About this file
This document outlines plans for a Cold Weather All-Terrain Vehicle (CATV) operational evaluation and soldier survey. The evaluation will take place over three weeks at the Cold Regions Test Center in Fort Greeley, Alaska to collect soldier feedback on prototype vehicles from vendors. Soldiers will operate the prototype CATVs and legacy vehicles on simulated missions over varying terrain and weather conditions. The evaluation will assess categories including crew accommodations, mobility, mission readiness, operational effectiveness, transportability, and maintainability. Soldiers will complete a survey rating effectiveness on various metrics using a scale of very effective to very ineffective. The related federal contract opportunity is a solicitation for a follow-on CATV production contract under 10 U.S.C. 2371b. The Army seeks a single-award, firm-fixed-price requirements contract over seven potential years for production units, spare parts, and contractor logistics support.

CATV Prototype Operational Evaluation Plan & Soldier Survey
22 DEC 2021
DISTRIBUTION STATEMENT C. Distribution authorized to U.S. Government agencies and their contractors; Administrative and Operational Use, date of determination is 25 February 2020. Other requests for this document shall be referred to PM TS Security Manager at: Program Executive Office Combat Support and Combat Service Support, ATTN: SFAE-CSS-TS, MS 414, 6501 East 11 Mile Rd, Warren, MI 48397-5000.
Date: 29 NOV 2021 – 17 DEC 2021
Duration: Three weeks
Location: Cold Regions Test Center; Fort Greeley, Alaska
Purpose: Conduct simulated missions with the Cold Weather All-Terrain Vehicle (CATV) prototype and the legacy Small Unit Support Vehicle (SUSV); to collect soldier feedback to inform down-select from prototype to production contract.
Safety: Safety Releases are required for Soldier involvement and operation of prototype vehicles during the User Evaluation. Personnel from the U.S. Army Cold Regions Test Center (CRTC) will review available system information, data sheets, safety analyses, and test data to prepare a Safety Release. CRTC will utilize personnel from the U.S. Army Alaska to collect data from the prototype vehicles to finalize the Safety Release. Results and observations from inspection and testing of the prototype vehicles may result in elevated residual risk and/or restrictions during the Operational Evaluation.
Operational Evaluation Topics:
• Crew Accommodations
• Mobility
• Mission Readiness
• Operational Effectiveness
• Transportability
• Maintainability
Products: CRTC will tabulate the survey data and Soldier feedback collected during the Operational Evaluation.
Operator Training – Offerors will train soldiers in the operation of the prototype vehicle.
Training will be a mix of classroom and on-vehicle events.
Maintenance: Maintenance windows will take place daily after Soldier operations.
Maintenance will be as needed but not extend more than 10 hours after Soldier operations each day.
