About this file
This document is an Annual Facility Inspection Checklist for the SBIWTP (2026 Edition), serving as Annex D to the Facility Security Plan. The checklist functions as an operational template for conducting comprehensive security inspections of a facility.
The checklist covers thirteen major inspection categories with detailed standards and acceptance criteria: Fence (covering integrity, height, clearance zones, barbed wire configuration, and fabric condition); Gates (operational status, card reader functionality, locking mechanisms, and ground rod specifications); Walls, Windows, and Doors/Locks (material specifications, deadbolt requirements, hinge pin concealment, and maintenance protocols); Lighting (coverage adequacy at critical areas and entry points); Yard Areas (access control, material storage, tool security, and fuel controls); Signage (placement frequency for trespassing warnings, hazard alerts, and facility-specific notices); Facility Vehicles and Employee Parking (locking procedures, key management, and access control); Key Control (assignment procedures, master key limitations, auditing requirements, and lock change protocols upon loss or theft); Public Entrances (identification, visitor/contractor logging, badge issuance, and escorting procedures); Internal Access Control (lock-up procedures, clean desk policies, and restricted area access); Inventory/Material Control (receipt documentation, periodic auditing, hazardous material storage, and theft-sensitive item tracking); Mailroom Security (access controls, valuables security, and bomb threat training); Dock Area (separation of shipping and receiving functions); Alarms (monthly testing, continuous monitoring, motion detection, and notification procedures); Surveillance Systems (monitoring capability, image quality, and recording); Police Liaison (establishment of local law enforcement relationships and response times); Incident Reporting (documentation and corrective action procedures); Emergency Preparedness (threat response and disaster planning); and Security Officer Operations (patrol frequency, badge verification, visitor screening, and emergency response protocols). Each standard includes columns for documenting acceptability and inspector comments.
