Malmstrom Multiple Award Task Order Contract (MATOC) Questions and Answers
Submission #4
NOTE: PLEASE SEE ADENDUM #1 FOR ALL OFFICIAL CHANGES TO THE SPECIFICATIONS AND
DRAWINGS.
Q. Demo plans do not show any work on the intermediate landings in the stairways. Please advise if there is any work here and what the existing materials consist of.
A. Demo existing flooring at the landings. Some of the landings are sheet vinyl and some are raised rubber flooring.
Q. A1.02 – There is no work shown in the stairways. Please confirm that this is the case.
A. Remove floor coverings at landings and on stairs similar to the same areas on first and second floors as shown on A1.00 and A1.01.
Q. Demolition Key Notes – all the notes that address the removal of flooring do not address the base materials. Please advise if there are base materials to be removed.
A. If the question is whether there is any old flooring material under the existing flooring, the answer is that there does not appear to be. If the question is being misinterpreted, please re-submit with clarification.
Q. Corridors – there is existing vinyl wainscot that isn’t shown to be removed. Can the new vinyl wainscot be installed over the old?
A. Existing vinyl wainscot is to be removed. In addition, do not paint the existing oak rail.
Q. Areas that show no demo show new flooring/base materials and paint. Examples are Rms 1117 and 1063 among others. Please confirm there is no existing flooring/base demo in these spaces.
A. Rooms 1117 and 1063 (and similar rooms on the second and third floor) have a concrete floor. No demo is required. Install new flooring per the plans.
Q. A2.04 – Vending 2111 is shown as Carpet Tile. Please confirm this is the selected flooring.
A. Do not install carpet tile in Vending 2111. Install quarry tile similar to the first floor. This also applies to third floor vending 3111.
Q. Are the wire mash partitions going to have to be taken out? No indication on the drawings. There are no drawings referring to the wire mesh-storage lockers but the room that I looked in on the 1st floor has concrete floors & the plans say to remove carpet-similar all floors.
A. There is no carpet in the storage rooms (2 on each floor). Demo of carpet is not required. Do not install new carpet.
Q. The base cabinets in the Kitchens also have a Keynote that say they are remaining but sink cabinets get a new bottom panel. Do you know what type/size of panel you are wanting? Are they looking for a new bottom in that cabinet? If so, would you like us to provide a price for a drop in melamine panel (banded on the front edge) for each sink base in the Kitchens?
A. Cabinet bottom shall be ½-inch plywood, prime and painted white. It shall be installed in sections as shown in the attached sketch (Attachment 1) to accommodate maintenance. Dimensions shall field verify sizes and field fit. Install on furring strips similar to existing.
Q. We cannot find the specification for the vinyl wallcovering for the common areas. Please advise.
A. Please see Attachment 2 – Specification 09 72 00 FL - Wall Coverings.
Q. Is tile required for the shower surround or is a solid surface wrap required. It appears the floor gets a new shower base. Please clarify.
A. Install solid surface shower walls per A4.00, Elevation 1. A2.00 thru A2.02, Keynote 3 will be changed from tile to solid surface.
Q. Detail 3/A1.01- Note 18 states remove and reinstall existing base. Detail 10/A4.00 – Note 9 states new rubber base. Please advise which is correct.
A. Install new base per A4.00/Detail 10, Note 9. A1.01/Detail 3, Note 9 will be changed accordingly.
Q. Detail 2/A2.00 – What is the wall finish in the closet of the bathroom? Tile wainscot and paint?
A. Paint only within the closet.
Q. What is the performance period for Repair Dorm 655? I don’t see it listed.
A. The period of performance is 480 days After Notice to Proceed.
Q. For our proposal, are we required to identify a design-build A/E firm for future design-build projects or can this be done on a per task order basis?
A. Please provide what is necessary to comply with Section M - Technical Subfactor 1 – Project Management Plan, in regards to “execut[ing] architectural and engineering design requirements during the life of the contract.”
Q. do you see anything regarding the carpet tile & broadloom carpet? All I see is to be Interface but nothing is called out?
A. Addressed in “General Notes – Finishes” on sheets A2.03 thru A2.05.
FOLLOW ON TO Q. Can we substitute an EST3X panel in place of the Harrington or is substitution not allowed?
A. Anytime a Brand Name is mentioned it reflects the standard of quality that will satisfy the Government’s needs, any substitution must meet or exceed the Name Brand standard of quality and be compatible with the existing system it will interface with. If this is a required submittal item it will be evaluated at that time (after award) and if approved by the engineer, will be allowed. See FAR Clause 52.211-6.
