Re: Proposal for Sunland Cleaners 2025 Annual Natural Attenuation Monitoring Report 895 Fox Valley Drive, Suite 113 Longwood, Florida 32779 Facility ID: ERIC_5475 Contract No. HW682
Dear Ms. Fowler:
Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work to perform the required annual groundwater sampling event and to prepare an Annual Natural Attenuation Monitoring (NAM) Report for the Sunland Cleaners site in Longwood, Florida.
Subtask 1 – Project Management
This Subtask consists of the calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and completion fees.
Subtask 2 - NAM Scope of Work
ECT proposes mobilizing to the Site for the collection of groundwater samples from MW001 and downgradient MW005. Depth-to-water (DTW) measurements will be collected at four other wells to assist with determining a current groundwater flow direction: MW002, MW004, MW006 and MW007.
The groundwater samples will be analyzed for volatile organic halogens (VOHs) by United States Environmental Protection Agency (USEPA) Method 8260 and submitted to a National Environmental Laboratory Accreditation Program (NELAP) certified laboratory.
An Annual NAM Report will be prepared, summarizing the field activities and will include field notes, sampling forms, laboratory reports, and updated figures and tables. The report will be submitted to the FDEP Project Manager as the Subtask 2 deliverable. A summary of Subtask 2 activities is provided in Table 1.
Table 1. Subtask 2 Activities Summary Employee/Resource Activity Time

Technician Groundwater well & IDW Sampling 3 hours Technician Truck for Groundwater Sampling Event 1 day Administrative Update tables 1 hour
Subtask 3 – PFAS Screening
ECT proposes to sample MW001, MW005 and the combined development waste water generated from the two wells for PFAS analyses. The samples for PFAS analyses will be collected during the subtask 2 groundwater sampling event and ECT will submit those samples to the Florida Department of Environmental Protection (FDEP) Central Laboratory. Once the analytical results are received, ECT will provide the PFAS analytical report, PFAS figure, PFAS table and field notes in an email deliverable.
A summary of activities in Subtask 3 is included in Table 2.

Subtask 4 – IDW Transport & Disposal
The scope of work for Subtask 4 consists of transporting and disposing of the investigation derived wastes (IDW). ECT proposes using the manifest and associated documentation as the deliverable for Subtask 4. A summary of activities in Subtask 4 is included in Table 3.

The IDW Subcontractor cost summary is provided, as follows:
Subcontractor Cost Erwin Remediation $195.00 Perma-Fix $611.25 Moran Environmental $1,195.00
Cost and Deliverable Schedule
A Level of Effort/Cost Estimate Form (LOECEF) is attached, providing a cost summary for the proposed scope of work. A summary of the deliverable due dates and associated cost for each Subtask are provided in Table 4.
Table 4. Deliverable Schedule and Invoice Amount:
