Amendment 3 Respectfully will the Government please extend the due date from 4/1 to 4/15 at minimum? With 685 questions and 33 newly revised attachments, this is in essence a new BOS solicitation. Factoring that in alone, to complete and produce/deliver a BOS contract in 15 working days is aggressive. For reference Round 2 Q&A's listed that the Gov would extend the due date 4 weeks from Amendment 3.

The proposal due date has been extended to 22 April 2022 in Amendment FA300221R0012‐0004. Proposals shall be submitted electronically via DoD SAFE by 3:00 PM (Central Time) on 22 Apr 2022. Hardcopies shall be delivered by 3:00 PM (Central Time) on 25 Apr 2022. See revised Attachment 13 Section L dated 21 Mar 22, paragraph L.1.4.2.1, for instructions on how to submit proposals via DoD SAFE.

2 C n/a Solicitation+Amendment+FA300221R0012 0003+SF+30+Signed_11+Mar+2022

Q&A response #352 stated that "The Govt is going to extend proposal due date to 4 weeks after Amendment FA300221R0012‐0003 and Round 2 Q&A is posted." However, the extended timeline from Amd 3 (issued on Mar 11) to the new date of April 1 does not add up to 4 weeks.

Due to the amount of revised/new information issued with Amendment 3 ‐ in addition to responses to additional questions being submitted following the Q&As released in Amendment 3 ‐ significant effort is required to incorporate corresponding changes into the proposals. Therefore, 14 business days provided by the extension is not sufficient, particularly because submittal of a printed copy is still required.

Question: Will the Government extend the due date by 4‐6 weeks (until at least April 15th) to allow bidders develop complete and competitive proposals, and giving a full week after electronic copies are submitted for production/delivery of hard copies?

The proposal due date has been extended to 22 April 2022 in Amendment FA300221R0012‐0004. Proposals shall be submitted electronically via DoD SAFE by 3:00 PM (Central Time) on 22 Apr 2022. Hardcopies shall be delivered by 3:00 PM (Central Time) on 25 Apr 2022. See revised Attachment 13 Section L dated 21 Mar 22, paragraph L.1.4.2.1, for instructions on how to submit proposals via DoD SAFE.

Appendix 10A.1 and Appendix 11A.1 Publications: CE Playbooks

Q&A Response #501 referenced updated links to CE Playbooks, also stating that "No CAC required but an account will have to be created". However, when requested access, we were denied an account without a CAC.

Question: Will the Government add the referenced CE Playbooks to the Technical Library for bidders access?

The link provided will allow access without a CAC from a non‐government network device.

Cost Reimbursable CLINs 0072 through

Each Period of Performance starting in OY1 totals $6,075,000.00 for CLINS 0072 through 0077.

Question: Should bidders assume this number is all inclusive for Section 11 Operations Management materials in its entirety? Or is this number specific to each PWS number called out in the CLIN description?

The CLIN descriptions in Attachment 19 reference the applicable PWS Section and paragraph(s) that apply to that CLIN. Attachment 19‐CLIN Structure Pricing Proposal Worksheet Section has been corrected. Not to Exceed plug numbers have been added to Cost Reimbursable CLINs 0072 thru 0077. See Attachment 19 dated 21 Mar 22 provided in Amendment FA300221R0012‐0004.

Para 11.1.1.2.2 states "11.1.1.2.2. Collect Builder Data. Collect missing BUILDER data and ensure data for the critical systems (such as B20, B30, C10, D20, D30, D40 and D50) is current (within the last five (5) years) and complete. Gather information and data to support BUILDER asset management tools, assessments, techniques, and strategies such as, Facility Condition Assessments (FCA), Asset Visibility Teams (AVT), Energy Audits, Linear Segmentation Infrastructure Assessments, Preventive Maintenance, and RPIE Inventories."

Several of QA responses (199, 534) stated that "Builder SMS is current as defined by USAFE guidelines which requires data to be validated every 5 years".

Question: Can the Government provide a copy of the current QA 13B report from

BUILDER?

A portion of the information provided in the workload data is from the requested report. The complete report is not available at this time.

Attach+24+‐ +Solicitation+Questions+and+Answers‐ Round+1+and+2_28+Feb+22

Q&A responses #502 and #533 in Attachment 24 issued in Amendment 3 reference that CE legacy systems will not work as of January 2022 and then NexGen/TRIRIGA will be used.

However, the Government has not updated para 2.1.20 in Amd 3, which still states states:

"Legacy Data Systems. The SP shall populate, maintain, update, generate, and manage data and reports from Government Management Information Systems (MIS) and Government designated replacement database system, and other data collection systems as required. Systems must be kept up to‐date and accurate. When database content errors are found, regardless of who caused the error, corrections shall be made within 60 calendar days of notification."

Also, section L.2.4.b was not revised in Amd 3 and states "A comprehensive plan to manage, update, and configure legacy systems and/or replacement systems."

Question 1: Are there additional legacy systems that the SP will be required to populate, maintain? If so, please provide the list, timeline of change, and new systems planned to be introduced.

Question 2: Will the Government be updating paragraph 2.1.20?

Question 3: Does section L.2.4.b now only need to address managing/updating/configuring NexGen/TRIRIGA? If not, what other systems should be discussed?

PWS Section 2 is for All Services and paragraph 2.1.20 is referencing legacy systems across all areas of the contract (not just CE); several areas of the PWS outside of CE also have legacy systems that the contractor will be required to maintain and use.

Attachment 13 ‐ Section L, Instructions to Offerors, has been revised. CPARS can be submitted as a separate attachment to Volume II ‐ Past Performance and will not count towards the 40 page limit. See Attachment 13 dated 21 Mar 22 provided in Amendment FA300221R0012‐0004.

Ref. Q&A # 346. The Government's response to the following question did not provide the answer necessary for supplying meaningful prices on CLINs which are differentiated only by funding source (APF/NAF). Request that the Government consider the fololowing more detailed explanation of the issue (shown below), and provide an updated response.

Original question:

Request the government provide workload data at a level of detail that supports creation of prices at the funding level (APF/NAF), as required by CLINs 0008, 0009, 0019, 0020, 0023, 0025, 0026, 0027, 0032, 0033, 0034, 0035, 0059, 0060, 0061, and 0062. The requirements described in the relevant PWS documents do not break out workload data into APF and NAF; however, this level of workload detail is necessary for completion of the pricing workbook and determination of Schedule B values. Without more differentiated workload information, bidders will be unable to supply meaningful prices for CLINs that are differentiated by funding source.

Initial Government Response:

For CLINS 0008, 0009, 0019, 0020, 0023, 0032, 0033, 0034, & 0035 ‐ See Attachment 1b ‐ PWS Section 11 Appendix/paragraph 11B.1.2.19. For CLINS 0025, 0026, and 0027 ‐ See Attachment 1a ‐ PWS Section 10 paragraph 10.3.2.2. For CLINS 0059, 0060, 0061, and 0062 ‐ See Attachment 1g ‐ PWS Section 23 Appendix/paragraph 23B.1. See Attachments 1b, 1a, and 1g dated 28 Feb 22 in Amendment FA300221R0012‐0003.

In Table 23B.1.1, Linen Exchange and Dry Cleaning Workload references to Lodging are NAF facilities (Line 12/16), Dormitories are APF Facilities (line 13), Other Organizations are APF (line 15).

Clarification/more detailed question: The references provided in the Government's response do contain workload data for the CLINs in question; however, they do NOT contain workload data differentiated by funding source. For example, CLIN 0061 Linen Exchange (APF) and CLIN 0062 Linen Exchange (NAF) BOTH relate to workload data found in Attachment 1g Section 23 Appendix para 23B.1, table items number 12, 13, and 15.

There is no information within the workload data table for those items to identify which items are APF (CLIN 0061) and which items are NAF (CLIN 0062). Are bidders simply to price items 12, 13, and 15 and assume that the price should be divided evenly between CLINs 0061 and 0062? In the response to question 461 the government indicates that the estimate cost of construction “has no bearing on how the government has requested Offerors to propose”. The PWS asks the SP to provide full design services, which would seem to include both direct and indirect design costs as shown in DFARS 236.606‐70. Since existing statues, policies, and procedures tie design costs to estimated construction costs, the estimated construction value of projects being designed would have a direct bearing on the design budget for those projects. Please provide an upper limit for this range or a maximum cumulative value for the 19 projects listed as >$500k.

Attachment 1c ‐ PWS Section 12, has been revised. See Attachment 1c dated 21 Mar 22 in Amendment FA300221R0012‐0004. See table 12B.1.5. for the requested information.

Would the Government reconsider the requirement for AFIT classes to be completed within 2 months of hire date? It generally takes 4‐6 weeks to get a CAC, and these classes require that you have the CAC prior to registering. As the government has stated, if the total time is added for each AFIT course, it exceeds 2 months.

No, a CAC is not required to access AFIT classes.

63 T

Would the Government consider allowing 1 year for the completion of the AFIT classes?

Some of the classes are not all available on demand; some are only available at certain times during the year. Additionally, a registered person has to be working for the DoD in order to take these classes.

No

64 T

Would the Government reconsider the requirements for the Director of Civil Engineering and Chief similar to the note added for the Program Manager? ‐ Individuals that are highly qualified, but do not meet the exact requirements of the position may be allowed to serve in this position if approved in advance by the 81st CONS Contracting Officer.

No

65 T

At what point does the government consider a position is filled and not subject to penalties as described in the Performance Incentive Reduction Plan? If a key position is filled that requires AFIT classes and those classes take 8 months to complete, will the contractor be penalized monthly until completed?

Position is filled when qualified candidate is actively working in the position. If the position requires Government Furnished Training, the contractor will not be penalized prior to training as long as the training is promptly applied for/scheduled upon hiring.
