About this file
This is a Work Order Authorization (WOA) Form template issued by the State of California Department of Technology and the State Water Resources Control Board pursuant to Agreement No. 26-014-280. The WOA authorizes contractor performance on the Water Technical Access Portal (WaterTAP) project, which encompasses all activities necessary to elaborate design and implement the portal system. The document establishes a framework for defining required activities and work products, with due dates to be maintained in deliverable 1.2 Project Schedule and adjusted by mutual agreement between the State and Contractor. The contractor shall perform work remotely within the United States, with provision for US-based team members to travel to Sacramento for key meetings and activities as mutually decided. Status reporting will follow an established template through deliverable 1.3 Monthly Status Report, with reporting frequency to be determined through weekly status meetings or similar mechanisms.
Payment to the contractor shall be made in accordance with the Agreement's provisions, with total costs calculated using rates specified in EXHIBIT E: COST WORKBOOK on a fixed-price basis per work product and contractor staff member. WOA acceptance criteria require completion of all required activities and work products by specified due dates, acceptance by the State, and closure or satisfactory management of identified risks and issues according to the Project's Risk Management Plan. Expected target dates for deliverable submission and timing of future Data Exchange Documents (DEDs) in subsequent WOAs may be amended by mutual consent, with updates reflected in the jointly maintained Project Schedule. The form requires approval signatures from both State and Contractor representatives before work authorization is effective.
