About this file
This file is a Glossary of Terms for RFP 26-014-280 issued by the State of California Department of Technology (CDT), dated October 2, 2026. The document provides standardized definitions for technical, administrative, and operational terminology relevant to a state procurement initiative involving the Division of Drinking Water (DDW) and the State Water Resources Control Board (SWRCB). The glossary establishes consistent language for cloud infrastructure services, software development methodologies, data management systems, and regulatory compliance frameworks that bidders and state evaluators will reference throughout the procurement process.
The glossary encompasses over 200 defined terms covering cloud computing platforms (AWS, Azure), software delivery models (IaaS, PaaS, SaaS), data technologies (geodatabases, ETL, APIs), regulatory standards (CCPA, ADA, CROMERR), incident classification levels, release types, requirement categories, and agency-specific entities and processes. Key definitions include the Business Rules Engine (BRE) for managing organizational policies, geographic information systems (GIS) capabilities, and software development lifecycle (SDLC) methodologies. The document establishes criteria for evaluating bidder responsiveness, including material and immaterial deviations, and defines roles such as Key Staff, Subject Matter Experts, and Technical Review Teams. Notably, the glossary defines project scope parameters, including "large-scale" projects serving over 1,000 end users and specifies "Projects of Similar Size, Scope, and Complexity" as those involving 500+ users, similar industry experience, integration of 10+ information systems, or minimum $10 million project costs.
