Government's requirements but needs to provide convincing rationale to address how the Offeror intends to meet these requirements

TECHNICAL CAPABILITY
Executive Summary
Quality control system, staffing and workforce plan, management approach and understanding of all FOS requirements approach over the life of this contract
Approach for working with other contractors in support of the 71 FTW mission
TECHNICAL RATING DEFINITION
Acceptable
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation.
TECHNICAL CAPABILITY
During evaluations, each proposal will be assigned a rating of either “Acceptable” or “Unacceptable”.
A rating of unacceptable in one or more technical subfactors will constitute an overall unacceptable rating for the technical evaluation.
TECHNICAL CAPABILITY
The Offeror’s proposal must demonstrate a clear understanding of the nature and scope of work required
Failure to provide a realistic, reasonable, and complete proposal may reflect a lack of capability to perform the work requirements and may result in a determination that the Offeror’s proposal is “Unacceptable”
The proposals shall be evaluated against the following Technical Capability subfactors:

Subfactor 1: Quality Control System
This subfactor evaluates the Offeror’s
Internal (within the program managers’ span of control)
External (corporate management) approaches and processes to quality control management
Processes to effectively manage performance
Subfactor 1: Quality Control System (continued)
Five components (excerpts and paraphrase)
Processes for preventing deficiencies to include how root cause analysis procedures will be used to prevent deficiencies from reoccurring
Processes for monitoring corrective actions
System(s) for recording, computing, and accessing performance
How QC process supports training program
Corporate management’s approach for identifying negative trends and implementing corrective actions
Subfactor 2: Workforce Staffing Plan
This subfactor assesses the Offeror’s proposed aircraft maintenance, aircrew flight equipment, and airfield management organization staffing plan
The Offeror shall use the manpower matrix provided as Attachment
6 to this solicitation

Approaches for formal classroom and hands-on training programs
