text: - Ref Item 10a and 11h: COMSEC: Contractor shall perform COMSEC related tasks in accordance with (IAW) AFMAN 17-1302-0

- A COMSEC account is required for control of keying material associated with GFE mobile/hand-held encrypted radios

- Ref Item 10j and 11l: The contractor may be required to generate Controlled Unclassified Information (CUI) in the form of documents and artifacts that meet the criteria, in accordance with DoDI 5200.48.

- Ref Item 11f: Contractor support for the ABOS contract will take place on Ascension Island, which is part of the British Overseas Territory of St Helena and administrative/logistic functions will take place at Patrick SFB and Cape Canaveral SFS.

- Ref Item 11g, DTIC Access: Contractor shall prepare and process DD Form 1540 to DTIC. Subcontractors are required to prepare and process the DD Form 1540 through the prime contractor. NISPOM (DOD 5220.22M) Chapter 11, Section 2, Para 11-203 (a) and (b)

- Ref Item 11j, OPSEC:

The contractor shall comply with SLD 45 OPSEC requirements to protect critical information as defined in AFI 10-701, Operations Security, and the SLD 45 OPSEC plan.

The contractor shall appoint in writing a primary and alternate OPSEC Representative to work with the SLD 45 OPSEC Signature Manager performing OPSEC duties within the contract.

Contractors shall receive unit-specific OPSEC training within 90 days of assignment to a contract. Training will be obtained from the SLD 45 OPSEC Signature Manager.

Contractors shall complete annual refresher training distributed by the SLD 45 OPSEC Signature Manager as well complete the Advanced Distribution Learning System course titled OPSE 1301, OPSEC Fundamentals.

SLD 45 OPSEC personnel will provide guidance on protecting critical information, including training materials, AFI 10-701, Operations Security, and other instructions as needed. The contractor shall contact the unit OPSEC Signature Manager with any questions.

- Ref Item 11k, DCS: Any classified information generated in the performance of this contract shall be classified according to the markings shown on the source material.

- Block 11m: Contractor will provide appointment memos for primary and alternate Cybersecurity focal points to the SLD 45 Cybersecurity Office. The Cybersecurity Office will provide training for the disciplines required.

Explain and identify specific areas and government activity responsible for inspections.: The contractor shall sign for understanding, a Visitor Group Local Security Policy (VGLSP) with the local Servicing Security Agency (SSA), SLD 45/IP and the on-site governmental functional for the operations on an SLD 45 installation or owned or leased property. Sub-contractors will also be required to sign a separate VGLSP or addendum.
Explain and identify specific areas and government activity responsible for inspections.: DCSA (Defense Counterintelligence and Security Services) is relieved of industrial security oversight for contractor performance on DoD installations or DoD leased property as long as the local Commander has requested oversight. Inspections will be conducted by the local Servicing Security Agency (SSA), SLD 45/IP.

SLD 45/IP will conduct annual Industrial Security Reviews IAW AF and DoD guidance.
