Malmstrom AFB, MT General Scope of Work
MATOC IDIQ
ATTACHMENT 1
1. SCOPE: The work covered by this Multiple Award Task Order Contract (MATOC) consists of the Contractor furnishing all layout, survey, plant, labor, supervision, quality control, materials, equipment, machines, tools, appliances, services, supplies, and incidentals required for performing all operations in connection with each task order awarded under the MATOC. All work will be conducted at Malmstrom AFB, MT to include both the Base and the Missile Complex. Each individual task order will need to be completed in accordance with the plans, specifications, and drawings assigned to each task order.
2. WORKING CONDITIONS: Contractor shall carefully consider the following when contemplating any specific task identified by the government reflecting any special or unusual conditions which may affect the Contractor's work such as:
- phasing requirements
- work area availability
- joint occupancy
- scheduling
- required notice requirements
- requirements for Contractor employees to enter secured work areas
- traffic control
- temporary heating/cooling
- required certificates prior to award
- required work plans
- any other special conditions
3. WORK SCHEDULE: Due to the unique nature of each task order and the location variance between base side and missile complex, the specific work schedule will be dictated per task order.
3.1 GOVERNMENT DELAYS: All requirements for Government Delays will be detailed in each individual task order as needed.
4. SAFETY AND HEALTH:
The Contractor shall comply with all existing Occupational Safety and Health Act (OSHA) standards of safety at all times in the performance of this contract. Hazards to the safe use of the premises due to the Contractor’s work and/or equipment shall be suitably marked at all times. Pedestrian and vehicle traffic ways shall be kept clear and unobstructed.
5. STREET CLOSINGS: (Use only when required)
5.1 One lane of traffic shall be maintained at all times unless otherwise approved in writing by the Contracting Officer.
5.2 Contractor shall provide 14-day advance written notice to Contracting Officer prior to any street closures to insure that Fire Department and Emergency personnel are notified.
6. DISPOSITION OF WASTE, EXCESS, SCRAP AND SALVAGE MATERIALS: All requirements for disposition of waste, excess, scrap, and salvage are vested in the Government, unless otherwise stated in each subsequent task order.
7. STORAGE AREA (I.E. TEMPORARY FIELD OFFICE, STAGING AREAS, TOOL/JOB SHACKS, AND OTHER CONSTRUCTION FACILITIES): There are no government furnished covered or secure storage areas. Any sort of facility or location on Malmstrom AFB shall be determined in the specifications assigned to each task order.
8. CONSTRUCTION AREA & CONTRACTOR LIMITS OF CONSTRUCTION: Contractor shall keep their construction areas clean, neat and orderly in accordance with the requirements of each task order.
9. CLEAN-UP: The Contractor shall at all times keep the construction site and storage area(s) free from accumulation of waste, rubbish, and construction debris. All loose or lightweight materials shall be secured to prevent unwanted/unnecessary distribution across the work cite. The burning of trash or construction debris is strictly prohibited on Malmstrom AFB. Prior to final inspection, the Contractor shall remove all construction debris, tools, equipment, and materials not the property of the government. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the Contracting Officer.
9.1 Additional requirements may be specified in the specifications of each task order pertaining to items such as special noise limitations, dust protection, or existing equipment protection, etc.
10. INSPECTIONS: All requirements pertaining to pre-final and final inspections will be detailed in the statement of work for each task order. Scheduling will be handled via communication with the Contractor and the Civil Engineer Squadron (CES) assigned Inspector for the each task order.
11. TESTING: All testing requirements will be laid out in detail in the specifications for each task order due to the differing nature of requirements per project.
12. AS-BUILT DRAWINGS, INSTRUCTION MANUALS, AND TRAINING:
The Contractor shall keep at the construction site a complete set of full size prints of the contract drawings, reproduced at the Contractor’s expense. During construction, these prints shall be marked to show all deviations in actual construction from the contract drawings. The color red shall be used to indicate all additions and green to indicate all deletions. All specific requirements for As-Builts will be detailed specifically in each task order specifications.
13. SECURITY REQUIREMENTS:
Security requirements and procedures shall be coordinated with the 341st Security Forces Squadron, Resource Protection (telephone 406-731-4344), Malmstrom AFB. Activities of the Contractor, the Contractor’s employees, subcontractors, and subcontractor employees while on base, will be conducted in accordance with the base regulations, including those of the Fire Marshal, as well as security directives. This includes, but is not limited to, obtaining a Work Clearance Request (AF Form 103) prior to any digging and yielding to alert vehicles during alerts if located on a marked alert route. Security directives include Antiterrorism Force Protection and the General Contractor Entry Authority List.
**All additional security requirements will be detailed in the specifications of each individual task order**
14. CONTRACTOR VEHICLES:
A. The Contractor shall provide all vehicles and equipment necessary to accomplish the contract work. Power equipment shall be equipped with safety and noise limiting devices. The equipment shall be in a safe and efficient operating condition. The Contractor shall not park vehicles in the project area during non-working hours. A designated parking area for vehicles and equipment will be provided. Vehicles will not be allowed on lawns or sidewalks without prior written approval. All equipment will be clearly marked with the Company name.
B. Truckload Limits: The following load limits shall apply to all contractor-operated equipment on this project:
April 1 to June 1 -- 350 #/inch width of tire
All Other Times -- 400 #/inch width of tire
15. WARRANTIES:
General Warranty: Special warranties specified in this Article shall not deprive government of other rights government may have under other provisions of the Contract Documents and shall be in addition to, and run concurrent with, other warranties made by Contractor under requirements of the Contract Documents.
A. Warranty Period: Written warranty, executed by manufacturer(s), agreeing to repair or replace components of standard and electrified door hardware that fails in materials or workmanship within specified warranty period after final acceptance by the government. Failures include, but are not limited to, the following:
1. Structural failures including excessive deflection, cracking, or breakage.
2. Faulty operation of the hardware.
3. Deterioration of metals, metal finishes, and other materials beyond normal weathering.
B. Standard Warranty Period: One year from date of Substantial Completion, unless otherwise indicated.
C. Special Warranty Periods:
1. Ten years for mortise locks and latches.
2. Five years for exit hardware.
3. Twenty five years for manual surface door closer bodies.
16. SUBMITTALS:
All task orders under this requirement will have their own submittal schedules with which the awardee is required to follow. Any correspondence regarding the submittals or submittal schedule will take place between the Contractor, Contracting Officer, and CES Inspector.
17. INSURANCE REQUIREMENTS
All insurance requirements will be in accordance with FAR 52.228-5. Any additional insurance requirements will be outlined in each subsequent task order.
18. GOVERNMENT LIABILITY
The government shall not be liable for any loss or damage to the contractor’s property, including stock, or for expense incidental to such loss or damage.
19. PERFORMANCE REVIEW
For purposes of the performance review of each MATOC awardee, the following criteria is how each awardee will be evaluated throughout the life of the contract. Throughout the lifetime of the MATOC, the Government will evaluate each awardees’ participation rate, reason(s) for non-participation, and Contractor Performance Assessment Reporting System (CPARS) performance evaluations for task orders completed or in progress. An awardee rated as Satisfactory* may remain in the competition pool. Failure to participate in good faith and/or a task order performance assessment rating of Marginal** or Unsatisfactory*** under the CPARS rating system may result in the awardee being off-ramped from the multiple award contract. An off-ramp decision results in contractor removal from the MATOC competition pool and no further awards of task orders.
RATING DEFINITIONS
*Satisfactory:
To receive a Satisfactory (S) rating, offeror must maintain 90% participation in all MATOC task order solicitations and maintain a Satisfactory or higher CPARS rating per task order.
** Marginal:
A Marginal (M) rating will be given if the offeror has a participation rating of less than 90% but more than 50% of all MATOC task order solicitations or a Marginal CPARS rating on any task order. Subsequently, the Contracting Officer shall make a determination regarding the continuance of any Contractor receiving a Marginal (M) rating. The Contractor may provide written documentation that identifies extenuating circumstances or a performance improvement plan for consideration by the Contracting Officer.
*** Unsatisfactory:
An Unsatisfactory (U) will be given if the offeror has a participation rating of less than 50% in all MATOC task order solicitations or an Unsatisfactory CPARS rating on any task order. The Contracting Officer shall make a determination regarding the continuance of any Contractor receiving an UNSATISFACTORY (U) rating. The Contractor may provide written documentation that identifies extenuating circumstances or a performance improvement plan for consideration by the Contracting Officer.
