Asphalt Tack & Prime Coat FA5000-12-R-0001 Attachment 1

1. SCOPE:
1.1 This section covers asphalt tack and prime coats.
2. REFERENCED SPECIFICATIONS:
2.1 Alaska Department of Highways "Standard Specification for Highway Construction, "most current version, is included as part of these specifications to the extent noted hereinafter. Where the referenced specifications conflict with requirements noted in these specifications, these specifications will take procedures. Contractor shall submit one complete set of the referenced specifications to the Government to aid in evaluating the Contractor's submittals.
3. SUBMITTALS:
3.1 Contractor shall submit the most recent Laboratory Report - Certificate of Analysis for the tack coat and prime coat to the Contracting Officer for approval prior to placement.
4. MATERIALS: Materials shall conform to the following grades and types:
4.1 Prime Coat: ASTM D 2397, Grade CSS-1
4.2 Tack Coat: Type STE-1 (Snap Tack Emulsion), no dilution.
5. CONSTRUCTION REQUIREMENTS:
5.1 Shall conform to Alaska Department of Highways specifications Sections 402-3.01 to 3.05, and 403-3.01 to 3.05. The application temperature range for CSS-1 shall be between 165 degrees F to 190 degrees F or the manufacturer’s instructions. The application temperature range for STE-1 shall be between 150 degrees F to 180 degrees F or the manufacturer’s instructions. The tack or prime coat material shall not be covered until full curing has been accomplished (95 percent evaporation of base liquid). Curing time for the prime coat shall be a minimum of 24 hours. Curing time for the tack coat shall be a minimum of 2 hours or as per manufacturer’s recommendations.
6. APPLICATION RATES:
6.1 Application rates for STE-1 mixture shall be .03 to .09 gal/sy for tack coats as determined by the project engineer. Application rates for the CSS-1 for prime coats shall be .1 to .35 gal/sy as determined by the project engineer. The tack coat and prime coat shall uniformly cover the entire surface of the area to be resurfaced.

7.1 Assure that application is uniform over the entire surface and at proper application rates.
Assure that a hand wand is used to apply the tack coat uniformly at the proper application rate on all vertical surfaces. Assure that the contractor does not pave until the tack coat or prime coat has properly cured or "broken". Assure that the contractor cleans up any tack coat or prime coat that has not properly cured. Assure that amount of tack coat placed is for one day's paving operation.
Assure that tack coat and prime coat that is picked up and tracked by vehicles is cleaned up.
8. PAYMENT:
8.1 Tack coat application is not paid separately, but is included under appropriate asphalt paving pay item. Prime coat application is not paid separately, but is included under appropriate BASE course pay item.
