About this file
This is a firm experience document submitted by AECOM in response to the Arizona Department of Transportation (ADOT) On Call Transit Consultant Services Request for Proposal (BPM007068) for Discipline 4: Transit Operations Tasks. AECOM demonstrates its qualifications through documented experience on multiple transit-related projects in Arizona, including work with the Town of Prescott Valley on National Transit Database reporting, the Central Yavapai Metropolitan Planning Organization (CYMPO) on Federal Transit Administration 5307 TrAMS applications, Gila County on a comprehensive transit governance study, and the Phoenix Public Transportation Agency on safety plans and microtransit assessments. The on-call contract structure allows ADOT to assign individual tasks on an as-needed basis across six primary disciplines over a twelve-month initial term with potential extension to forty-eight months total. Proposals for this multi-contract procurement are due by September 10, 2025, with deliverables and performance measures to be specified in individual task assignments. AECOM's Arizona operations employ approximately 200 personnel with over 65 years of transportation experience in the state.
The contract will be funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with contractors reimbursed based on hourly rates for actual work performed. The procurement establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. AECOM's proposed team includes transit and environmental planners, community outreach specialists, and data analysts capable of supporting rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives throughout Arizona.

TOWN OF PRESCOTT VALLEY
NATIONAL TRANSIT DATABASE
REPORTING | Prescott Valley, AZ
AECOM assisted the town of Prescott Valley with 5307/ TrAMs access, National Transit Database (NTD) reporting, and CARES Act post-award reporting. The project aimed to support Prescott Valley with 5307 Application, NTD reporting, and CARES Act Post-Award reporting. AECOM assisted Prescott Valley in reviewing, assigning, and submitting outstanding MPR and FFR tasks. AECOM also facilitated meetings with various agencies such as the CYMPO, FTA, ADOT, and Prescott Valley to facilitate the application process. AECOM also developed an Excel spreadsheet with all NTD forms and data fields for a small systems-reduced urban reporter of 5307 funds, including data elements, notes, definitions, and YAVALINE data sources. Throughout the process, AECOM worked closely with Prescott Valley to resolve any issues and ensure compliance with reporting requirements.
CYMPO 5307 TRAMS OBLIGATION |
Prescott, AZ
AECOM assisted CYMPO with drafting and refining sections of the FY 2022 Federal Transit Administration (FTA) 5307 Transit Award Management System (TrAMS) application. This project included assisting CYMPO with navigating the TrAMS website, review and providing feedback to their application, reviewing CYMPO’s Title VI Plan and provide comments, and helping CYMPO address comments received from FTA.

GILA COUNTY TRANSIT
GOVERNANCE STUDY |
Apache Junction, AZ
The study provided a comprehensive guide for Gila County to enhance transit services and design investments strategies that make best use of available federal, state, regional, and local resources. A well-defined organizational structure and investment strategy was developed to maximize available resources while improving mobility and access to jobs, healthcare, and shopping within Gila County. This study involved extensive coordination with national AECOM resources, as well as two subconsultants.
A significant amount of stakeholder coordination was conducted, including outreach with elected officials and two tribes. A detailed peer agency analysis was conducted, which included North Central Regional Transit District in New Mexico. As it was a very similar peer, this initially included reviews of available data and subsequently was followed with a series of interviews to better understand the system.
PHOENIX PUBLIC TRANSPORTATION
AGENCY SAFETY PLANS | Phoenix, AZ This study is a vital element of the Transportation 2050 (T2050) Program, which aims to enhance and expand the neighborhood circulator routes in Phoenix. The NTS focused on the area served by the DASH circulator. To encourage community involvement, a Community Education and Engagement Plan was developed, outlining participation in three phases. Technical findings and public outreach results led to the formulation of four DASH route alternatives that broadened the existing DASH alignment and service hours.
After reviewing public feedback, a selection was made, and further engagement with stakeholders about the preferred option followed. The Valley Metro Service Change process culminated in the Citizens Transportation Commission’s approval of the preferred alternative.
The Microtransit Assessment study identified and evaluated on-demand microtransit zones as a solution for first/last-mile connections, integrating with the region’s established fixed-route transit system. Implementing adaptable microtransit zones allows Phoenix to improve transit access more rapidly and with lower initial infrastructure and operational expenses. The long-term strategy involves using travel patterns within the microtransit zones to guide the placement and frequency of fixed routes in the targeted neighborhoods.
