This Air Force Manpower Standard (AFMS) quantifies the manpower required to accomplish the tasks described in the functional statement for varying levels of workload. The mission of a Fire
Emergency Services (FES) flight is to provide fire prevention and protection, firefighting, rescue, and hazardous material response capabilities to prevent or minimize injury, loss of life, and damage to property and the environment. The AFMS defines manpower to support an FES flight at Air Combat Command (ACC), Air Education and Training Command (AETC), Air
Force District of Washington (AFDW), Air Force Materiel Command (AFMC), Air Force Space
Command (AFSPC), Air Force Special Operations Command (AFSOC), Air Force Global Strike
Command (AFGSC), Air Mobility Command (AMC), Pacific Air Forces (PACAF), United
States Air Forces Europe, United States Air Force Academy, United States Air Forces Europe
(USAFE), and all Air Force-led joint base (JB) locations. This AFMS does not apply to flights that have undergone public-private competition, or are within the Air National Guard, Air Force
Reserve, or locations on the base closure list. This AFMS applies to peacetime operations only.
The 23- and 32-series of Air Force (AF) publications contain United States Air Force (USAF) policy and procedural guidance for the FES. This AFMS was developed in accordance with
(IAW) policy and procedural guidance from HQ USAF/A1M, AFMAA, and the 38-series AF publications. Refer recommended changes and questions about this posting to the Office of
Primary Responsibility (OPR) using the Recommendation for Change of Posted AFMS; route change to AFMAA/MAOQ. Ensure all records created as a result of processes prescribed in this
AFMS are maintained IAW Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of IAW Air Force Records Information Management System Records Disposition

1.3.2.1. Vehicle Core Set (VCS). A VCS is a predetermined group of fire fighting vehicles used by FES to accomplish primary tasks. The VCSs are based largely on the quantities of firefighting agents required to extinguish aircraft fires IAW National Fire Protection Association
(NFPA) Standard 403, Standard for Aircraft Rescue and Firefighting Services at Airports, 2009
Edition. The vehicle set for an installation is determined by the largest permanently-assigned aircraft type, frequent transient aircraft, or a combination of both. All official VCSs for each base is validated by the Major Command (MAJCOM) A7C FES functional and forwarded to
AFCEC/CXF for AF/A4/A7C approval.
1.3.2.2. Detailed calculations. In all VCSs, the crew size, man-hours and manpower requirements include the Assistant Chief for Operations position. These requirements are based on levels of service established IAW Air Force Instruction (AFI) 32-2001, Fire Emergency
Services Program, and Program Action Directive (PAD) 07-02, Implementation of Civil
Engineer Transformation. The Flight Information Publication (FLIP) is the source document utilized to determine installation flying days to assist in identifying those installations that earn core fire fighters for weekend flying mission requirements. This document is available at Base
Ops, and credit for weekend flying is only applied when weekend flying occurs every weekend and validated by the FLIP. Tables 1.2 through 1.6 show the calculations for each VCS and the respective computed man-hours and manpower requirements. The AFI 32-2001, Figure A4.2, 4 AFMS 44F1, 5 February 2018 lists all personnel levels of service used in those calculations. Attachment 7 contains detailed tables of incident capabilities task usage that supports the determined requirements. Specific task usage will be determined by the Incident Commander.

1.4. Workload Factors (WLF).
1.4.1. Title: Total square footage (Determines Fire Prevention Inspectors).
1.4.2. Definition: The total square footage as identified by Real Property Control Codes A and
D, excluding Military Family Housing (MFH). The MFH is identified by Real Property Codes beginning with 711. Square footage should only include areas where FES is responsible.
1.4.3. Source: Installations will be authorized Fire Inspector(s) to support the Fire Prevention
Program IAW Department of Defense Instruction (DoDI) 6055.06, Department of Defense
(DoD) Fire and Emergency Services Program. The total square footage is identified with Real
Property Control Codes A and D, excluding MFH. The MFH is identified by Real Property
Codes beginning with 711. This data is maintained by the installation Real Property
Management Office.

2.3. To manually price out the FES AFMS using the special nonstandard FES MAF (listed in
AFI 38-201, Management of Manpower Requirements and Authorizations, Attachment 2, Table
A3.2.), use the price out sheet at Attachment 6.
2.4. When updating the Unit Manpower Document (UMD), use Functional Account Code
(FAC) 44F100 Fire Emergency Services, Office Symbol Code (OSC per AFI 38-101, Air Force
Organization, and the Manpower Standards Implementation code “G” for requirements earned by the basic standard.
3. Statement of Conditions.
3.1. Manpower required for fire operations is based on historical response data and on risk assumptions that major incidents involving real property, hazardous materials, emergency medical responses, confined space rescue, and aircraft will not occur simultaneously (except when they are involved in the same incident).
3.2. Actual assignment of personnel is based on providing fire ground and other incident response capabilities in each Fire Response District (FRD).
3.3. This flight normally operates 24 hours per day, 7 days per week.
3.4. All processes and variances include indirect man-hours. This AFMS assumes all indirect work will be accomplished within the 24-hour shift due to the large amount of standby time.
3.5. The minimum Aircraft Rescue and Fire Fighting (ARFF) and/or structural fire protection requirements are based upon the following: Public Law 104-113, National Technology Transfer and Advancement Act of 1995; Amendment to H.R.2196 (February 1996); DoDI 6055.06;
Department of Labor; AFPD 32-20, Fire Emergency Services; AFI 32-2001; Occupational
Safety and Health Administration (OSHA) Regulations (Standards - 29 Code of Federal
Regulations Part 1910, Subpart A–General–Purpose and Scope, Part 1960, Basic Program
Elements for Federal Employees OSHA, Subpart B - Administration, Part 1960.8, Agency
Responsibilities; and NFPA Standards.
3.6. Installation Commanders and MAJCOM Directors of Safety, Operations, Transportation, and Civil Engineering validate increased capability for unique mission requirements. The USAF
Civil Engineer has sole approval authority for increasing capability for unique mission requirements.

Terms
Air Force Manpower Standard (AFMS)—A numbered specialized posting that quantifies manpower requirements for a work center. Also includes approved Air Force variances. See
AFI 38-201, Management of Manpower Requirements and Authorizations.
Contract Full Time Equivalent (CFTE)— A CFTE is a calculated number based on a 2080 annual hours as mandated in The Consolidated Omnibus Budget Reconciliation Act of 1985
(Public Law 99-272, April 7, 1986) which amended 5 U.S.C. 5504(b).
Conversion Factor—Converts the expected natural rate of occurrence to a monthly figure. For example, the conversion factor for a weekly report is 4.348.
Directed Requirement Factor (DRF)—A constant man-hour requirement directed by higher headquarters policy. It is used to determine the minimum-manpower factor.
Man-hour—A unit of measuring work. It is equivalent to one person working at a normal pace for 60 minutes, two people working at a normal pace for 30 minutes, or a similar combination of people working at a normal pace for a period of time equal to 60 minutes.
Man-hour Availability Factor (MAF)—This factor is the average number of man-hours per month an assigned individual is available to do primary duties. Required man-hours are divided by the MAF times the overload factor to determine the manpower requirements.

Minimum Manpower Factor (MMF)—A fractional manpower computation that shows the manpower required to man a position. This factor is dictated by the need for one or more individuals to be on duty, although they may not be continuously productive.
Unit Manpower Document (UMD)—A detailed manpower listing reflecting the distribution of manpower allocations into a finite structure of authorizations (by work center).
Work Center—A group of personnel that use similar machines, processes, methods, and operations to do homogeneous work usually located in a centralized area. The term is used to identify a relatively small activity within a broad functional segment. Personnel within a work center do work that basically contributes to the same end product or result (duties are similar or closely related).
Workload Factor (WLF)—
1. An index or unit of measure that is consistently expressive of, or relatable to, the manpower required to accomplish the quantitatively and qualitatively defined responsibilities of a work center.
2. An end product (or a combination of products) that represents the work done in the work center. It may be either something physically produced in the work center (referred to as a production-type WLF) or something that is external to, but served by, the work center (referred to as a work generator-type WLF).
