The resumes detail the qualifications of two key project managers: Daksha Masurkar, AICP, assigned as the Discipline 3 Project Manager for Transit Planning Studies and Transit Operations Planning, and Jill Cahoon, GISP, ENV SP, assigned as an Additional Project Manager for Discipline 3. Daksha brings 12 years of transportation planning experience, with 9 years at AECOM, and holds a Master's degree in Urban and Environmental Planning from Arizona State University along with a Graduate Certificate in Transportation Systems. Jill brings 25 years of experience in transit and rail planning, with 23 years at AECOM, and holds a Master's degree in Geography from the University of Maryland along with certifications as a Geographic Information Systems Professional and Envision Sustainability Professional.
Both project managers have extensive project management experience directly relevant to ADOT's needs. Daksha has led initiatives including comprehensive transportation and transit plans, light rail transit design, bus rapid transit network development, microtransit assessments, and transit-oriented development projects across major transit agencies such as Valley Metro in Phoenix, Laketran in Ohio, VIA Metropolitan Transit in San Antonio, and Park City Mountain Resort. SUBJECT MATTER QUALIFICATIONS
Daksha is a professional Transportation Planner with a focus on public transit. She is passionate about accessibility-based planning and better integration of land use and transit.
With this goal in mind, she has led and supported several projects, including comprehensive transportation/transit plans, light rail transit design, bus rapid transit network, corridor planning, on-demand/microtransit assessments, transit-oriented development, and transit feasibility studies.
PROJECT MANAGEMENT EXPERIENCE
Valley Metro - Maximum Passenger Load and Running Time Analysis Study, Phoenix Metro (Project Manager). Daksha led an analysis of the maximum passenger load for 39 bus routes to develop recommendations for the appropriate bus length and seating capacity for future bus purchases. Additionally, an analysis of bus schedule running times was conducted to recommend updated running times for each route by service day and time band.
Laketran - On-Demand Service/Microtransit Modernization Study, OH (Task Manager). The study assessed how best to modernize Laketran’s Dial-a-Ride (DAR) service as a flexible, on-demand microtransit service in Lake County and potentially to strategic destinations and transit transfer points in neighboring Cuyahoga, Geauga and Ashtabula counties. The work was guided by a recent AECOM analysis of national microtransit best practices.
Daksha was responsible for the evaluation of existing DAR data to understand the origin and destination patterns and identify any existing operational inefficiencies via trends such as time of day and a comparison of geographic areas against the county-wide average.
Park City Mountain Resort, Quinn’s Park & Ride Transit Analysis, Park City, Utah (Lead Transit Planner). This task aimed to complete a comprehensive assessment of transit service characteristics, including proposed routing and stop locations, parking projections by the established horizon years, construction milestones for the resort and parking garages, and fleet inventory for transit services from New Quinn’s Park & Ride lot to the PEG/Vail resort. Daksha assisted with developing service and operations plans that included a conceptual schedule and operations model for the shuttle bus service. She also led the implementation plan with phased implementation recommendations.
Valley Metro Downtown Hub Bus Route Study, Phoenix, Arizona (Task Manager). Phoenix Central Station necessitated rerouting commuter, local, and circulator routes in Downtown Phoenix. The aim of the project was to recommend route alignment for post-construction implementation of the South Central Extension. Daksha led the task, provided technical expertise, and coordinated with the client, concerned city departments, and the Light Rail Extension construction team, acting as a central point of contact.
VIA Metropolitan Transit - Mobility on Demand (MOD) Support Services, San Antonio, TX (Deputy Project Manager). Daksha supported the evaluation of microtransit operational and maintenance plans to help VIA determine the full range of opportunities and constraints related to pursuing in-house operations. This included assessment of vehicle requirements, vehicle types, maintenance facility, labor requirements, parking requirements, IT infrastructure, and MOD zone management.

She has a particular focus on bus operations planning, effective community engagement, and robust technical analyses.
PROJECT MANAGEMENT EXPERIENCE
Comprehensive Specialized Transportation Plan, Utah Transit Authority, Wasatch Front, UT (Senior Planner). Working with the prime and building on the recent implementation of regional coordinating councils in the Wasatch Front, the team developed a plan to outline next steps towards enhanced public transit-human services transportation provider coordination between UTA and more than 400 local human services transportation providers.
ADA Paratransit Comprehensive Operations Analysis, Greensboro, NC (Senior Transit Planner). AECOM conducted a review of AccessGSO, the City of Greensboro’s city-wide ADA paratransit service. The project included an assessment of ADA services, eligibility processes and staff and resources and recommendations to improve efficiencies, customer service and overall operation.
Coordinated Public Transit-Human Services Transportation Plan, Regional Transit Authority (RTA) of Southeast Michigan, Detroit, Michigan (Project Manager). AECOM is developing a Coordinated Public Transit-Human Services Transportation Plan for the RTA of Southeast Michigan. The RTA service area is comprised of four counties – Macomb, Wayne, Washtenaw and Oakland – as well as the City of Detroit (which sites in Wayne County).
The plan is branded as part of the Mobility 4 All Program. The AECOM team is also supporting the RTA in Federal Transit Administration (FTA) Section 5310 program management, including the ongoing Call for Projects and an evaluation of the subrecipient and project evaluation process.
Coordinated Public Transit-Human Services Transportation Plan, South Jersey Transportation Authority (SJTA), Camden County, NJ (Project Manager). AECOM is developing a Coordinated Public Transit-Human Services Transportation Plan for Camden County through the SJTA. Utilizing NJTRANSIT guidelines and oversight, AECOM is working with SJTA, Camden County, and a diverse set of local stakeholders to identify mobility needs and gaps across the County, prioritize solutions, and develop a set of recommendations to improve coordination between providers and access to transportation for residents.
Coordinated Public Transit-Human Services Transportation Plan, New York Metropolitan Transportation Council, New York, NY (Task Lead).
As a subconsultant to Cambridge Systematics, AECOM is supporting the development of the Coordinated Public Transit- Human Services Transportation Plan for the NYMTC region, which covers New York City, Long Island, and the lower Hudson Valley of New York. AECOM is focusing on identifying policy gaps among paratransit and human services transportation providers and developing a prioritized list of strategies to close gaps and improve access to transportation services.
Comprehensive Regional Transit Plan Updates, Regional Transit Authorities, Commonwealth-wide, MA (Project Manager). In 2020-2021, AECOM worked for the Massachusetts Department of Transportation Rail and Transit Division with all 15 Regional Transit Authorities (RTAs) commonwealth-wide to develop and update comprehensive regional transit plans. Work included evaluation of existing transit routes and services, including microtransit service and pilots, community outreach to prioritize needs and plans, and developing strategies to improve public transit in communities across the state, focusing on performance.
In 2025 AECOM is again working with all 15 RTAs to update their comprehensive regional transit plans.
