Malmstrom Multiple Award Task Order Contract (MATOC) Questions and Answers Submission #3
Q. Windows are drawn as vertically operating but spec lists casements. Desco does not have a single-hung window. Please confirm casements are acceptable and advise if a horizontal muntin is required to match the drawings. The horizontal muntin has added costs associated.
A. Original windows were single-hung, new windows are specified to be casement; the horizontal mullion would be optional to maintain appearance but is not required (was shown on drawings to preserve the original appearance).
Q. Structural sheet S1.0 lists 38 feet as the stand-off distance, aluminum window specification lists 200 feet as the stand-off distance. Please clarify.
A. The window manufacturer can design the windows using a 200' standoff distance with a Type II explosive, but the supporting structural frames were designed using a 38' standoff distance with a Type II explosive. This is in accordance with UFC requirements.
Q. Are windows required to meet 2012 IECC?
A. Yes, new construction must be compliant with the IECC.
Q. Will past experience of key personnel work as key projects to list under the past performance section of this MATOC?
A. No, key personnel experience from a different company cannot be utilized under the past performance evaluation criteria. You must provide historical data on projects your company has done.
Q. Are there any as-builts for what is around Dorm 655?
A. As-builts for the irrigation mainline have been uploaded as the contractor will need to protect the irrigation lines or restore to existing condition prior to project completion.
Q. Can we substitute an EST3X panel in place of the Harrington or is substitution not allowed?
A. This is discussed in depth in spec Section 28 31 74, para 1.4B. The design is based on a Harrington panel, and additional review/approval of an alternative option is in-depth and requires an extended review period, per spec. We cannot guarantee approval or disapproval of any other panel system prior to contract award.
Q. Will Building 655 be totally unoccupied for the work to be done without restriction?
A. Yes, Dorm Management is working to get the entire dorm emptied of occupants prior to task order award.
Q. The proposal submittal requires a construction schedule and what should we anticipate as an award date and NTP date ? This would impact our schedule regarding winter work vs summer work, etc. (ie., stucco, windows , etc)
A. For the purpose of this question, use an anticipated award timeframe of December 2019.
Q. Is the intent to start the project in the spring of 2020?
A. Operate under the anticipated award date being in December 2019.
Q. Is the entire job site going to have a site fence?
A. Please reference specification section 01 10 00 para 1.4.
Q. Div 6: Cabinet work : So I just noticed that there is a “reinstallation of upper cabinets in units” ; are we to be matching existing laminate colors? If so, what the color name and brand is, to check in and make sure they haven’t discontinued the color. If they have, we would need the architect to pick out something similar or something that will compliment that existing cabinetry.
A. Upper cabinets should be protected during removal so as not to damage the existing laminate. If laminate is damaged contractor will be required to relaminate or replace cabinets with new at no additional cost to the government.
Q. Drawings cannot read notes: Try as I might I cannot make out some of the note legends on the right side of the architectural drgs. What size drgs should we blow these up to so they will scale properly and we can read them without much assistance?
A. Anyone else have this issue? I can’t get onto FBO right now to check to see what is posted up there, but I have no issue reading the architechtural notes on a standard 30” x 42” Arch E1 size sheet.
Q. Is the list of tables or Figures, and List of Appendices required for proposal submission? Will the proposal be rated any less if not added?
A. Please reference Attachment 11, para. 3.1.2.
Q. Another problem on hardware Group 3 door #1000a & 1058a these doors are a pair of doors and they have only one rim exit called out for 2 doors if they want to use rim exits they need 2 rim exits and a mullion also-please verify if this is what the Government wants.
A. Correct. Door #1000A and #1058a should have double panic hardware with a mullion.
Q. Is there an exterior wall thickness on first floor for the new blast resistant doors? The door schedule calls out head detail 9/A3.02 and jamb detail 10/A3.02 but not the width of door frames. Can the Government provide the wall width?
A. The details are all drawn to scale so any widths needed should be able to be pulled from the detail as the entire wall section is shown on the detail.
Q. ATTACHMENT 3 “BID SCHEDULE” HAS THE FOLLOWING:

THESE BOTH SHARE CONDUITS, WIRING, AND BOXES, AND ARE NETWORKED TOGETHER. WOULD IT NOT BE EASIER TO BID THEM AS ONE ITEM RATHER THAN TWO?
A. The base’s preference is that they are bid as 2 separate items.
Q. A SMOKE DETECTOR AND A SPEAKER WILL BE INSTALLED IN EACH ROOM(FA2.01 AS AN EXAMPLE). THIS WILL INCLUDE CONDUIT AND BOXES. THE CEILING WILL NEED TO BE CUT OPEN FOR THIS WORK. IT IS NOT SHOWN ON DEMO SHEETS(A2.07 AS AN EXAMPLE). THIS WILL HAPPEN ON ALL FLOORS. WHO IS RESPONSIBLE FOR THE R&R OF THE CEILINGS?
A. This is a question for the prime contractor. It is not shown on the demo sheets because the ceiling is not being demo’d. The removal and replacement of the ceiling is incidental to other required work.
Q. A2.00, note 7 states to reinstall existing sink whereas 21/A4.00, note 21 shows a new sink and refers to mechanical which also shows a new sink. Please clarify if the kitchen sinks are to be reused or disposed of.
A. Kitchen sinks are to be replaced with new per the schedule on sheet M4.2
Q. The quantities shown in the Fixtures & Furnishings Table on A1.00, A1.01, and A1.02 for kitchen table, microwave, refrigerator, and range are shown as 96 (1 per room). Shouldn’t the quantity be 48 (1 per unit), please clarify?
A. Yes, quantities for kitchen table, microwave, refrigerator, and range should read 48 (1 per unit).
Q. Does the carpet get removed from the 3rd floor Day Room, Rm 3055? It is not tagged as getting removed. Please verify.
A. There is no floor in day room 3055. Room 2055 is a two-story room.
Q. Does the flooring get removed from the stair landings on 3rd floor, similar to 2nd floor? It is not tagged as getting removed. Please verify.
A. Yes, all stairs and landings should be hatched to indicate Floor RB, 2.3, RUBBER FLOORING on the Room Finish Key.
Q. Note #18 on sheets A1.00, A1.01, A1.02 states to remove & reinstall existing wall base. The finish schedule calls for new rubber base. Please clarify.
A. Note #18 on sheet A1.00, A1.01, A1.02 should read “Remove (E) wall base.” Follow the finish schedule for installation of new wall base.
Q. I don’t see a specification for the cold-formed metal framing that is required at the infills around the windows.
A. Necessary cold-formed steel framing information is found in the structural notes on sheet S1.0.
Q. Can you tell me if there are isolation valves at the Fan Coils and Fintube in the bedrooms?
A. The as-built drawings for the facility show that the FCUs and the fintube radiators have isolation ball valves.
Q. Can we use new heating system during construction or are we going to have to figure temp heat for the building?
A. The new heating system can be used if it is completed, but there is no guarantee of what time of year the project will start. Lack of a functional heating system shall not impact the performance time, and the building must be protected from freezing.
Q. I know this has been asked but can the superintendent also act as the QC for the 2hrs a day as it has been in the past. The specification states that the QC he can have other duties in the company which does not exclude him from being the superintendent per the construction documents. Nowhere in the construction documents does it state otherwise. He reports to the office Project Manager.
A. No. The superintendent and QC cannot be the same individual.
Q. Is there a reason why that the steel frames for the windows can’t be installed without removing the EFIS on the outside-same as @ the CMU veneer?
A. The design approach was that we felt it would be less intrusive and costly to go from the outside – the new steel that supports the windows attaches to the existing steel that is much more easily accessed from the outside – at the perimeter of each floor’s framing. Inside we’d have to rip out ceilings in a ‘strip’ along the outside walls.
Q. Table 2.2 Proposal Organization requires Offerors to submit one original and two copies along with one CD of Volume I, Volume II, and Volume III. It is common within the industry for potential vendors and subcontractors to provide their pricing one to two hours prior to the bid date and time. With consideration of the delivery location and security of the delivery location, will the Government allow Offerors to submit Attachment 3 as a hard copy and not be included on the CD with the other Volume III documentation?
A. For those individuals who are concerned about receiving subcontractor pricing at the last minute, you must submit Attachment 3 in written format prior to the close of the solicitation. Subsequently, you shall submit a cd copy of the attachment within 48 hours of solicitation close.
Q. Previous question asks about a dedicated QC person (and not the superintendent) yet on Section 3.17 QC of the specs , General Requirements , says “ does not require a full time QC Manager” The individual assigned may have other duties within the contractor’s organization …… “ So should this specification be deleted from the specs stating that the QC “could be another person”, like perhaps the superintendent??? Please clarify ….
A. The superintendent SHALL NOT have Quality Control duties. These two SHALL BE SEPARATE. The superintendent may perform duties of the Safety and Health person.
Q. DRg Cover Sheet :Fixtures & Furnishings: It states in the specifications that all the furnishings that are to be salvaged shall /will be stored offsite –off the base even. Just wanted to confirm this as a requirement? And also that this is done all floors at once and then brought back complete??
A. The contractor may remove/store furnishings one floor at a time. However, no construction shall take place on a floor where furnishings have not been removed and the contractor shall be responsible for protecting the furnishings and cleaning them prior to Govt acceptance. Furnishings shall be stored off base as stated.
Q. Contract Time: Does the 480 days figuring any winter shutdown time?
A. No. The total days of construction is 480 days.
Q. Question on the HVAC Spec 233100 Section 2.8 Duct Cleaning; Will existing HVAC duct cleaning be required per spec? If so, can the NADCA certification be waived as this will have to be an out of state subcontractor to complete this work.
A. Comply with Spec 233100, Section 2.8 for duct cleaning.
Q. Are the existing toilets needing to be removed as new tile is required in each bathroom. If they are to be removed, what accessories need to be replaced? Gaskets, seats, closet bolts etc.?
A. Toilets must be removed/replaced to remove/replace tile. All gaskets, seats, closet bolts, etc. that are required if a new toilet were to be installed shall be replaced.
Q. Page 1 notes 2 and 3 of the drawings contradict each other along with Spec section 01 00 00 3.3A and 3.4A regarding occupied vs unoccupied. Please advise. If the building will remain occupied, how will it be phased? How long between phases to move dorm personnel?
A. The intent is to have the entire building vacated prior to start of work.
Q. If a company does not have design-build experience in the last 5 years, does this disqualify that company?
A. No, lack of design build projects does not disqualify a vendor, Section “L” defines relevant projects as “…including, but not limited to, design-build work and bid-build work…”
