2.0 SY. This line item is to provide grooving at 1/4" deep by 1/4" wide at 1.5” on centers. The grooved runway width typically used is 150’. Work includes clean-up and disposal of debris to an approved on-JBER disposal site. Includes contractor’s quality control. Contractor is responsible for transportation of water from an on- JBER water hydrant to the jobsite.

Line Item #52. Asphalt Crack Sealing (Routing)

Scope of Work: Payment shall be full compensation for routing, air blasting, cleaning, and sealing cracks in asphalt pavement on the airfield, which includes sweeping and vacuuming up the debris from routing and transporting the debris to an on-JBER disposal site. “Airfield FOD Clean-up”

1020- 13 line item is typically not used with this line item. Includes contractor’s quality control and applicable testing.

Line Item #53. Asphalt Crack Sealing (No routing)

: Payment shall be full compensation for air blasting, cleaning, and sealing cracks in asphalt pavement on the airfield, which includes air blasting the cracks, sweeping and vacuuming up the debris, and transporting the debris to the on-JBER disposal site. Airfield FOD Clean-up” line item does not apply. Includes contractor’s quality control and applicable testing.

Line Item #54. Asphalt/Concrete & AC/AC Joint Sealing

: Payment shall be full compensation for saw cutting (1/2”x1”), air blasting, cleaning, and sealing joints where asphalt pavement meets concrete pavement or where new asphalt meets existing asphalt on the airfield. Includes sweeping and vacuuming up the debris from saw cutting and transporting the debris to the on-JBER disposal site. “Airfield FOD Clean-up” line item does not apply. Includes contractor’s quality control and applicable testing.

Line Item #57. Remove Existing Concrete Slabs (Isolated)

Scope of Work: Payment shall be full compensation for demolishing and excavating of existing concrete slabs without reinforcement and hauling the concrete rubble to the on-JBER site or an off- JBER site at the contractor’s option. Concrete slabs are typically 20’x20’ to 25’x25’ with thickness varying from 8" to 15". Involves the removal of anywhere from 3 to 9 slabs in a group adjacent to each other or in singular groups of 1 to 2 slabs. Typically these new slabs are surrounded by existing slabs that remain in place except along hardstand/apron edges. One work area, such as a hardstand/apron, may contain several groups or several singular slabs which are isolated from each

This work typically requires the double saw cutting of existing concrete slabs. Work includes clean-up, high pressure watering to remove slurry from airfield areas when required, and disposal of debris to an approved on-JBER disposal site. This line item is used with the “Remove Existing Concrete Slabs (Isolated)” and/or “Remove Existing Concrete Slabs (Continuous)” line items. Includes contractor’s quality control.

Includes the surface preparation of sweetening the existing sub-base with D-1 Base course. The placing of new dowels into existing concrete, saw cutting of new joints, placing new joint sealant, independent quality control, field surveying, & field/lab testing are separate line items.

Concrete slabs are typically 20’x20’ with thickness varying from 10" to 16". Typically involves the placement of 10 or more new concrete slabs, which are adjacent to each other or in a row. Typically these new slabs are not surrounded by existing slabs that remain in place, but some work areas will have one existing concrete edge to tie into. The surface preparation of the Base course, saw cutting new joints, placing new joint sealant, independent quality control, field surveying, & field/lab testing are separate line items. Dowels into existing adjacent concrete are a separate line item.

Unit of Measurement: CY of new concrete slabs as measured in place with concrete tickets. Verify with actual thicknesses. Perform IAW

Line Item #66. New Concrete Slabs (Crushed Rock) for new concrete slabs that require crushed coarse aggregate or other equally accepted additives. Line Item #71. New Dowels into Existing Concrete

: Payment shall be full compensation for providing new dowels, drilling new holes into the existing concrete, epoxy new dowels into the existing concrete, painting and oiling the exposed ends, and all necessary dust control. Provide new 1" diameter by 20" length dowels spaced at 12" o.c. Includes contractor’s quality control and applicable testing.

EA of new steel dowels placed. Perform IAW: Section 2515 and the drawings.

Line Item #72. Cold Plane Existing AC Overlay on Concrete (Continuous)

: Payment shall be full compensation for the cold planing of an existing asphalt overlay on concrete slabs, and loading, hauling, and stockpiling of the cuttings at an on-JBER site in separate stockpiles. Slabs to be cold planed are continuous. Existing asphalt overlay varies from 1.5" to 2.5" thick. The sweeping required to remove the millings is included in this line item.

Includes contractor’s quality control.

Unit of Measurement: SY-INCH, per SY per inch of asphalt overlay thickness. Perform IAW

Section 2540.

Line Item #73. Cold Plane Existing AC Overlay on Concrete (Less than 50,000 SY-Inch)

Scope of Work: Payment shall be a unit price increase, decrease, or no change when the actual quantities of cold plane existing asphalt are less than 50,000 SY-Inch of area. A delivery order may contain several isolated work areas. This cost adjustment is applied to the unit price of the “Cold Plane Existing AC Overlay on Concrete” line item.

Line Item #74. Repair Deteriorated Concrete Joints

Scope of Work: Payment shall be full compensation for surface preparation of the cold planed concrete surface at deteriorated joints, placing new tack coat, and placing new asphalt pavement at the joints as a leveling course for an average depth of 1" to 2”. Remove loose concrete aggregate down to sound concrete with high pressure air or approved equal. Dispose of in the approved on- JBER disposal site. The asphalt processing is a separate line item. Includes contractor’s quality control.

Line Item #75. Concrete Spall Repairs (Isolated)
