Re: Proposal for Annual Groundwater Monitoring
Wymore Cleaners 250 South Wymore Road Altamonte Springs, Seminole County, Florida FDEP Facility ID# 59 9501480 / ERIC_5481
Dear Mr. Grubbs:
Professional Service Industries, Inc. (PSI), an Intertek Company, is pleased to provide this proposal for conducting the annual groundwater monitoring at Wymore Cleaners, located at 250 South Wymore Road in Altamonte Springs, Seminole County, Florida. Included with this proposal is a brief summary of the project background to date, proposed scope of work, cost estimate and a proposed schedule for completion. A Site Access form was signed by the property owner “R&R Investments LLC” in January 2016, however the property owner is listed as “Lalani Enterprise LLC” on the Seminole County Property Appraiser’s website.
PROJECT BACKGROUND
The Wymore Cleaners is a closed drycleaning business located in Altamonte Springs, Florida, at the intersection of South Wymore Road and South Westmonte Drive. The Wymore Cleaners is part of a strip shopping center that includes two other tenants: a vacant liquor store formerly known as Wymore Liquors and the Wymore Superette Food Mart. The area is primarily residential with light commercial development along the South Wymore Road Corridor.
A drycleaning business has been at this location since at least 1978 until 2019. One dryclean machine which used perchloroethene (PCE) operated at Wymore Cleaners. As of October 2019, however, the drycleaner business is closed.
mailto:benjamin.grubbs@floridadep.gov
FDEP – Wymore Cleaners
PSI has conducted a site assessment at Wymore Cleaners (see Wymore Cleaners Site Assessment Report, March 2017). The results of the SAR activities revealed PCE in groundwater at concentrations slightly above Chapter 62-777, FAC, cleanup target levels. PSI conducted natural attenuation groundwater monitoring program since 2018.
Included in the December, 2023 Groundwater Monitoring Report was a recommendation to continue groundwater monitoring of the same network of wells on an annual basis. Therefore, PSI has prepared the proposal contained herein to perform the monitoring, including Polyfluoroalkyl substances (PFAS) sampling, along with data evaluation and report development.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of conducting groundwater sampling and analysis, along with a report deliverable. The results will be used to confirm current groundwater quality conditions. The sampling procedures will be conducted according to the FDEP Standard Operating Procedures 001/01 and Drycleaning Solvent Cleanup Program protocols. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Groundwater Sampling and Analysis
PSI recommends groundwater sampling for 2024 during the time of the year likely to have a high water table (MW004 is intermittently dry). Specific components of the groundwater sampling and analysis subtask are as follows:
a. Mobilization to the site.
b. Collect groundwater elevation measurements of 11 monitoring wells.
c. Collect groundwater samples from MW003, MW003I, MW004 and MW006.
d. Submit groundwater samples to a National Environmental Laboratory Accreditation
Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260. No blanks or duplicates will be included per the Waste Site Cleanup Section.
e. Submit groundwater samples for PFAS to the DEP Chemistry Lab in Tallahassee, FL.
f. Containerize investigative derived waste (IDW) in 55-gallon drum, label appropriately and stage on-site, pending waste characterization results.
g. A subcontractor will transport and dispose of IDW in an approved facility. A signed manifest will be provided by the waste management company subsequent to pick-up and disposal.
h. A groundwater monitoring report will be developed which will include groundwater elevation maps, groundwater quality data in tables, and conclusions and recommendations. As we understand, an ADaPT/GIS data package will no longer be required.
