Her passion for sustainable design guides her efforts to integrate transportation with land use to create safe, equitable, and healthy communities at the regional, local, and neighborhood level. Jennifer’s skills encompass all levels of project development, from planning, policy, and public involvement, through to design and construction. Her versatility and skills enable her to integrate various disciplines and reconcile the needs of a diverse set of stakeholders.
PROJECT MANAGEMENT EXPERIENCE
Valley Metro West Phoenix High Capacity Transit Alternatives Analysis (Project Manager). Alternatives Analysis that studied how to best improve transit in the under-served, but high-transit usage Maryvale area in West Phoenix. The study assessed several alignment alternatives along with two transit modes, light rail and bus rapid transit.
North Central RTD Zero Emissions Bus (ZEB) Plan (Lead planner). This plan evaluated ZEB options for routes and accommodated needs at maintenance facilities across all the NCRTD facilities in northern New Mexico. Options included battery electric with depot only charges, on-route charges, fuel cell, hybrid electric, compressed natural gas, liquid propane, and a combination of fuel sources. Evaluation included assessment of current and planned transit fleet, bus routes, passenger loads, run times, driver behavior, weather and fleet specifications. Jennifer supported the evaluation process, provided sustainability related input, and developed recommendations.
Gila County Transit Governance Study, Central Arizona Governments (CAG) (Project Manager). This project is an effort to identify an institutional structure that will improve transit coordination and connectivity. The Study provided a comprehensive guide for the county to enhance transit services and design investment strategies that make best use of available federal, state, regional, and local resources. A well-defined organizational structure and investment strategy will maximize available resources while improving mobility and access to jobs, healthcare, and shopping within Gila County.
City of Chandler Transportation Plan Transit Component. AECOM developed the transit element of the city’s Transportation Master Plan Update. The key objectives for the transit element included: Increase transit visibility, identify opportunities to fund transit enhancements, maximize connectivity to the regional transit system, integrate community values, identify efficiencies for paratransit services, and lead transit technology innovation in the MAG region.
Sun Corridor MPO Eloy Transit Feasibility Study, Eloy, AZ (Project Manager). This was a transit feasibility study for Eloy, Arizona. The study evaluated current and future conditions, development of a short range transit plan and implementation plan. Extensive public involvement was conducted, including public meetings, public survey, and stakeholder interviews, as well as close coordination with the technical advisory committee, ADOT Transit, transit services in adjacent communities, and existing 5310 operators.
Cedar City to Brian Head Transit Feasibility Study, Cedar City, UT (Transit Planner and Project Advisor).
Performed a transit feasibility assessment connecting Cedar City and Brian Head. The project included evaluation employment and residential data as well as recreational and visitor information for the cities of Cedar City, Brian Head, and Parowan, ultimately providing a recommendation on intercity transit service. The new transit service would connect the three cities to accommodate workers and visitors to the resort community of Brian Head.

SUBJECT MATTER QUALIFICATIONS
Daksha is a professional Transportation Planner with a focus on public transit. She is passionate about accessibility-based planning and better integration of land use and transit.
With this goal in mind, she has led and supported several projects, including comprehensive transportation/transit plans, light rail transit design, bus rapid transit network, corridor planning, on-demand/microtransit assessments, transit-oriented development, and transit feasibility studies.
PROJECT MANAGEMENT EXPERIENCE
Regional Bus Rapid Transit Feasibility Study, AZ, MAG (Deputy Project Manager). AECOM documented the potential for the implementation of bus rapid transit (BRT) in the MAG region. A main study goal was to identify and prioritize potential BRT corridors and logical locations to connect to the City of Phoenix BRT network to form a cohesive regional BRT system. Daksha was responsible for overall project management and deliverables, stakeholder and community outreach, corridor assessment, and phased implementation plan.
Chandler Transportation Master Plan Update, City of Chandler, AZ (Lead Transit Planner). The plan was prepared to reflect the city’s growth, changing trends in transportation and technology, and the corresponding existing and future transportation needs in Chandler.
Daksha evaluated the existing transit network and existing TNCs, and how they influence transit use. She developed recommendations for flexible transit services (mobility on-demand), first mile/last mile program, bus service enhancements, HCT options, transit infrastructure upgrades (transit centers), and emerging technologies.
City of Mesa - Transit Master Plan, AZ (Project Manager). Daksha led the development of the Transit Master Plan to identify types of transit services, facilities, programs, and system features that will meet the needs of the city in both the short and long term. The goal of the Transit Master Plan was to develop a framework for future transit services based on productivity, application of emerging transit technologies, assessment of potential new transit markets, and coordination with other modal opportunities. Daksha led overall task and resource management, deliverables, schedule adherence, and technical direction..
Transit Governance Study, Gila County, AZ, CAG (Transit Planner/Deputy Project Manager). The study was conducted with the primary goal of evaluating transit governance models and developing a blueprint to guide the governance, management, and implementation of public transportation services. Daksha supported all study tasks, including stakeholder participation, existing transit services evaluation, peer agency review, governance assessment, and implementation strategy.
T2050 Neighborhood Transit Study – Downtown (DASH) Circulator, City of Phoenix, AZ (Task Manager). The project objective was to develop DASH route alternatives and expand the current DASH alignment and service hours to align with the new and upcoming developments and transit needs in downtown Phoenix.
Daksha was responsible for overall task and resource management, deliverables, schedule adherence, and service planning approach. Additionally, she led an extensive community and stakeholder outreach process, which included the development of StoryMap for project updates and an interactive map for community input.
T2050 On-Demand Microtransit Assessment, City of Phoenix, AZ (Task Manager). The goal of the study was to identify and assess on-demand microtransit zones as a first-mile/last-mile solution, seamlessly connecting with the region’s existing fixed route transit system. Although the City’s T2050 Transportation program includes future plans to broaden transit coverage in these areas, introducing flexible microtransit zones enables Phoenix to enhance transit coverage sooner and with fewer initial infrastructure and operational costs. The long-term plan was to take travel patterns within the microtransit zones to inform the location and frequency of fixed routes within the proposed neighborhoods. Daksha led overall task and resource management, deliverables, schedule adherence, and technical direction.
MANAGING QUALITY
Daksha employs a comprehensive approach to quality control and project management, including:
• Outlining the scope of services, schedule, and budget objectives that align with client expectations.
• Developing mitigation strategies and contingency plans to address risks effectively.
