Malmstrom Multiple Award Task Order Contract (MATOC) Questions and Answers Submission #2
Q. Within Volume III, regarding the reference to “completed copies of Sections A through K…” Please clarify to what Sections A through K you are referring?
A. This refers to Section’s A – K of the 1442 document. Please fill out all required data.
Q. Within Volume III, regarding the statement, “The “original” copy should be clearly marked under a separate cover. Are you referring to an original copy of this VOLUME? If not, please clarify.
A. Yes, the “original” copy refers to the Volume.
Q. What is the deadline for questions regarding the solicitation and initial project?
A. The deadline is close of business (COB) 5 August 2019.
Q. In regards to the 3 Volumes for the proposal, I assume 9 Binders are required not three, correct?
A. Each Volume will have three binders submitted.
Q. Will any personal safety equipment be required for the site visit?
A. No, the initial portion will take place at the Contracting Squadron followed by a walkthrough of Dorm 655.
Q. Is there a geographical bona fide office restriction for an 8(a) company to qualify for this solicitation?
A. No, there is no geographical restriction for 8(a) companies.
Q. Has an abatement survey been performed? If yes, will it be issued? Is the contractor responsible for completing the abatement survey?
A. Yes, an abatement survey was completed and has been uploaded to FBO.
Q. General Note – Interior Door Replacement #2 on A0.0 calls for 25% replacement of S.C. Wood doors type 5. Will a spec be issued for wood doors?
A. Yes, a separate spec will be issued once available.
Q. Keynote 1/A2.03 calls for a 48” stainless steel corner guard. Will a spec be issued for this item?
A. No, a separate spec will not be issued for the corner guard.
Q. Room finish Legend on A2.03, 2.04 & 2.05: the last legend item after 3.2 is labeled “Calculating…” Please clarify which legend number this is supposed to be.
A. The word “calculating” and the associated legend item hatch should be removed. Please disregard.
Q. Keynote – Interior Elevations #4 “(E) Refrigerator to remain – NIC – Remove & Reinstall as required.” Is the contractor to remove and reinstall this refrigerator, or is this item NIC?
A. The refrigerator is to remain. If the contractor needs to remove the refrigerator in order to accomplish other contract work, then they are required to reinstall the refrigerator at no additional cost to the Government.
Q. Is a task order issued from a SATOC, MATOC, MACC, etc. considered a project under the Past Performance criteria?
A. Yes, the task order cut from a parent contract can be considered a project used in the past performance aspect of this solicitation.
Q. Is a modification to a contract considered a project or does the entire contract need to be submitted in regards to past performance?
A. No, the contract as a whole is considered a project, but not simply the modification in regards to past performance criteria.
Q. If the Offeror provides less than five (5) recent and relevant past performance projects how will this be reflected in the Past Performance Relevancy Ratings? Further, can the requirement be adjusted to read “…the Offeror shall provide a list of up to five (5) of their most recent and relevant past performance…”?
A. Offeror’s past perfromance ratings will be based upon all past performance data received. The Government does reserve the right to obtain additional past performance data through means of FAPIIS, CPARS/CCASS, SAM, etc. as it deems necessary. No, the requirement will not be rewritten to alter or change verbiage/vernacular.
Q. Specification 26 05 19 2.1 L. states that we can reuse existing romex, while “GENERAL DEMOLITION NOTE” number 9 on drawing E1.1 says to remove all non-metallic wiring and replace with conductors in metallic raceway. Which directive is to be used?
A. Disregard Note 9. There is no intent to replace all of the non-metallic sheathed conductors in the building. However, any new conductor that is installed shall be THN/THWN in EMT.
Q. Specification 28 31 74 2.17 C. states that all wiring shall be installed in raceway. Is existing in ¾” conduit?
A. Conduits leaving the FACP are ¾ and 1-inch. Conduits in the electrical rooms on each floor are a mixture of ½ and 3/4-inch. Any new conduit installed shall be a minimum of ¾-inch.
Q. GENERAL DEMOLITION NOTE 8 on drawing E1.1 mentions fluorescent lighting ballasts. Lamps and tubes also need to be disposed of per EPA requirements, correct?
A. Correct, lamps and tubes will need to be disposed of per EPA requirements.
Q. Can the supervisor also play the role of Quality Control Manager, if qualified?
A. No, Quality Control needs to report seperately to the Project Manager Q. US Army Corps of Engineers Manual EM 385-1-1 requires a full time Site Safety and Health Officer on site. It also requires that this person has no other roles. In the interest of saving money, can the Site Supervisor take on this role, if qualified?
A. Yes, superintendent can fulfill the role of safety and health officer, if qualified.
Q. In regards to the AISC Certified Erector Category CSE requirement, The closest AISC Certified erectors are all out of state (Washington and Idaho). Can this requirement be waived?
A. No. The AISC certification requirement will not be waived.
