About this file
This is a Procurement Determination document issued by the Arizona Department of Administration, State Procurement Office, regarding a late offer submission for a Foreign Language Translation and Interpretation Services contract (Reference No. BPM005633). The procurement officer, Stephanie Stevens, determined that an offer submitted by Effectiff would not be accepted as a late submission. The determination was made in accordance with Arizona Administrative Code R2-7-C307(B)(2), which governs late offers, modifications, and withdrawals before the offer due date and time.
The determination specifically found that Effectiff did not take appropriate action to address technical difficulties or communicate with the APP Help Desk regarding submission issues. Additionally, the procurement officer documented that Effectiff had been notified of the open solicitation through a direct email sent to ricardo.guzman@effectiff.com on September 11, 2023, contrary to Effectiff's claim of not being informed. The procurement officer's decision to reject the late offer was based on a thorough review of timelines and the finding that Effectiff's failure to receive the offer by the due date and time was not attributable to actions or inactions of personnel directly serving the purchasing agency, as required for acceptance of late submissions. This determination was officially documented in the procurement file on November 11, 2023.
