About this file
This document contains a Preliminary Design Review checklist for a Cold Weather All-Terrain Vehicle procurement. The checklist outlines criteria for assessing the maturity of transition products and ensuring the vehicle design will meet requirements. Key items include demonstrating the proposed baseline design can satisfy specifications, identifying design risks and establishing the system baseline. The contractor must also show the design considers sustainment, producibility, supportability, training and that identified risks are manageable. Accompanying the checklist are attachments outlining required contract data deliverables.
A related federal contract opportunity posting seeks proposals for a seven-year Firm Fixed Price commercial requirements contract for production, spare parts and contractor logistics support of the Cold Weather All-Terrain Vehicle. The Department of the Army is anticipated to make a single award resulting from a successful prototype effort under 10 U.S. Code 2371b for rapid prototyping.

Preliminary Design Review (PDR) Checklist
Distribution Statement A – Approved for Public Release; distribution unlimited
1 PURPOSE
A Preliminary Design Review assesses the maturity of the transition products. This review is to ensure that project team has confidence that the vehicle is on track to meet the key requirements, and the relevance and traceability to the Capability Development Document (CDD) is understood and documented, and the transition products are clearly understood and progressing to meet the customers expectations.. The contractor shall present the following:
• Their proposed baseline configuration design
• Summary of phase 1 and 2 FACARS
• All design changes expected to be incorporated in the product baseline from the prototype configuration
• A detailed description of how the production vehicle will meet the requirements in the Attachment 0001, CATV Performance Specification (P-spec),
1.1 COMPLETION OF CHECKLIST
The PDR shall be determined to be complete by the Government Technical Review Chair.
The PDR Exit Criteria Checklist will be considered completed when the items in the Checklist have been satisfactorily completed, key issues addressed, and there are no unresolved items.
