ON/OFF RAMP PROCEDURES
1 ON/OFF RAMP PROVISION
(a) This provision prescribes the process by which the Government will ensure an adequate number of awardees are available at all times to achieve effective competition on all task orders. The Government intends to maintain a pool of small business contractors with a proven track record for competing on and then delivering quality construction projects.
(b) Awardees are expected, in good faith, to participate in the task order competitions, and if successful, to deliver quality projects on time and at cost, to include management and supervision of subcontractors. If for any reason, an awardee cannot participate in a competition, the awardee shall provide written notice to the Government of the reason(s) for non-participation prior to proposal due date.
(c) Replacing MATOC Contractors (“On-Ramp”): Should one or more of the incumbent MATOC contractor’s be removed from the initial MATOC award, the government may select an offeror from the “on-ramp” program as a replacement. The “on-ramp” contractor(s) will be selected based on the initial integrated assessment of their proposal during the solicitation phase. The selected offeror will be subject to a performance validation review and must be active in SAM and found to be in compliance with the original MATOC solicitation. If the first selectee does not meet the previously stated requirements, the second “on-ramp” offeror that in accordance with the initial integrated assessment, will be given the opportunity to replace the departing MATOC prime contractor. This process will continue until an “on-ramp” offeror is selected as a prime contractor for the MATOC or until all “on-ramp” offerors have been evaluated. If found in compliance, the “on-ramp” contractor(s) may be offered a bi-lateral IDIQ contract with the original guaranteed minimum of $500.00 and allowed to compete on future task order projects. On Ramp pool contractors are not obligated to accept on ramping and may decline the government’s offer for any reason. If the offer is declined the government will proceed with an offer to the next available contractor.
(d) Performance Review (“Off-Ramp): Throughout the lifetime of the MATOC, the Government will evaluate each awardees’ participation rate, reason(s) for non-participation, and Contractor Performance Assessment Reporting System (CPARS) performance evaluations for task orders completed or in progress. An awardee rated as Satisfactory* may remain in the competition pool. Failure to participate in good faith and/or a task order performance assessment rating of Marginal** or Unsatisfactory*** under the CPARS rating system may result in the awardee being off-ramped from the multiple award contract. An off-ramp decision results in contractor removal from the MATOC competition pool and no further awards of task orders (using the methodology listed in the MATOC SOW under PERFORMANCE REVIEW).
RATING DEFINITIONS
*Satisfactory:
To receive a Satisfactory (S) rating, offeror must maintain 90% participation in all MATOC task order solicitations and maintain a Satisfactory or higher CPARS rating per task order.
** Marginal:
A Marginal (M) rating will be given if the offeror has a participation rating of less than 90% but more than 50% of all MATOC task order solicitations or a Marginal CPARS rating on any task order. Subsequently, the Contracting Officer shall make a determination regarding the continuance of any Contractor receiving a Marginal (M) rating. The Contractor may provide written documentation that identifies extenuating circumstances or a performance improvement plan for consideration by the Contracting Officer.
*** Unsatisfactory:
An Unsatisfactory (U) will be given if the offeror has a participation rating of less than 50% in all MATOC task order solicitations or an Unsatisfactory CPARS rating on any task order. The Contracting Officer shall make a determination regarding the continuance of any Contractor receiving an UNSATISFACTORY (U) rating. The Contractor may provide written documentation that identifies extenuating circumstances or a performance improvement plan for consideration by the Contracting Officer.
